1. 연구필요성 및 목적
통일에 대비한 에너지부문의 장단기 전략을 구축, 에너지부문의 통일시대 대응태세를 강화하는 것이 본 과제의 목적이다. 본 과제는 에너지부문의 통일준비 논의를 선도하고 효과적으로 조율함으로써 통일과정은 물론 통일 후에도 유용한 에너지부문의 전략체계를 확보하고자 기획된 3개년 연구사업의 1차 년도 연구결과이다.

통일에 대비한 에너지부문의 장단기 전략을 구축, 에너지부문의 통일시대 대응태세를 강화하는 것이 본 과제의 목적이다. 본 과제는 에너지부문의 통일준비 논의를 선도하고 효과적으로 조율함으로써 통일과정은 물론 통일 후에도 유용한 에너지부문의 전략체계를 확보하고자 기획된 3개년 연구사업의 1차 년도 연구결과이다.
대통령의 드레스텐 선언(2014.3.28.)으로 촉발된 통일 논의는 우리시대의 가장 중요한 미래 담론으로 부각되고 있으며, 대통령 직속 통일준비위원회는 본격적인 통일준비 논의를 주도하는 동시에 각계의 통일 준비 활동을 통합 조정하고 있다. 그로 인해 통일 준비에 대한 사회적 요구는 날로 증대하고 있으며, 에너지부문도 이에 대한 본격적인 논의와 연구가 필요한 시점에 직면하고 있다.
그간의 에너지부문 남북협력 연구는 협력사업 발굴 및 시행방안 분석에 집중되어 통일 준비에 대한 논의와 연구는 크게 부족한 상황이다. 북한 에너지부문 실태분석과 개발 잠재력 평가, 급변하는 남북관계 하에서의 협력사업 개발 및 시행방안 분석 등에 관한 연구개발에 집중하는 동안, 급변사태에 대비한 대응플랜, 통일에 대비한 마스터플랜 등의 논의와 연구는 매우 미흡한 실정이다.
통일 대비 에너지부문 장단기 전략은 석유, 석탄, 전력, 가스, 신재생 등의 모든 에너지원과 에너지 안보, 가격, 절약, 효율 등 모든 기능별 정책과 산업을 포괄하여 유기적으로 수립되어야 하는 종합적 전략이다. 그러므로 북한의 에너지 산업에 대한 체계적인 이해와 정확한 분석이 선행되어야 하며, 우리 에너지 산업의 남북통합 역량 또한 면밀히 검토되어야 한다.
본 과제는 남북의 정치적, 경제적 통합이 머지않은 장래에 실현될 것이라는 전제 하에 에너지부문의 남북통합 방안을 연구하기 위한 목적으로 설계되었으며, 1차 년도 연구주제로 에너비부문 북한 급변사태 대응플랜, 에너지 산업별 남북 통합역량 평가, 에너지 산업별 남북통합 정책과제, 독일 통일과정의 에너지산업 통합사례 분석 등이 선정되었다. 이들은 통일에 대비한 에너지부문 전략 수립에 필수적으로 요구되는 분석이나 선행연구가 부족한 분야들이다.
2. 주요내용
가. 북한 급변사태 대비 에너지부문 대책
본 연구의 첫 번째 주제는 북한 급변사태 대비 에너지부문 대책이다. 북한 급변사태의 발생요인, 유형, 발생 가능성 등에 대해 분석하였으며, 급변사태에 따른 에너지부문의 정책과제를 검토하였다.
북한 급변사태 대응 에너지부문 주요대책은 에너지비상대책위원회 구성, 북한 이탈주민에 대한 에너지 지원 대책, 개성공단 대북 에너지지원 설비의 관리 조치, 주변국의 대북 에너지 지원 공조 방안 모색, 대북 긴급 에너지 지원 공급 대책, 에너지 공급설비 관리 및 정상화 조치 등으로 구분하여 분석하였다.
에너지비상대책위원회는 대북 에너지 지원에 관한 정책수요에 대응할 뿐만 아니라, 대북 에너지 지원 시 발생할 수 있는 국내 에너지 수급 차질을 점검하고, 에너지 생산 공급 시설을 위기 비상관리 체제로 전환하는 데에 관한 정부의 기능을 수행한다.
