1. 연구필요성 및 목적
북한의 경제난은 에너지부문의 회복으로부터 시작되어야 한다. 난방, 취사, 조명, 가전 등의 민생용 에너지에서부터 산업, 수송, 공공기타에 이르기까지 에너지 전 수요분야에 걸친 심각한 에너지난으로 북한 경제는 중증의 기능저하 상태에서 헤어나지 못하고 있다. 특히, 에너지 공급부족으로 인한 수송기능의 저하와 산업생산력의 마비는 기능회복을 위한 집중된 시도는 커녕 현상유지마저도 어렵게 하고 있다. 북한 에너지공급난의 핵심은 전력과 석탄의 부족이다.

1. 연구필요성 및 목적
북한의 경제난은 에너지부문의 회복으로부터 시작되어야 한다. 난방, 취사, 조명, 가전 등의 민생용 에너지에서부터 산업, 수송, 공공기타에 이르기까지 에너지 전 수요분야에 걸친 심각한 에너지난으로 북한 경제는 중증의 기능저하 상태에서 헤어나지 못하고 있다. 특히, 에너지 공급부족으로 인한 수송기능의 저하와 산업생산력의 마비는 기능회복을 위한 집중된 시도는 커녕 현상유지마저도 어렵게 하고 있다. 북한 에너지공급난의 핵심은 전력과 석탄의 부족이다.
북한에서 석탄은 전력생산의 절반과 산업, 민생용 에너지의 거의 전부를 구성하는 가장 중요한 에너지원이다. 북한 전역에 거쳐 240여개의 석탄광이 가행 중인 것으로 파악되고 있으나 2010년 생산량은 1985년, 3,750만 톤 대비 32% 감소한 2,550만 톤에 그치고 있다.
전력부문 역시 1990년 이래로 지속적인 어려움을 겪고 있다. 유엔개발계획 (UNDP)의 2012년 아시아태평양 지역 인간개발 보고서는 2009년 북한 전체인구 중 26% 만이 가정에서 전기를 사용하는 것으로 파악하고 있다. 2010년 발전설비 이용률은 38.8%에 그치고 있으며, 전압 및 주파수 정격이 유지되지 못하고 있다. 연료공급의 어려움, 발전설비의 노후화, 연관 산업의 동반부실 등으로 상황은 개선되지 못하고 지속적으로 악화되고 있다.
북한의 기술력, 경제력 등을 감안할 때, 북한의 내부적 역량으로 그러한 상황을 해결해 나가기는 사실상 불가능해 보인다. 결국 외국과의 협력 또는 지원을 통해 문제를 점진적으로 풀어 나가는 길이 유일한 방안으로 판단된다. 북한 역시 그동안 많은 경로를 통해 외국의 지원을 통한 에너지부문의 기능회복을 도모해 왔으나 실패를 거듭하고 있다. 그 원인은 주로 정치적인 영역으로부터 야기되고 있다. 철저히 봉쇄된 사회주의 방식의 국가운영, 핵무기 개발을 둘러싼 국제사회와의 마찰과 경제제재 등은 국제사회의 자본과 기술이 북한 에너지부문에 접근할 기회조차 차단하고 있는 셈이다.
그러한 북한의 정황도 김정은 체재 출범이라는 결정적 변화를 계기로 점차 변화할 것으로 예견되고 있다. 김정은 체제 출범 이후 북한은 이른바 6.28조치를 통해 공장·기업소가 생산량과 가격을 자율적으로 결정하고, 농민은 전체 수확량의 30%를 자율적으로 처분할 수 있으며 국가배급 대상을 국가기관 교육·의료 분야에 한정하고 주민들에게는 배급제를 공식적으로 폐지하는 등 경제부문에 활력을 불어넣기 위해 시도하고 있으며, 군부에 집중되었던 각종 경제적 결정권한을 당과 내각 쪽으로 이전시키는 등 변화의 조짐을 보이고 있다.
