본 연구는 도시화로 인한 불투수층 증가와 이상기후로 인해 왜곡된 물순환 체계를 정상화 하는 방안으로써 우수를 저류하고 활용하는 기술에 대한 것임. 본 연구의 목적은 우수 이용을 통해 부족한 수자원을 확보하고, 우수의 유출저감을 통해 도시형 침수문제를 해결함과 동시에 유역 내에 산재되어 유출되고 있는 비점오염원을 제어하는데 있음.

기반기술 개발 연구를 통해 우수 수질 및 유출특성에 관한 데이터를 축적할 수 있었음. 집수면의 종류에 따라 수질 및 유출특성에 차이가 있으나, 건축물 옥상면의 경우 중금속 등 대부분의 수질인자가 음용수 수질기준 이하루 관측되어 건축물에서의 우수이용의 가능성을 볼수 있었음.
건축물 우수저류침투 기술개발에 있어서는 우리나라 실정에 맞는 요소 기술을 개발하였음. 집수기술의 경우 광촉매 코팅 집수기술, 수처리 기능형 옥상녹화면 조성기술, 초기우수처리장치 등을 개발하였음. 특히 광촉매 집수기술은 같은 수질의 우수를 집수하기 위해서 기존의 무처리 집수면 에 비해 초기우수 배제량을 1/3 수준으로 감소시켜 많은 양의 우수를 집수할 수 있었음.
저류기술에 있어서는 학교, 건축물, 주택단지 등 건축물 종류별로 우수저류 용량 산정모형을 개발하여 시설 설계에 반영하였음. 처리기술에서는 금속막, 초기우수처리장치, 광촉매 등의 기술을 접목시켜 우수의 활용용도에 따라 적정 수질을 유지할 수 있는 처리기술을 확보하여 가이드라인을 제시하였음. 침투기술의 경우에는 국내 실정에 맞는 침투측구를 자체 개발하여 실험한 결과 국내외 기존 장치보다 우수한 침투능을 나타내었으며, 우수침투시설의 성능향상을 위해 crust, 침투조건, 강우특성, 시간 등의 영향인자에 따른 침투양상을 분석하였음.
또한 상기의 개발된 기술의 적용성을 평가하고, 우수저류침투시설 지침(안)을 제시하고자 실규모 건축물에 우수저류침투시설을 적용하여 시설을 운영하였음. 경기도 고양시 소재 한국건설기술연구원 수자원연구동(40㎥)과 주엽초등학교(60㎥가 이에 해당되며, 우수를 이용하여 조경용수, 화장실세정용수 등으로 활용하고 있음. 시설의 운영결과는 실시간으로 인터넷으로 모니터링이 가능하며, 온라인상에서 시설의 원격제어가 가능함. 시설 운영결과 우수 이용량만큼의 수돗물을 절약할 수 있었으며, 강우시 초기 100mm(수자원연구동), 200mm(주엽초등학교)의 우수를 전부 저류할수 있으므로 하류지역의 홍수피해를 저감할 수 있음.
1단계 연구를 통해 건축물과 운동장에서의 우수저류 및 활용에 필요한 요소기술을 확보하였다고 판단되며, 차후 우수이용의 활성화를 통해 물순환 회복 등의 순영향이 기대됨

1. Understanding of rainwater runoff and development of analytical techniques for pollutant behaviors
To find out rainwater storage and utilization methods that are suitable for Korean situation, fundamental works on rainwater quality and the analysis of rainwater runoff should be preceeded, A wide range of literature review and continuous monitoring enabled the accumulation of rainwater quality and runoff characteristics.
Depending on the types of catchment surfaces, runoff from roof had heavy metals lower than drinking water standards, suggesting that rainwater utilization has potential. However, the quality of runoff highly depended on the pollutants on the surface of catchment, indicating the importance of proper maintenance of catchment surfacne and control of first flush rainwater.