북한 이탈주민 수용 시설에 대한 에너지지원 사업은 ‘에너지수급비 상대책단’의 ‘긴급시설에너지공급반’의 업무로 북한 체제의 붕괴로 발생할 대규모 탈북 주민을 수용하고 지원하는 시설에 대한 긴급 에너지 공급대책이다.
대책은 탈북자 규모 10만 명(2만 5천 가구), 공급기간 1년을 기준으로 분석되었으며 인원 및 기간의 증감에 따라 비례적으로 활용할 수 있도록 하였다. 지원 에너지는 난방용 등유 및 경유, 취사용 도시가스 및 LPG, 전기를 포함하며, 예상 비용은 477.4억원이다.
개성공단의 대북 에너지 공급시설 관리 조치는 현지 에너지 설비의 안전관리 및 가동여건 유지를 위한 조치로 경질유 저장탱크, LPG 저장탱크, 한국전력이 가설한 20km 구간의 배전설비(22.9kV, 160mm2, 2회선), 154kV 송전선로(410mm2, 2회선, 16km)와 옥외변전소 등에 대한 보호 조치와 비상 운영계획 이행을 제안하고 있다.
주변국의 대북 에너지 지원 공조 방안 모색을 위하여 ‘대북에너지지원사업단’의 ‘에너지지원반’은 주변국과 국제사회에 대북 에너지 지원대책 공조를 요청하며, 특히 중국과는 압록강 수계 북 중 공동관리 수력발전소(수풍, 태평만, 위원, 운봉)의 설비 파괴 방지 및 보호 조치공조, 대북한 원유 및 석유제품 수출의 안정적 지속, 대중국 무연탄 수출 중지 조치1)가 내려질 경우, 중국의 기 계약업체들과의 수출계약 해지에 관련된 정책적, 행정적 지원 등을 요청해야 한다.
대북 긴급 에너지 지원 공급 대책은 ‘에너지비상대책위원회’의 ‘대북에너지지원사업단’의 업무로 산하 ‘에너지지원반’과 ‘수송대책반’이 직접 관여한다. 북한 급변사태 발생 후 가능한 가장 빠른 시기에 지원하는 것을 원칙으로 하며, 지원수준은 북한의 급변사태 발생 이전의 민생부문 에너지수급 수준을 유지할 수 있도록 지원하며, 에너지 이용기기 보급 지원과 병행하여 추진한다.
대북 긴급 석탄 공급대책은 북한 주요 거점지역에 연탄공장을 건설하여 북한 전역에 연탄을 공급하는 방안을 중심으로 설계하였다. 소요석탄은 1,767만톤으로 대중국 수출 물량을 내수 전환하여 북한 전역에 수송, 저탄하여 겨울철 연탄제조용으로 활용하면서 연탄공장 인근의 가행탄광에서 생산되는 석탄을 동시에 활용하는 방안으로 조달 가능하다. 북한 전역에 총 39개의 연탄공장을 설립하는 방안을 제시하였다.2) 연탄공장 건설은 남한에서 설비를 긴급조달하고 북한 현지의 부지여건이 원활히 마련될 경우 6개월 정도면 가능하다.
예상 소요비용은 총 2,135억원으로 추정된다. 그 가운데 초기투자비는 일단 정부부담으로 먼저 추진하고, 사태가 안정화된 시점부터 민영화를 추진함으로써 회수할 수 있어 순수 정부부담은 1년간의 운영비 1,204억원에 해당한다.
대북 긴급 석유 공급대책은 2013년 북한의 석유제품 내수 추정 총량 54만 7,831톤을 급변사태 시에도 안정적으로 공급하는 내용으로 설계되었다.