그러나 핵 폐기와 시장경제의 전면적인 도입이 동시에 이루어지지 않는 한, 북한이 개혁개방의 움직임을 보인다 해도 서방의 투자를 유치하기는 여전히 어려울 것이다. 최소한의 인프라가 회복되고 연관 산업이 정상적으로 운용될 수 있어야 산업투자가 비로소 효과적일 수 있기 때문이다. 수많은 제약요인 하에서도 과감한 대북지원이나 투자를 할 수 있는 국가는 사실상 세계에서 대한민국이 유일하다고 할 수 있다. 대한민국은 진정 북한의 민생을 우려하고, 북한의 경제복구를 지원하기 위해 경제 전 부문에 걸쳐 온갖 협력방안들을 연구하며, 무상지원을 비롯하여 북한의 부담을 최소화하기 위하여 불리한 회수 방안을 감수할 수 있는 유일한 국이다.
본 연구는 에너지자원분야에서 언젠가는 우리 정보가 필연적으로 제기해야 할 남북협력 사업대안들을 제시하고 그에 대한 기술적, 정책적 분석을 수행함으로써 북한의 변화 가능성과 그에 따른 남북협력사업의 전개 가능성에 대비하고자 수행되었다.
2. 주요내용
본 연구는 모두 9가지 남북 에너지협력 사업에 대하여 분석하였다.
첫째, 북한 노후수력 개보수 협력 사업을 분석, 실행방안을 제시하였다. 북한수력발전설비 거의 대부분을 개보수 대상으로 판단하여 노후도에 따라 전면교체, 성능개선 성능복원, 성능보전의 4가지 등급의 개보수를 제안하였으며, 2조 8,813억 원의 투자소요액을 평가하였다.
두 번째 사업으로 북한 노후 화력발전설비 개보수 협력 사업을 분석하였다.
북한 화력설비 전량을 개보수 대상으로 판단하였으며, 폐지 또는 Re-powering 대상 125만 kW, 수면연장 개보수공사 대상 70만kW, 경상 정비공사 지원 대상 45만kW, 부수부품 지원 대상 60만kW 에 대해 평가, 개보수 사업에 2조 555억 원, 경상정비 및 보수부품 지원에 매년 88억 원의 투자수요를 평가하였다.
세 번째로는 북한에 신규 석탄화력발전소를 건설하는 협력 사업을 분석하였다. 화력발전소 건설부지 선정에서부터 건설공기 분석에 이르기까지 전 과정을 분석하였으며, 북한의 전력수요 규모와 수도권과 지방에 건설하는 경우를 고려하여 40만kW급과 20만kW급의 두 가지 경우를 분석하였다. 발전연료도 북한의 석탄자원을 감안, 무연탄과 갈탄을 함께 분석하였다.
넷째로 한·러 PNG 사업이 성공적으로 전개되어 북한이 매년 배관통과료를 천연가스로 받게 되는 경우에 대비하여 북한에 천연가스발전소를 건설하는 협력 사업에 대해 분석을 수행하였다. 북한에 적합한 가스 발전소 구성방안으로 가스엔진 또는 가스터빈 발전기를 기본으로 하는 열병합 발전시스템을 제시하였으며, 최근 유사 설비 수주 또는 계약 사례와 국제가격을 기준으로 가스터빈 열병합 발전소 또는 가스엔진의 예상 투자비를 평가하였다. 30만kW 급 복합발전소를 소형가스터빈으로 구성하는 경우는 3,900~4,400억원, 중형 가스터빈으로 구성하는 경우는 2,300~2,400억 원이 소요될 것으로 평가되었으며, 가스엔진의 경우는 3,300~5,900억 원의 투자비가 소요될 것으로 평가되었다.
다섯 번째, 남·북·러 천연가스 파이프라인 건설 협력 사업을 분석하였다. 본 분석의 기술적, 경제적 분석부분은 2009년 한국가스공사와 러시아 가스프롬이 체결한 공동연구협약에 따라 수행한 한·러공동연구의 주요 결과를 인용하였다. 검토된 노선은 PNG의 경우, 블라디보스토크에서 북한의 원산·고성을 거쳐 평택·인천에 도달하는 최단거리 노선으로 총연장 1,122km 가 검토되었고, LNG는 페레보즈나야~인천/평택 노선이, CNG의 경우는 페레보즈나야~고성~인천/평택 노선이 각각 검토되었다. 러시아 가스를 한국으로 수송하기 위한 3가지 방안 (PNG, LNG, CNG) 중 PNG 방식이 가장 경제적인 수송방식으로 검토되었다. 종합적인 수송원가는 PNG 가 0.31($/MMBtu)로 LNG (0.94$/MMBtu), CNG(0.60$/MMBtu)에 비해 월등히 경제적인 것으로 평가되었다.
