□ 선진국의 대학 연구체제의 발전과 현황에 대한 지금까지의 분석을 통해 우리나라의 대학 연구체제 발전을 위한 다음과 같은 정책적 함의를 도출할 수 있음
○ 대학 연구체제의 활성화와 효율성 제고를 위해서는 경쟁 체제를 확립하는 것이 무엇보다 중요함
- 연구중심 대학의 초기 형성에서 독일 대학의 경쟁 시스템, 국방연구비와 재단의 지원금을 획득하기 위한 미국 대학들의 경쟁적인 노력들은 모두 대학 연구체제의 정착과 발전에 결정적으로 기여했음
○ 과학기술의 현실에 대한 정확한 판단, 대학의 미래 발전에 대한 명확한 비전, 그리고 이를 실현하기 위한 이념과 전략을 갖춘 리더의 존재가 필수적이었음.
○ 대학이 우수 인력을 교수나 연구원으로 적극 유입할 수 있는 유연한 임용 체제 구축이 필요함
- 미국 대학이 다른 연구기관에 비해 우위를 점할 수 있었던데에는 대학간, 대학-산업간 우수 인력의 유동성이 높아 대학이 원하면 파격적인 조건을 제시해 우수 인력을 대학에 유치할 수 있었던 것이 결정적이었음. 우수한 교수진은 다시 질 높은 연구와 교육을 통해 우수 인력을 배출하는 선순환적 효과를 발휘함
- 반면 독일의 경우 연구대학 형성 초기에는 우수 과학자들의 대학간 이동이 활발했으나 정교수-연구소장 중심의 경직된 교수 임용 제도가 완전히 정착한 후로는 유동성이 저하되어 대학이 우수 인력을 공공연구기관에 뺏기는 결과를 낳음
○ 전체 대학 연구는 응용 연구를 중심으로 구성하되 기초 연구를 위해서는 규모가 작더라도 확실하고 안정적인 지원 체계를 구축할 필요성 있음

The university in advanced countries have experienced two "academic revolutions." The first academic revolution transformed the university from a teaching institution into the center of research. This happened in German universities in the early nineteenth century, and then spread into other countries including Britain and the United States. During the second academic revolution, which first took place in the United States in the second half of the twentieth century, the research in universities was given a new role as the major driver of economic growth.
Today the university is regarded "not just as a creator of knowledge, a trainer of young minds and a transmitter of culture, but also as a maj or agent of economic growth: the Knowledge Factory." In this new context, new financial incentives and institutional structures to promote university-industry collaboration have been proposed. New forms of university-industry collaboration include industry liaison offices (ILOs) or technology licensing offices (TLOs) in universities, research parks, university-industry consortia, research institutes and centers of excellence, regional development organizations, and spin-off firms. The government also mediates and accelerates this new university-industry collaboration by providing financial incentives and modifying the standard of grant awards.
This study on "the development and current status of the research system in universities in advanced countries" examines the historical development and current status of the research system in universities in advanced countries. The aim of this study is to explore the historical development of the universities' research system in the United States, Germany, Britain, and Canada, and draw some policy implications from this historical study for research universities in Korea.
The introduction provides some theoretical contexts in which this study can be properly situated. In particular, some features of the two "academic revolutions" and the concept of "entrepreneurial university" are analyzed. The novelty of this study in comparison to other studies available in Korea is also mentioned.
In Chapter 2, the establishment of the research university in Germany in the early 19th-century and the spread of this German model into Britain and the United States are described. First, the establishment of "research imperative" in German universities, in particular in Berlin University, in the early nineteenth century is detailed. The success of the German research university is due to various factors, including the Humboltian ideal, the raise in the social status of the philosophical faculty, the formation of the system of competition among local universities, as well as the beginnings of the "research-teaching laboratory" by J. Liebig in Gissen University and the "research-teaching seminar" by Franz Neumann in Koenisberg University. The German system had an impact on British universities such as Oxford and Cambridge, which went through various reforms in the 1850s and 1870s. However, the reform of British universities was limited, mainly because Oxford and Cambridge University -- the so-called Oxbridge -- monopolized resources and manpower, suffocating the growth of local universities. The most successful transfer of the German model took place in the United States. The Johns Hopkins University, established in 1876, was deliberately modelled on the German research university. However, American universities developed its unique feature such as the department system, which was flexible enough to meet with the increasing need of collegiate teaching and the expansion of undergraduate colleges.