원유는 중국에 대한 수입대금 지불보증 및 국제협력을 통해 현재 물량만큼을 지속적으로 수입할 수 있도록 한다. 이를 통해 수입되는 물량은 급변사태 시에도 현재와 같이 조 중우호송유관을 통해 중국 단동에서 북한 봉화화학공장으로 공급되도록 한다. 휘발유 부족분은 남한으로부터 공급하며 북한의 석유제품 유통 거점인 3개 연유창 가운데 ‘문천연유창’과 ‘와우도연유창’으로 직접 공급한다. 중유 부족분도 남한으로부터 공급하며, KEDO중유가 공급되었던 루트를 활용하여 공급한다. KEDO중유는 선봉항과 송림항으로 공급되어 화력발전소들에게 공급된 바 있다.
대북 긴급 전력 공급대책은 북한 발전설비 활용 극대화, 압록강 수계 북 중 공동운영 수력 활용 제고, 휴전선 인근 지역 남한으로부터의 직접공급 등의 3가지 유형으로 구성될 수 있다.
상기 조치들이 잘 운영된다면 북한 지역의 전력사정은 급변사태 이전보다 훨씬 더 좋아질 수 있을 것으로 예측된다. 일단 제반 조치들이 조화롭게 잘 시행되어 전력공급 상황이 어느 정도 안정적으로 확보되면 산업용과 같이 사태 초기에 공급을 제한했던 수요부문에 대한 전력공급도 정상화할 수 있을 것으로 예상된다.
나. 통일 대비 에너지 산업별 통합역량 평가
통일 대비 에너지 산업별 통합역량 평가는 전문가단 평가방법으로 수행되었다. 산업별 전문가와 함께 평가표를 설계하고, 업계의 전문가 5~6명으로 하여금 평가하도록 하는 방법이다. 평가표에 산업별 평가요소를 제시하고 전문가단이 각 요소별 통합역량을 100점 만점 스케일로 평가하였다.
석유산업은 대한석유협회의 자문을 통해 수행되었다. 전문가 평가단(5명)은 남한 석유산업의 남북통합 역량을 비교적 높게 평가하고 있다. 이는 북한의 석유산업이 매우 단순하고 소규모인 반면, 남한의 석유산업은 세계적 수준의 역량을 갖추고 있어 북한 석유산업을 통합하는데 큰 어려움은 없을 것으로 보고 있다는 의미로 해석된다.
특히, 원유도입과 석유정제와 관련된 통합역량은 92점으로 가장 높게 평가되었다. 석유수송, 연관산업과 관련된 평가결과는 각각 84점과 81점으로 평가되었으며, 석유판매, 법제도, 정책 등의 평가요소에 대해서는 비교적 낮게 평가하고 있다. 특히 정책과 관련한 평가결과는 68점으로 가장 낮게 나타나고 있어 석유산업 남북통합에 대비한 정책부문의 사전적 대비가 필요함을 시사하고 있다.
석탄산업은 북한자원연구소의 협력을 통해 수행되었으며, 5명의 전문가 평가단이 평가에 참여하였다. 남한 석탄산업의 북한 석탄산업 통합역량은 비교적 양호하나 충분하지는 않은 것으로 평가되었다. 전문가단은 기술, 인프라, 연관산업, 인적자원 등은 80점 이상으로 비교적 좋게 평가하고 있는 반면, 개발경험, 투자(금융), 시장, 법제도 등은 상대적으로 낮게 평가하고 있다.
전력산업의 남북통합 역량평가는 한국전기연구원의 협력을 통해 수행되었으며, 8명의 전문가 평가단이 참여하였다. 기술력은 88점으로 상대적으로 가장 높은 점수를 받았으며, 연관산업, 개척경험 등도 상대적으로 평가결과가 좋게 나타났다. 인적자원, 시장, 인프라 등의 평가요소들이 70점대로 평가되었으며, 법제도와 투자(금융) 등은 상대적으로 매우 낮은 점수를 얻고 있다. 전력산업 내적인 역량은 상대적으로 우호적으로 평가되었으나 법제도, 투자(금융) 등과 같은 외부와 연계된 역량에 대해서는 매우 낮은 평가결과를 보이고 있다. 이러한 평가결과는 전력산업 자체는 어느 정도 남북통합 역량을 보유하고 있는 것으로 보고 있으나, 현재의 법제도와 투자(금융) 시스템으로는 원활한 전력산업의 남북통합이 어려울 것이라는 점을 시사하고 있는 것으로 해석된다.