여섯 번째로는 한·러 전력계통 연계사업에 대하여 러시아 크라스키노와 한국 경기북부 지역을 초고압직류송전(HVDC) 방식으로 연결하는 방안, 러시아 크라스키노에서 평양, 다시 평양과 남한을 초고압직류송전(HVDC)로 연결하는 방안 등 두 가지 루트가 검토되었다.
또한 사업의 본격적 추진을 위한 최적의 추진체계로 남·북·러가 참여하는 ‘에너지협의체’를 구성하는 방안을 제안하였다.
일곱 번째로 본 연구는 북한 송배전설비 현대화 협력 사업의 추진방안을 분석하였다. 천문학적인 투자비와 북한의 상황을 고려하여 지역별, 단계적으로 추진되어야 하며, 최우선적으로 상세한 실태조사가 선행되어야 한다는 점을 강조하였다.
여덟 번째로는 신재생 전원개발 협력 사업에 대하여 분석하였다. 협력 사업은 소형 풍력·태양광 설치사업, 풍력시범단지 조성사업, CDM 인프라구축 지원사업, 풍력 전문인력 양성사업 등으로 구분하여 설계하였고, 806억 원의 투자소요를 예상하였다. 사업 추진을 위한 기본조사 등을 1년간 수행하고, 2차 연도부터 시공 등 사업성과물 창출을 위한 사업을 본격 진행하여, 3차 연도부터 북한 주민들에게 전력 공급을 개사하는 3개년에 걸친 추진전략을 제시하였다.
아홉 번째로는 남북광물자원개발 협력 사업 추진방안을 분석하였다. 북한 광물자원 개발 진출의 전략 방향은 지표지질조사, 정밀조사, 시추조사 등 전 지역 무상 탐사를 실시하여 북한 광물자원의 분포, 매장량, 품위 등에 대한 DB를 구축, 개발의 기초자료를 확보하고, 특구지정을 통한 체계적 개발을 도모하는 한편, 북한 사무소설치, 교류협력, 탐광시추, 갱도굴진, 탐탄(광)굴진, 현대화, 자금지원 등 지원시스템을 구축, 단계적 진출을 도모하는 구조로 설정되었다.
우선 북한 전 지역의 총 696개 광산을 3단계로 구분하여 단기 200개 광산, 중기 170개 광산, 장기 326개 광산에 대한 무상탐사의 시행을 제안하였다. 본격적인 개발은 효과적인 개발을 위해 40개 광종에 40개 광산이 포함되는 4개의 특구권역을 설정, 추진하는 방안으로 설계하였으며, 단기적으로는 5개 광종에 5개 광산, 중기적으로는 8개 광종에 15개 광산, 장기적으로는 9개 광종에 20개 광산의 개발을 제안하였다.
또한 남북공동조사 등을 통한 개발대상 광산 조기 발굴·선정 및 투자기회 확대, 사업추진 관련 문제점 파악, 투자환경개선 및 지원방안 등 협력기반 조성을 위해 남북 당국자 간 자원 공동개발 협력위원회의 설치·운영을 제안하였다.
3. 정책제언
남북 에너지협력 사업의 체계적이고 효과적인 추진을 위해 추진체제 구축, 재원조달, 투자비 회수방안 등을 제안하였다.
추진체제 구축에서는 남북 에너지자원협력협의체의 설립을 제안하였다. 현재 우리 정부의 남북 협력 사업에 대한 기능은 통일부가 운영하는 ‘남북교류협력시스템’과 남북교류협력지우너협회를 들 수 있다. 그러나 전자는 주로 남북경제협력 사업, 물품 반출입, 수송장비 운영, 북한 및 남한 방문, 북한 주민접촉, 출입통행 등에 대한 신고 및 승인, 내용변경 승인 및 결과 보고 등 관리기능 위주로 운영되고 있고, 후자는 남북 교류협력과 관련된 정부 위탁사업 수행, 조사연구 및 분석, 대정부정책건의 등을 통해 남북교류협력 활성화를 지원하는 기능에 그치고 있어 보다 적극적인 협력 사업 개발과 촉진을 지원하는 기능이 아직 정부 기능으로서 형성되지 않고 있는 상황이다.