Chapter 3 analyzes three successful American universities -- Caltech, MIT and Stanford University -- in establishing and conducting research in the first half of the twentieth century. In the case of Caltech, the leadership of George Hale was essential. He drew and mobilized various resources (in particular the NRC money and funds from private philanthropic foundations) to promote first-rate research in Caltech. He hired outstanding scientists such as Robert Millikan and Arthur Noyes and conducted inter-disciplinary and cooperative research between physics, chemistry and physical astronomy. The MIT had been a local technical university that mainly performed sponsored research at the request of huge corporations such as GE and AT&T. William Walker's "Technology Plan" was a well-known example to promote such industry-sponsored research. However, the MIT's new president, Karl Compton, lessened its tie with industrial corporations and strengthened basic research in science. By transforming engineering into science-based engineering, Compton recreated the MIT as the most outstanding research institution in the United States. The history of the "Route 128" is also briefly described here. The success of Stanford University cannot be properly analyzed without examining F. Terman's long-term efforts. Terman, as the dean of engineering and later as a provost of Stanford University, rebuilt the engineering faculty with federal, as well as corporate, funds, and accomplished his goal of "steeple building" by applying his success to other faculties. Largely due to Terman's vision and efforts, Stanford University not only moved to the rank of top research university but developed a strong connection with the government and local industries.
In Chapter 4, six American universities (Caltech, MIT, Harvard, Stanford, Wisconsin-Madison, University of Michigan) and one Canadian university (University of Toronto), which have successfully kept their status as the first-rate research institution in the second-half of the twentieth century, are examined. Research universities enj oyed their heyday in the 1950s and 1960s, during which federal funds for basic (defense-related) research was generously given to universities, but they also went through a relatively hard time (1970s and 1980s) when the federal (especially defense-related) fund was diminished. In the case of Caltech, its emphasis on long-term basic research is focused. In the 1960s, the MIT was the most prosperous and prestigious university in the United States mainly due to its intimate connection with the defense organizations in the federal government. However, it had to reinvent its research goal and turn more vigorously to private industry after the federal cutback. Harvard University gradually built its research potential in the second half of the twentieth century, and several fund-raising campaigns were most essential to maintaining its status as one of the best research universities. Stanford University continued its "steeple building" on Terman's model. The establishment of the Office of Technology Licensing (OTL) in 1970 has been regarded as signalling "commercializing knowledge" produced in the university. The history and current performance of the Stanford's OTL is detailed here. The Wisconsin-Madison University is analyzed as an example showing how a state university changed its agenda from a collegiate institution to a research-center in the globalized environment. Like the MIT, the University of Michigan was heavily dependent of the federal, defense-related funds in the 1950s and 1960s. After the federal cut, the University of Michigan has tried various attempts to cope with the changed situation by concentrating its resource on engineering and biotechnology and by commercializing knowledge through the Michigan Research Corporation. The University of Toronto, though a Canadian university, shares several similarities with American universities. With the decline of the financial support from the state government in the 1980s, the University of Toronto began to draw corporate support and various federal special funds to expand its research potential.
In Chapter 5, we discuss German universities in the twentieth century by focusing on their recent efforts to promote research across academic fields and various kinds of university-industry collaboration. Three issues are anlalyzed. First, the establishment of the German university system in the nineteenth century and its modification in the early twentieth century by creating research-centered institutes are described. Second, focusing on the establishment of the DFG and BMwF, the development of German science and technology policy after the Second World War is examined. The creation of the Collaborative Research Centers across several universities is also described here. Finally, the government's as well as universities' efforts to cope with the rapidly changing situation in the 1990s is investigated.
The conclusion draws some policy implications from above chapters for research-centered universities in South Korea. Above all, the significance of competition among universities, and the flexibility in hiring new, outstanding faculty members are emphasized again. The leadership of "academic entrepreneurs" like Gilman, Hale, Terman, and Compton is also highlighted. Also, it is proposed that the positive impact of the unique feature of the university as a research institution -- that is the tight link between advanced teaching and research -- can be maximized when the nexus of universities is expanding. Finally, the fact that most research universities turn to "applied research" and commercializing knowledge might possibly threaten the nation's research potential by neglecting long-term basic research is pointed out.