다. 남북통합을 위한 에너지 산업별 정책과제
남북통합을 위한 에너지 산업별 정책과제는 석유, 석탄, 전력 등 에너지 산업별 전문가 평가단에 의해 제안되었다. 대한석유협회, 북한자원연구소, 한국전기연구원이 각각 산업별 전문가 평가단과의 논의와 취합을 수행하였다.
석유산업에서는 북한의 중장기 유종별 석유 수요전망, 북한 석유산업 육성 정책, 북한 석유 인프라 계획 등이 강조되었으며, 남북통합시 남한의 잉여설비 활용정책의 필요성도 제안하고 있다. 석유유통과 관련하여 가짜석유, 면세유, 무자료 거래 등 부정유통에 대한 대책수립도 제안하고 있으며, 단계별 품질, 환경 기준 개발, 탄소배출권 거래제에 대한 정책 등도 제안하고 있다.
석탄산업은 주요 정책과제로 북한 석탄의 남한산업 활용 가능성 검토, 북한 탄광 운영실태 파악 및 현대화 방안 수립, 북한 탄광 공동개발을 위한 법제화 방안, 북한 탄광 기술인력 현황 및 교육 수요조사 등을 제안하였다.
전력산업은 남북 통합계통의 중장기 전력 수요전망, 북한 지역 전력시장 도입방안, 남북 전력 기자재 표준화 방안, 남북 전력시스템 동기화 핵심기술 개발, 북한 인프라 개선 및 신설 마스터플랜, 북한 전력요금체계 구축방안, 세제, 법률, 제도 통합을 위한 단계별 로드맵 설계, 북한 산업 시설 민영화 로드맵, 남북 전력 협력사업 매뉴얼 개발, 북한 현지 인력 기술교육 방안 등의 정책과제들을 제시하였다.
라. 독일 통일과정의 에너지산업 통합사례 분석
1990년 독일의 통일은 에너지의 모든 분야에 충격을 주었다. 40년간에 걸친 이질적인 체제에 구조화된 에너지의 생산, 공급, 소비가 한틀 내에 통합되어야 했고, 사람들의 소비행태에도 동일성이 형성되어야 했다. 통일 이후 에너지 부문에서의 통합은 놀랄 만큼 순조로이 진행되었다고 평가될 수 있다. 통일 이후 25년 동안 에너지 부문은 ‘에너지믹스의 변화, 거대한 투자, 새로운 소유구조, 에너지망과 에너지 관련법의 통일, 재생가능 에너지의 생산 확대 등과 같은 여러 가지 변혁을 겪었다. 물론 문제도 있었다. 환경파괴적인 갈탄발전의 완전 중단은 실업과 지역경제에 대한 우려 때문에 아직도 이루어지지 못하고 있으며 아직 시간이 더 필요한 상황이다.
석유산업: 동독의 석유산업은 Lütow, Zingst 등지에서의 소규모 원유 생산기업과 4개의 정제산업으로 구성되어 있었으며 전체적으로 미미한 규모였다. 원유 생산 산업은 매장량이 적어 크게 확산되지 못했으며, 구 동독의 석유개발회사 ‘Erdöl-Erdgas Grimmen’ 사는 통일 이후 ‘VEB Erdöl-Erdgas Grimmen GmbH’로 바뀌었다가 1990년대 초반에 해체되었다. 국영 정유업체 PCK, Minol, Leunawerke, Thyssen Handels Union AG 등은 민영화되었다. 소련으로부터 원유를 수송하던 파이프라인 등 인프라는 잘 계승되었으며 지금도 활용하고 있다.
석탄산업: 동독의 갈탄산업은 1963년 즈음 절정기를 맞이했고 그 생산량은 1억 4,300만 톤에 달했다. 동독은 전쟁 직후 재건 사업과 시설물의 국유화를 진행하였고, 수차례 합병절차를 통해 1980년 모두 중부독일의 비터펠트(Bitterfeld)와 Senftenberg로 합쳐졌다. 동독지역의 갈탄발전소는 10개가 가동되고 있었고 발전용량은 1,547만kW에 달하였다. 그러나 1989년 변혁을 맞으면서 다수의 노천광과 주요 석탄화학산업들이 폐쇄되거나 사유화되었다. 1990년부터 갈탄생산은 급격히 감소하여 20개의 광산가운데 17곳이 운영 중지되었다. 광부들의 수도 불과 몇 년 만에 6만 명에서 3,000명으로 급격하게 감소했다. 현재는 민영화된 두 개의 노천광산이 가동되고 있다.