남북협력 사업은 우선 북한과의 접촉, 협의 등이 어려워 개발 자체가 어렵고, 개발된 사업이라 하더라도 원활하고 안정적인 사업전개가 어려운 것이 현실이므로 남북 정부가 적극적으로 그러한 애로요인을 해결해 주기 위한 협의체의 설립을 제안하고 있다. 설립방안으로는 남북이 에너지자원분야의 별도의 협의채널을 개설하는 방안과 남북경제협력추진위원회 구도 내에서 에너지자원협력 협의채널을 개설하는 방안 등을 제시하였다.
재원조달에 관해서는 정부가 부담해야 하는 사업과 사업자가 부담해야 하는 사업으로 구분하여 검토하였다. 정부가 부담할 몫은 전액 정부가 부담하고 별도의 투자회수 방안을 설계하는 방안으로 접근하고, 사업자가 부담하는 사업의 경우는 수익사업에 대한 투자이므로 정부의 역할을 일반적인 재무적 지원 정도로 한정하는 것이 바람직하기 때문이다.
경제적 투자회수가 가능한 사업은 비록 인프라 등 정부사업이라도 적정한 투자회수 프로그램을 설계하여 입찰 등의 방법으로 민간에 이관하고, 정부가 재우너을 부담하는 사업은 비경제적 투자회수 사업과 인도적 지원사업에 국한하도록 하여 그 재원으로는 남북협력기금을 사용할 것을 추천하였다.
투자비 회수방안은 경제적 회수방안과 비경제적 회수방안을 구분하여 제안하였다. 대북 에너지협력 사업은 직접적이든 간접적이든 그 투자비를 회수하는 방안이 매우 제한적일 수 밖에 없을 것이다. 사업별 수익구조와 연계한 직접적인 투자비 회수는 사회주의식 경제운용 방식을 감안할 때, 거의 불가능에 가까울 것이다. 그러므로 북한 경제구조의 특성을 고려하고 동시에 상환 주체가 북한 당국인 특성을 고려하여 개별 사업과는 관련이 없는 다른 구도의 상환방식을 경제적, 비경제적 방법으로 설계한 것이다. 경제적 회수방안은 다른 형태의 경제적 대가를 통해 회수하는 방안이며, 비경제적 회수방안은 비경제적인, 정치적, 문화적 또는 시회적 대가로 회수하는 방안이다.

North Korea's economic recovery should be started from the energy sector. The country is still mired in economic difficulties due to severe energy shortage in every sector, ranging from the energy demand for the people’s living such as heating, cooking, lighting and electric appliances to the one for the industry, transportation and public sector. In particular, the lack of energy supply has degraded transportation system and halted industrial productivity, thereby having them hard even to maintain just the status quo, far from making concentrated efforts for recovery. The most serious problem with energy shortage in North Korea is lack of electricity and coal.
Coal is one of the most significant energy sources in North Korea which accounts for roughly half of the power production and all of the energy for industry and people's living. It is known that there are nearly 240 coal mines are being in operation throughout North Korea. However, only 25.5 million tons of coal was produced in 2010, 32% decreased comparing to the 1985's output (37.5 million tons).
Power sector is struggling since 1990. According to the 2012 Asia-Pacific Human Development Report by the United Nations development Programme (UNDP), only 26 percent of North Korea's
total population used electricity at home in 2009. Also the report shows that power plant operating rate accounts for only 39.8 percent and voltage and rated frequency are not maintained. What makes it worse are difficulties of fuel supply, deterioration in power plants as well as poor performance of the related industry.
Given that their technology and economic capacity, it seems that it is impossible to resolve such a situation by North Korea’s internal capabilities. Cooperation with or supports from other countries are the best ways to get over the difficulties step by step. Although having tried to restore the energy sector though the support from other countries in many ways, North Korea continuously has failed.
