이 연구에서 추정하고 있는 원전 및 화석연료 외부비용은 해외 추정사례를 환율 및 물가상승률 등을 조정하여 회계적으로 국내에 적용하고 있는 기존 문헌연구보다는 방법론적으로 과학적이고 체계적인 접근을 하고 있다고 판단되나, 한계점도 여전히 존재하고 있다.
원전 외부비용 추정에서 중대원전 사고 발생의 피해규모가 국내 실정을 제대로 반영하지 못하고 있다는 점이 있다. 원전 사고 피해규모는 원자로 설비용량, 입지위치, 노형의 차이 등 다양한 요인에 의해 결정된다. 또한, 사고 발생 시점에서의 기후 상황(풍향과 풍속 등)과 사고 발생 시 원자력 규제기관의 초기대응에 따라서도 피해규모는 상당한 차이가 난다. 본 연구에서는 이러한 다양한 요인들을 고려하지 않고, 과거 사고발생 사례의 피해비용을 국내 GDP와 인구밀도만을 고려하여 개략적으로 추정하고 있다는 한계가 존재한다. 그러나 국내 실정에 맞는 객관적이고 합리적인 원전사고 피해규모 추정 연구는 관련 분야 전문가들의 협동연구와 분석을 위한 기초정보 공유 없이는 사실상 불가능한 작업이다. 이러한 점 역시 위에서 언급한 ‘범사회적 논의기구’ 구성이 필요한 또 다른 이유가 된다.
원전 외부비용 추정의 또 다른 한계점은 ‘중대 원전사고 발생확률’ 에 대한 충분한 논의 및 합의점이 없다는 점이다. 원자력발전 설비는 설계단계에서 확률론적 통계 방법을 통해 규제기관이 설정하고 있는 원전사고 발생확률 기준을 만족시켜야 한다. 즉 원전은 기술적인 측면에서는 중대 원전사고가 발생할 확률이 거의 없다고 볼 수 있다. 그러나 TMI, 체르노빌, 후쿠시마 등 심각한 원전사고가 실제로 발생하였고, 이는 확률론적 방법을 통해 도출한 원전사고 발생 확률과는 정면으로 배치되고 있다. 따라서 ‘중대 원전사고 발생확률’ 추정을 위한 종합적인 연구가 수반될 필요가 있다. 중대 원전사고 발생 확률은 원자로 노형, 원자로 수명, 규제체계의 투명성 등 기술적·제도적 요소에 따라 달라질 수 있으므로, ‘사회적 논의기구’에서 해당 분야의 전문가도 다수 포함할 필요가 있다.
원전 외부비용 추정결과 외에 메타회귀분석을 이용하여 도출한 화석연료 발전원의 외부비용 추정에서도 개선과제가 있다. 온실가스와 대기오염물질의 외부비용의 선행연구들은 문헌마다 분석 방법론, 대상 지역, 오염물질의 특성 등 다양한 요인에 의해 그 결과가 매우 다르게 나타난다. 아울러 지불의사액 도출을 위해 작성된 질문 내용도 연구마다 상이하기 때문에, 메타분석을 이용한 추정결과는 위와 같은 다양성을 표준화하기 어렵다. 따라서 향후 관련 문헌의 방대한 데이터 구축작업 및 메타분석을 위한 표본수 확대를 위한 노력이 필요하다.
이러한 연구의 개선과제에도 불구하고, 이 연구에서는 원자력발전을 포함한 전원별 외부비용을 객관적 근거자료와 실증 분석방법을 통해 도출하고, 최근 발표된 7차 전력수급계획을 반영하여, 외부비용의 전원구성과 전력시장 영향을 종합적으로 검토하고 있어 그 정책적 의미가 크다고 본다. 또한, 본고에서는 전원구성이 역전되는 원전 외부비용을 도출하고, 이를 반영할 경우의 전원구성 및 전력시장 영향도 동시에 분석함으로써, 외부비용의 전력생산비용 증가와 전기요금 인상 영향도 고려하고 있다는 점에서 그 결과의 의의가 더 크다고 사료된다.

According to the 7th electricity power supply and demand plan, the external costs of nuclear power generation were estimated in classification into 3 categories; transmission cost, policy cost, accident risk action cost. Transmission cost and policy cost were estimated by comprehensively reflecting relating results and prospect of costs to be incurred in the future and accident risk action costs were estimated in converting currency of yen into Korean currency based on domestic exchange rate by the Cost Estimation and Review Committee(2011) of Japan to domestic exchange rate.
However, the estimate of nuclear accident risk action costs in 2011 fails to reflect the accumulated the scale of damage in Fukushima disaster and the estimation method for calculating costs is inappropriate.
Thus, this study estimates domestic accident risk action costs, referring to the estimation case of Fukushima nuclear accident risk action(June, 2015) by the power generation cost verification working group commissioned by the Japanese government. It should be noted that transmission costs and policy costs of domestic nuclear power plants were estimated by applying the estimation drawn by the 7th electricity power supply and demand plan.