1994년부터 광산관리회사(Lausitzer und Mitteldeutsche Bergbau-Verwaltungsgesellschaft; LMBV)를 설립하여 폐광지역의 환경 및 경관복원을 통한 역사적, 문화적 보존과 관광자원화를 추진하고 있으며, 폐광지역 도시 복원을 위한 약 85억 유로에 달하는 대규모 투자사업을 진행하고 있다.
통일 후 독일은 1996년부터 2003년 기간에 석탄-가스 신복합화력발전소 10개(설비용량은 740만kW)를 건설하여 여전히 효율적인 갈탄 이용을 도모하고 있다. 이는 재생에너지 보급 제고를 통한 탈탄소 경제를 추구하는 독일 자체의 정책방향과도 일치하지 않으며, 신기후체제를 구축하고 있는 EU의 정책 프레임과도 크게 다르다. 아직도 많은 노동력과 규모를 갖추고 있는 석탄산업과 그 관련 산업, 신재생에너지 산업, 환경보호단체, 전력소비자들간의 균형을 맞추는 것이 향후 과제라고 할 수 있겠다.
전력산업: 동독은 분단 이후 계획경제 실현을 위해 에너지 기업들을 15개의 대규모 에너지 연합기업으로 통폐합하여 국영화 하였다. 이들은 1990년 봄, 통일과 함께 모두 신탁청(Treuhandanstalt)에 인수되었다. 신탁법 (Treuhand Act)에 따라 모든 발전 사업체들은 하나의 주식회사로 전환하게 되었으며, 이 회사의 자산과 소유권은 신탁청이 관리하게 되었고, 신탁청은 유일한 소유주가 되었다.
그러나 신탁청은 여러 현실적인 제약들과 경험 부족 등으로 정치권을 비롯한 각계의 요구와 주장을 반영할 수밖에 없었으며, 결국 서독의 전력시장과 유사한 구조가 동독지역에 만들어졌다.
낙후된 동독의 전력부문은 민영화 추진을 위해 서독 기업들의 대규모 현대화 선투자가 필요하였으며, 이 투자의 대가로 서독 에너지기업은 신탁청을 통해 동독 기업들의 주식을 매입하였다. 주식 일부는 지방정부가 소유하게 하였고 그를 통해 동독 지역 전력부문을 간접적으로 지원할 수 있도록 하였다. 서독의 에너지 기업들은 향후의 높은 수익성을 확보하기 위해 경쟁적으로 매입에 참여하였다. 당시의 선두기업인 ‘프로이쎈전기’(Preussen Elektra), RWE 및 ‘바이에른발전소’ (Bayernwerk), ‘연합에너지주식회사’(Vereinigte Energiewerke AG; VEAG) 등 세 기업들이 주도하였다.
수직적 통합을 통해 높은 수준으로 카르텔화 되어있던 서독방식의 전력산업 구조를 형성하였지만 EU의 에너지시장 개방 지침에 의해 1998년, 신에너지법 (New Energy Law)이 시행되면서 통일 독일의 전력사업은 본격적으로 자유화되었다.
결국 독일 통일과정의 전력산업 통합은 동독 전력산업의 구조개편, 서독 전력산업의 동독 산업에 대한 대규모 선투자, 신탁청의 동독 전력기업 매입, 서독 거대 에너지기업들에게 매각을 통한 민영화 등의 절차를 통해 진행되었다. 물론 신탁청은 경험부족과 국내외 이익단체의 정치적 압력에 시달렸지만, 동독 기업들의 체제전환을 돕는데 전반적으로 성공하였다.