This mainly stems from the politics. Blockaded state operation system based on socialism, isolation from the international community caused by its development of nuclear weapons, and economic sanctions block the opportunity to flow capital and technology to North Korea.
Considering the level of technology and economy of North Korea, it is, in fact, impossible to resolve the situation by themselves.
However, it is forecasted that North Korea is gradually changing after the inauguration of the Kim Jong-un regime in 2012. Since he has become a new leader, there are signs of change. Through the so-called '6.28 Directives', North Korea tries to vitalize the domestic economy: each firm and factory can autonomously determine price; farmers, who have long been required to turn most of their crops to the state, are allowed to keep or sell 30 percent of the overall products; the food distribution system for publics is officially abolished except for workers in medical and educational sector. Also control of North Korea's economic projects and economic decision-making right are being shifted from the military to the cabinet.
However, unless the abolition of nuclear weapons and the move toward a market economy at the same time, even if North Korea shows their efforts for "reform and opening up", it will be still difficult to attract investment from the Western world. Once infrastructure is restored at least and related industries normally runs, then investment will be effective. Under numerous constraints, only South Korea is able to drastically support and investment in North Korea.
South Korea is the one who sincerely concerns the livelihoods of the North Korean people, studies various ways of economic cooperation across all sectors, and bears unfavorable investment condition to lighten North Korea's burden.
The study was carried out in order to prepare North Korea's change and possibilities of cooperation accordingly by suggesting business options of inter-Korean cooperation projects which will be inevitably raised by the government.
2. Summary
The study analyzes 9 inter-Korean energy cooperation projects.
Firstly, cooperation on rehabilitation of aged hydroelectric infrastructure in North Korea is analyzed and implementing measures are suggested.
The study regards that almost hydroelectric power generation facilities are in need of renovation and categorized them into 4 different levels: replacement, improvement in function, restoration and maintenance. Also the study estimates that 2.88 trillion won is required.
Secondly, the report examines ways for cooperation on renovation of aging thermal power plants. In the analysis, all of the thermal power facilities in North Korea need to be renovated. The study estimates expected investment cost of exising power plants: 1.25 million kW for close or re-powering, 0.7 million kW for renovation, 0.45 million kW for maintenance, 0.6 million kW for providing components of equipment. According to the estimation, 8.8 billion won will be used for maintenance and providing components of the equipment in every year, and 2.05 trillion won will be used for renovation.
Thirdly, the inter-Korean cooperation project on building a new thermal power plant in North Korea is examined. The study analyzes all stages of the project ranging from the site selection to the construction for each 0.4 million kW plant and 0.2 million kW plant, considering North Korea's electricity demand as well as the possibilities to be built in the metropolis or province. Also, as the sources for power generation, anthracite coal and lignite are analyzed considering North Korea’s coal resources.
Fourthly, the study analyzes a project for the construction of a natural gas power plant, assuming North Korea collects transition fee every year if Russia-Korea PNG project passing through North Korea is successfully implemented.
The cogeneration system which is based on gas engine or gas turbine is proposed as an appropriate gas power plant in North Korea. Expected investment cost is also estimated, as indicated in the table 16, in reference to the recent similar equipment orders or contracts and international standard price.
Fifthly, the study examines construction of natural gas pipeline across Russia, South and North Korea. The technical and economic analysis was drawn from the main results of the Korea-Russia joint study under the research agreement between KOGAS and GAZPROM in 2009. The shortest gas pipeline route which runs through Russia, North Korea and South Korea is proposed as follows: Vladivostock-Wonsan/Gosung(North Korea)– Pyeongtaek/ Incheon route (1,122 km) for PNG, Pereboznaya-Incheon/Pyeongtaek route for LNG, Pereboznaya-Gosung-Incheon/Pyeongtaek route for CNG. Also the study shows that PNG-based transportation is the most economically viable with its transportation cost of 0.31($/MMBtu) compared to that of LNG (0.94$/MMBtu) and CNG(0.60$/MMBtu).
Sixthly, the study presents two different routs for the interconnection of the Korea-Russia electric power system. One of the routes links Kraskino of Russia and Northern part of Kyung-gi province with HDVC. The other one links Kraskino, Pyeongyang and South Korea with HDVC.