As a methodology to estimate domestic accident risk action costs and a basis of damage costs, the model-plant method and 86 trillion won, the same scale as the Japanese case, were applied, respectively. In model-plant method, the capacity of 1,000 MW which is the biggest portion of domestic nuclear power plants is applied.
It is necessary to adapt the population density per unit area and the level of GDP in applying the scale of damage cost of the Japanese case into domestic situation. In particular, compensation cost accounts for around 50% out of items of total damage cost, thus it is necessary to revise population density per unit area and the level of GDP included in the item. The estimated damage scale in proportion to the ratio of domestic population density is about 127 trillion won and the revised damage scale including domestic per capita GDP is about 85 trillion won. The scale of damage cost re-estimated by revising compensation cost(46.72% of total damage costs) among the specific items of accident damage costs reflected domestic population density ratio is about 105 trillion won, and the damage cost revised including domestic per capita GDP is 86 trillion won, which is the same amount as that of Japan.
In this study, 86 trillion won, which is the same scale as the Japanese case, was applied as the damage costs by nuclear accidents. Because there is little difference between re-estimated damage costs coordinating GDP and population density and the originally estimated damage costs. Of course, for more precise revision, it is necessary to conduct a comprehensive research to figure out scale of damage including population in the vicinity of nuclear plants and property values.
To analyze power generation mix of external costs of nuclear power and effects of external costs on power market, the following 3 estimated values were used in this study; the estimated value drawn by probability of nuclear accidents of ‘standards for operating world nuclear power plants’, which is of the highest consensus out of accident risk action costs estimated at 85% of usage rate; the estimated value applied by ‘standards for operating Japanese nuclear power plants’ in conservative probability; and the estimated value applied by IAEA Large Early Release Frequency(LERF) with the lowest probability.
The external costs of domestic nuclear power plants were drawn by adding accident risk action costs to transmission costs and policy costs estimated in the 7th electricity power supply and demand plan. The results show that the estimated external costs of nuclear energy were ranged from minimum KW5.13/kWh to maximum KW28.02/kWh.
In this study, the external costs of air-pollutant emissions in the fossil-fuel generation were estimated by means of the estimation equations of SO2, NOx, PM, and CO2 drawn by meta-regression analysis. The estimation of willingness to pay per ton for air pollutants was conducted given GDP per capita and population density.
According to the estimation results, the external costs of thermal
coal, LNG and fuel oil were KW13.87/kWh, KW6.33/kWh, and KW23.77/kWh respectively, cost of oil-fired generation was highest out of three energy sources.
Assuming that CO2 is included, the result shows that the external cost of oil generation was still highest while the cost of LNG combined cycle was lowest, with the external costs of thermal coal(KW32.10/kWh), LNG(KW14.19/kWh), and oil(KW38.62/kWh).
The results of scenario analysis are as follows. Under the scenarios 1-3, the external costs by power generation source premised in the 7th electricity power supply and demand plan were applied. The scenario 1 is premised on accident risk action cost of KW5.72/kWh, and in case of thermal power generation, the external costs of air pollutants except CO2 were reflected. Of course, both transmission and policy costs were reflected in the scenario. In the scenario 2, the external costs reflecting CO2 price assumption of 10,000won per ton were added to the scenario 1. The scenario 3 is the result of adding the external costs at the CO2 price of 25,000 won per ton to the scenario 1. Under the scenarios 4 to 7, the external costs of air pollutants and CO2 generated from nuclear power and fossil-fuel generation, estimated by the author of this study, were applied. As described above, the accident risk action costs in nuclear generation were premised on the two costs of KW4.04/kWh and KW23.01/kWh. The scenarios in fossil-fuel generation were divided into two cases depending on whether to include CO2 or not. The scenario 8 and 9 are extreme cases; the maximized external costs were reflected only in nuclear energy in the scenario 8; and in the scenario 9, the maximized external costs were reflected in nuclear while the minimized external costs were applied in the fossil-fuel generation.
The power generation mix of the external costs by power source and comparison and analysis of the effects on the power market were conducted based on the 7th supply and demand plan as the standard scenario, including direct costs alone(without external costs).
As a result of analysis, the same result as the standard in 2035 was found from the scenario 1 to 7. Despite reflection of external costs as above-mentioned, which had little impact on electricity generation mix. However, ratio of coal instead of nuclear was increased in the scenario 8 and 9. When there is difference more than KW14/kWh between external costs of nuclear and coal-fired generation, economic feasibility of the two energy sources was reversed in electricity generation mix.
As to the effects on electric rates, in case the external costs reversing ratio of coal and nuclear in power generation mix is reflected, the unit price increased in 2029 by 6.12% (scenario 8) and 15.84% (scenario 9) respectively compared to the standard scenarios.