3. 정책제언
본 연구는 세 가지의 큰 주제를 다루고 있다. 그 첫 번째 주제인 ‘북한 급변사태 대비 에너지부문의 대응플랜 연구’와 관련하여 보다 깊이 있는 실행계획 수준의 본격적인 연구가 필요함을 제안하고자 한다. 본 연구의 결과는 큰 틀에서의 윤곽과 방향을 제시하는 정도의 분석에 그치고 있다. 급변사태 시 대응플랜 전체를 지휘 통제할 ‘에너지비상대책위원회’는 보다 깊이 있는 논의를 거쳐 셰도우(shadow) 조직으로 구체화하는 방안이 검토될 필요가 있으며, ‘북한 이탈주민에 대한 에너지지원 대책’과 ‘대북 긴급 에너지 지원 공급 대책’도 유관기관과 관련기업이 참가하는 실행계획 수립을 위한 작업절차가 진행되어야 한다.
두 번째 주제인 ‘남북 에너지부문 통합역량 평가 및 정책과제’는 석유, 석탄, 전력 등 주요 산업별 남북통합 방안을 설계하기 위한 기초분석에 불과하다. 본 연구가 파악한 남북통합을 위한 에너지 산업별 정책과제에서 보는 바와 같이 에너지 산업의 남북통합은 수많은 기업과 연관산업, 제도와 법률 등이 관계되는 광대한 과정으로 구체적인 실천계획은 보다 포괄적이고 유기적인 논의와 연구를 통해 단계적으로 수립되어야 한다. 산학연이 참여하는 규모 있는 연구기획이 요청된다.
세 번째 주제인 ‘독일 통일과정의 에너지산업 통합사례 분석’ 역시 매우 초보적인 조사 분석에 그치고 있어 본격적인 후속연구가 요구된다. 특히 석유, 석탄, 전력 등 에너지원별 산업의 통합과정만 분석하고 있어 절약, 효율, 가격, 수급, 법률, 제도 등과 같은 기능별 통합과정은 다루지 못하고 있다. 독일 통합사례에 대한 보다 실질적인 이해와 구체적인 분석을 위해 현지 전문인력의 초청, 한국 전문인력의 현지 파견근무 등과 같은 적극적 노력이 요청된다.

The first issue of this study is contingency plans related with the energy sector. The author analyzes the factors, types, possibility of a sudden turn in North Korea and reviews energy sector policies according to the event.
The contingency plans include: the formation of an ‘Emergency Response Committee on Energy’, energy supply plan for the refugees escaping from North Korea, management of the energy-related installations in the Gaeseong Industrial Complex, energy cooperation with the neighboring nations, emergency energy supply, management and normalization of energy supply facilities.
The Emergency Response Committee on Energy deals with policy making, examines possible domestic supply and energy disequilibria in case of energy aid to North Korea, and is in charge of a conversion of energy suppliers to an emergency system.
The ‘Emergency Energy Supply Team’ of the ‘Emergency Operation Unit for Energy Supply and Demand’ covers the energy supply projects for refugee camps which accommodate North Koreans fleeing from a systemic collapse.
The supply plan has been devised based on the case of 10,000 North Korean refugees and one-year period and can be extrapolated. The types of energy sources needed are kerosine and diesel for heating, city gas and LPG for cooking, and electricity with the estimated cost of 47.74 billion won.
The management of the energy-related installations in the Gaeseong Industrial Complex is to keep the local energy facilities operational. The facilities include the storage tanks for light oil and LPG, the 22.9kV distribution lines (160mm2, 2 lines, 20km), the 154 kV distribution lines (410mm2, 2 lines, 16km), and the outdoor substations, constructed by the KEPCO.
In terms of energy aid cooperation with the neighboring nations, the ‘Energy Aid Team’ of the ‘Energy Aid Project Unit to North Korea’ coordinates the international efforts. Especially, with China, South Korea has to maintain a close tie in order to secure the hydro power plants mutually managed by China and North Korea, stabilize the exports of crude oil and oil products to North Korea and settle the dispute over the North Korean government and Chinese contractors upon the interruption of coal exports.