Analysis of rainwater runoff in CSO and SSO pipeline systems revealed the first flush phenomena. In CSO systems, worse water quality was observed due to wash-out of pollutants deposited in the pipelines. The concentration of pollutants in CSO system increased with high rainfall intensity, or high flow rate inside the pipeline.
2. Development of core technologies for rainwater treatment and utilization
In developing core technologies for rainwater utilization, special focus was on the development of technologies that meet Korean situations. The catchment technique using photocatalysis reduced the amount of first flush to be rejected to 1/3 compared to normal roof. Together with sunlight, the photocatalysis improved the removal of total coliform up to 20 - 60 %, allowing long-term storage of rainwater without the problem of microbial contamination.
The roof garden technique with water treatment capability treated N, P, and heavy metals using bauxsite minerals to solve problems in normal roof garden systems in green buildings. Preliminary experiments showed the potential of this technique.
A water treatment apparatus for emergency use, consisting of BSF and tablet-type chlorine, was developed and found to produce 200 L of rainwater per day, corresponding to enough water for 5 people from rainwater.
A package of rainwater treatment for use in school and buildings was developed using lignocellulose fiber filter mat. This system was designed to selectively treat first flush rainwater depending on rainfall intensity.
In addition, a metal membrane system combined with ozone generator was developed to simplify the treatment equipment and its maintenance, demonstrating the anti-fouling effect by ozone and the increase in backwashing interval.
3. Development of Korean style rainwater storage/infiltration technologies
Depending on the types of buildings including school, office, and housing complex, simulation-based design techniques for rainwater storage capacity, which allow the analysis of water shortage period and drought parameter and the maintenance of proper rainwater usage rate, were developed and applied for designing rainwater utilization facility in military unit, school and park. The developed model was compared with conventional simplified method, indicating that the conventional method estimates unnecessarily larger size of storage tank. This implies that the simulation methods were more effective for accurate design and management of facilities.
Based on these design technologies, rainwater storage and infiltration facility was constructed and monitored more than 1 year. This led to the conclusions that rigorous consideration should be done prior to construction to prevent problems including water quality change in storage tank, inflow of pollen and oily pollutants, and outbreak of mosquitos.
Analysis of rainwater catchment capacity for various materials, sand captured larger amount of rainwater with lower turbidity than decomposed granite soil. However, other materials had to be considered because using sand for school playground may cause practical problems.
The infiltration trench developed in this study, which considers Korean situations, showed better infiltration capability than other existing trenches. The infiltration properties were also analyzed as a function of crust, infiltration condition, rainfall characteristics, time to improve the rainwater infiltration performance.
A life cycle assessment was performed to evaluate economic aspects of rainwater storage and infiltration facility compared with other water resource facilities. In general, the economics of rainwater utilization appears to increase with its size because the increase in benefits is larger than the increase in maintenance cost. For more rigorous evolution, however, an economic analysis considering the effects of flood control and environmental preservation should be required.
4. Study on full-scale application of rainwater storage and infiltration
To evaluate the applicability of developed technologies and provide a guideline for rainwater storage and infiltration facilities, full-scale systems was constructed and operated in the KICT building (storage capacity: 40㎥) and Juyeop elementary school (storage capacity: 60㎥) in Goyang-Si, Gyeonggi-do. Especially the facility in Jueyeop elementary school allows real time monitoring and remote control through internet. As a result of system operation, it was found that the tap water was saved with the use of rainwater. Moreover, 100 mm (KICT) or 200 mm (Juyeop) of rainwater could be stored, which helps to reduce damages related to flood by reducing stormwater runoff.
5. Development of a guideline for rainwater storage and utilization system
Survey of related guidelines and laws in Korea and other developed countries led to a guideline including the selected technologies suitable for Korean situation, which aims at spreading rainwater storage, infiltration, and utilization. This guideline enables the verification of planning, design, construction, and maintenance of facilities, which provides valuable information for introducing the facility.