Also, it is suggested to establish energy consultative body for launching the projects in which South and North Korea and Russia participate.
Seventhly, the study demonstrates ways for cooperation of modernizing power transmission and distribution system in North Korea, stressing that the project should be promoted step by step in each stage and region and foremost detailed survey should be preceded.
Eightly, the study examines cooperation in development of renewable energy power generation sources. Projects are separately analyzed based on the project types: small wind/solar hybrid system installation projects, wind energy demonstration plant, CDM projects, training professions in wind energy field. It is estimated that the project will costs 80.6 billion won. As a three-year project, in its first year basic study will be carried before implementing the project for outcomes. In its last year power supply to the North Korean residents will begin.
Lastly, the study analyzes mineral resources development cooperation project. The strategy includes building a database on reserves, quality and distribution of mineral resources of North Korea through the exploration of the whole region such as the geological survey, scrutiny, drilling investigation, and then promoting systematic development. Meanwhile, this will be supported by building an office in North Korea, exchange and cooperation, drilling, level driving, mining driving, modernization, and financial support.
Total 696 mines were categorized into 3 levels for exploration period: 200 mines for short-term, 170 mins for mid-term, and 326 mines for long-term base. Also, for effective development, 4 special zones including 40 different types of mineral resources and 40 mines were designated (short term: 5 mines for 5 types; mid-term: 15 mines for 8 types; long-term: 20 mines for 9 types) In addition, it is suggested to establish and run a "Committee for co-development of mineral resources between the two Koreas" for building a foundation for cooperation such as searching and selecting target mines for development through the joint study, expanding investment opportunity, identifying problems of project implementation, improving investment condition and etc.
3. Policy Suggestions
The research suggests building institutional structure, financing, investment recovery methods, etc. in order to systematically and effectively promote energy cooperation projects between North and South Korea.
As for building institutional promotion systems, establishment of 'Committee for Energy Resources Cooperation between North and South Korea' is suggested. 'Inter-Korea Exchange and Cooperation System' run by the Ministry of Unification, and Inter-Korea Exchange and Cooperation Support Association are now main frames of the Korea Government's Inter-Korea cooperation. However, the former mainly focuses on the function of; report and approval of Inter-Korea economic cooperation project, imports and exports of goods, transport equipment operation, visits to North or South Korea, contact with North Korean residents, access passes, etc.; approval of changed contents; report of results. The latter chiefly concentrates on supporting vitalization of Inter-Korea exchange cooperation through the Government commissioned project execution, research study and analysis, policy proposal from the Government. As both factors have their limits in their practices, the function of supporting and promoting active cooperation project development has not been built as a government function.
Development of Inter-Korea cooperation project itself is difficult due to contact to and consultation with North Korea. Even though the business is already developed, harmonious and stable business development is not so easy in reality. For the reason, two Korea Governments positively suggest the establishment of a committee solving such problems. In other words, both of them have suggested two ways; creation of separate consultation channels in the energy resource field; creation of energy resources cooperation consultation channels under existing Inter-Korea economic cooperation promotion committee.
Financing mechanism for inter Korean energy/resources cooperation projects needed to be designed by separating government -invest-projects and business-invest-projects. The approach is followed. The Government pays for the government-invest-projects with separate investment recovery program, whereas companies pay for the business-invest-projects. It is desirable for the Government to define its role for the business-invest-projects as a general financial supporter.
The private sector would be responsible for any projects which are economically feasible to recover investment costs including infrastructure projects, which are public business, through proper investment recovery programs. Government financed projects would be limited to non-economically recoverable projects and humanitarian support projects in energy/resources sector. And as a financial source for those projects, Inter-Korea cooperation fund was recommended.
Methods for investment recovery are suggested as economic recovery scheme and non-economic recovery scheme. It is very limited for energy cooperation project with North Korea to recover invested cost properly. In a socialistic economy system, proper recovery of economic cooperative projects would be nearly impossible. Therefore a different recovery scheme unrelated directly to an individual project should be designed, considering particular features of North Korean economy system and its government authority.
Economic recovery scheme is a recovery method combined with other kinds of economic compensation. Non-economic recovery scheme is a recovery method combined with other types of non-profitable, political, cultural and social compensation.