The Energy Aid Project to North Korea of the Emergency Response Committee on Energy involves in emergency energy supply through the ‘Energy Aid Team’ and ‘Transportation Team’. Emergency energy supply in principle initiates as soon as humanly possible after the sudden change in North Korea. The level of the supply equates with that of the pre-change period.
The emergency coal supply plan is to build briquette manufactories in the major regions in North Korea and then cope with the demand. The estimated coal needed is 17.67 million ton. This figure can be met by converting coal exported to China to domestic usage and utilizing coal mines adjacent to the briquette factories. construction of a combined total of 39 new briquette factories are suggested. The factories can be built within 6 months only if construction material from the South and a building site in the North are secured.
The total cost is projected to be 213.5 billion won. The initial investment would be done by the Korean government. However, privatization of the factories ensues from stabilization of the situation. Thus the net cost can be contracted to 120.4 billion won, an annual operation cost.
The emergency oil supply plan is to maintain a stable supply of 547,831 ton of oil products, recorded in 2013. It is imperative that crude oil import to North Korea should be continued by giving China payment guarantees. Thus through the China-North Korea’s oil pipeline, procuring crude oil from Dandong to the Bonghwa Refinery plant becomes possible. Undersupply of gasoline can be addressed by supply from South Korea, via the Mooncheon and Wawoodo fuel storage bases, the major distribution hubs for oil products in North Korea. Undersupply of heavy oil is also fixed through imports from South Korea. Supply path can be replicated by the KEDO heavy oil distribution case in which oil was imported to the ports of Seonbong and Songlim and then supplied to power plants.
The emergency electricity supply plan is to maximization of the North Korean power generation facilities, enhancement of cooperation with China for the increased use of hydro plants in Aprok river which are jointly managed by China and North Korea, and direct supply of electricity to the areas near by the truce line.
If the aforementioned measures are successfully implemented, the status of electricity supply and demand will be ameliorated. After the electricity supply stabilizes, demand for the other sectors which are excluded in the initial stage of emergency situation, e.g. industries, can be satiated forthwith.
2) Evaluation of Integration Capacity of Energy Industries in Preparation of Unification.
The assessment of integration capacities of energy industries is conducted by a board of experts. The assessment tables are designed and filled by a group of 5-6 experts in respective industries. The assessment is done on a scale of 0 to 100.
The assessment of the oil industry is carried out by consultation from the Korea Petroleum Association (KPA). A group of 5 experts appraised favorably the capacity of South Korean oil industry to integrate the North Korean counterpart. This means there will be minimal difficulty in integration of the sector because whereas the South Korean oil industry is internationally competitive, that of North Korea is small and underdeveloped.
The oil import and refining capacity section received the highest score, 92. The assessment of oil transportation and oil related industries were 84 and 81, respectively. The oil sales and oil related institutions and policies sections were scored relatively low. Especially, the oil related policies section was scored 68, meaning there should be more efforts into the policy arena.
The assessment of the capacity of coal industry was conducted through collaboration with the North Korea Resources Institute (NKRI) and 5 experts from coal industry were participated in evaluation. The integration capacity is evaluated to be sound but not so sufficient to fully accomplish the task. While the technology, infrastructure, and human capital sections were given high score of 80s, the development experience, investment (finance), market, and institution sections received comparatively low scores.
The assessment of the electricity industry was conducted through the consultation of the Korea Electrotechnology Research Institute (KERI), and 8 experts from electricity industry were participated in actual evaluation. The technology section’s score was 88, the highest. Also the related industry and development experience sections were appraised favorably. The human capital, market, and infrastructure sections received the scores of 70s. The institution and investment (finance) sections were scored relatively low. This means that the electricity industry itself has a sound capacity for integration but it need more sophisticated institutions and investment systems to achieve the goal.
3) Policy Issues of Energy Industries in Preparation of Unification.
The policy issues for the energy sector integration was suggested by a group of experts from the oil, coal and electricity sectors. The 3 institutes, the KPA, NKRI, KERI, led the discussion with the experts from the respective areas.
In the oil industry, medium-and long-term DPR Korean oil demand forecast, upbringing of DPR Korean oil industry, master plan for oil infrastructure and utilization of the South Korean excessive facilities were highlighted. In relation with oil distribution, the concern about counterfeit oil, tax-free oil and transactions without authentic documentation were raised. Also policies about the introduction of ecological standards and emission trading schemes were suggested.
In the coal industry, policy issues revolving around the feasibility of the utilization of DPR Korean coal by South Korea, modernization of the North Korea’s coal mines, and legalization of the mutual development of the North Korean coal mines were discussed.
In the electricity industry, the experts proposed a variety of policy tasks, which include the medium-and long-term electricity demand forecast, the introduction of electricity market to the North Korea, development of the electricity system synchronization technology, the master plan for infrastructure amelioration, the road map for integration of tariff, tax, legal systems, privatization of the North Korea’s industrial facilities and so on.
4) The Integration of the Energy Sector after German Unification
The German unification of 1990 generated repercussions for all the energy sectors. The production, supply and demand structures, which had been disparate for 40 years, had to be integrated into a single system. Also the public’s consumption pattern had to converge. The integration of the energy sector was evaluated to be done smoothly. For 25 years after the unification, the energy sector had gone through a major revolution such as changes in the energy mix, an enormous influx of investment, the new ownership structure, the integration of energy network and energy-related law and so on. However, there has been a problem in which a complete shutdown of the coal fire power generation has not been achieved because of the unemployment and regional economic concerns.
The East German oil industry consisted of the small scale oil production companies and 4 refinery businesses located in Lütow and Zingst. The oil production business had not grown bigger because East Germany had a small amount of the oil reserves. ‘Erdöl-Erdgas Grimmen’, the East German national oil company, changed its name to ‘VEB Erdöl-Erdgas Grimmen GmbH’ and disbanded in the early 1990s. The refineries, PCK, Minol, Leunawerke, Thyssen Handels Union AG, were all privatized. The pipeline which imported oil from the Soviet Union has been operated well.
The East German brown coal industry reached its zenith in 1963, producing 143 million ton. After the second World War, all the facilities were nationalized and finally merged into the facilities in Bitterfeld and Senftenberg of the central area. At that time, 10 coal power plants were operated of which capacity was 15.47 million kW. However after 1989, the vast majority of open-pit coal mines and coal chemical industries were either shut down or privatized. A collapse in coal production had been witness since 1990, closing down 17 out of 20 mines. The number of employees had declined from 60,000 to 3,000. For now, only two privatized open mines are running.
Since 1994, Lausitzer und Mitteldeutsche Bergbau-Verwaltungsgesellschaft (LMBV), a mine management corporation, has been established to preserve the cultural and ecological landscape, which in turn becomes the tourist attraction. Also the LMBV invested 85 billion Euro for rehabilitation of the cities adjacent to the coal mines.
From 1996 to 2003, 10 new composite power plants using coal and natural gas were constructed for an efficient use of brown coal. However, this is not aligned with the Germany’s decarbonization policy and with the EU’s new climate regime. Thus it is a challenging task for the German government to harmonize the voices from the coal-related industries, renewable energy businesses, environmental groups and electricity consumers.
The East German government, after the War, had conducted the merger and abolition process for the electricity industries, resulting in 15 nationalized large energy companies. These companies in the spring of 1990 was merged into the Treuhandanstalt(Treuhand). According to the Treuhand Act, all the generation entities were converted into corporations. And the asset and ownership of these corporations fell under the hand of the Treuhand.
Nevertheless, the Treuhand, lacking experience and facing various constraints, had to succumb to the demands of the interest groups, leading to the birth of an electricity market structure, analogous to the West German system, in the East German areas.
To privatize the old East German electricity industries, a sizable amount of investment was needed from the West German companies. And in return, the West German companies could buy the stocks of the East German companies through the Treuhand. Some portion of the stocks were owned by the municipal governments, which could be an indirect support for the electricity sector in the East German areas. To secure high returns, the West German energy giants were eager in the stock purchase. This purchase competition was led by Preussen Elektra, Bayernwerk, and Vereinigte Energiewerke AG (VEAG).
After the EU’s New Energy Law was enacted in 1998, the German energy market, once highly cartelized through the vertical integration, faced the tides of liberalization.
