국가RnD연구보고서의 원문 비공개 사유

1. 「산업기술의 유출방지 및 보호에 관한 법률」 제2조제2호에 따른 국가
    핵심기술 관련 연구개발과제를 수행한 경우
2. 「소재ㆍ부품ㆍ장비산업 경쟁력강화를 위한 특별조치법」 제2조 제3호에
    따른 핵심전략기술 관련 연구개발과제를 수행한 경우
3. 법 제21조제2항에 따라 보안과제로 분류된 연구개발과제를 수행한 경우
4. 연구개발기관의 장이 해당 연구개발성과에 대하여 지식재산권을 취득
    하려는 경우
5. 외국의 정부ㆍ기관ㆍ단체와의 협정ㆍ조약ㆍ양해각서 등에 따라 해당
    연구개발기관의 장이 비공개를 요청하는 경우
6. 「대ㆍ중소기업 상생협력 촉진에 관한 법률」 제24조의 2에 따라 중소
    기업이 연구개발성과를 임치한 경우
7. 그 밖에 영업비밀 보호 등 정당한 사유가 있는 경우

※ 국가연구개발혁신법 시행령 (2022.1.1 시행)에 의해 추후 공개로 전환될

• 도시재생 종합정보시스템은 1단계 시군구단위 쇠퇴진단 시스템 구축 사업을 시작으로 2단계 지구단위 쇠퇴진단 시스템 및 잠재력 분석 시스템, 3단계 종합적인 쇠퇴 및 잠재력 분석을 통한 지원 우선순위 선정기능을 구현함
• 본 연구에서는 기 구축된 시스템 기능의 보완 및 일부 기능의 업무 활용성 개선, 지표 DB에 대한 오류검증 및 현행화 방안을 수행하여 안정적인 시스템 운영체계를 수립함
• 정책수립 업무지원 기능 개발로 도시재생 대상지역 선정을 위한 지원 기능을 개발함. 비전문가 활용을 위한 시나리오 방식 진단기능 및 업무 편의성을 고려한 리포팅 기능 개선함
• 대시보드 및 시스템 UI 활용성 개선을 위해 분석단계별 내비게이터 기능 추가하고, 분석결과의 맵 연동기능 개선 및 사용자 인터페이스 디자인을 개선함
• 시스템 운영관리 기능으로 사용자 관리 기능, 시스템 접속현황 통계기능, 지표 DB 유지갱신 기능을 추가

A. Selection of target area
• Implementation of system for selection of target areas in accordance with the detailed standards for urban regeneration promotion zones under Article 13, Clause 5 of the Act

Detailed standards for urban regeneration promotion area designation
(Article 17 of the enforcement decree of the Special Act on the Promotion and Assistance of Urban Renewal)

1. Areas with significant reductions in population : Areas applicable to any one or more of the following
A. Areas where the population has decreased by at least 20% relative to the time at which the population was highest in the last 30 years
B. Areas where the population has decreased for at least 3 consecutive years within the last 5 years

2. Areas losing industry, as demonstrated by reduced number of businesses : Areas applicable to any one or more of the following
A. Areas where the total number of businesses has dropped by at least 5% when compared to the highest total number of businesses as found in national business censuses approved by the Korean Statistical Information Service in accordance with article 18 of the「Statistics Act」 conducted over the past 10 years.
B. Areas where the number of businesses has decreased for at least 3 consecutive years within the last 5 years

3. Areas with deteriorating residential environments, including increasing numbers of aged housing units : Areas where buildings having been completed at least 20 years previously account for at least 50% of all buildings

B. Dilapidation diagnostics
• The dilapidation diagnostics function is divided into 2 spatial scopes : city/county/ward level and district (town, township, neighborhood/census output areas)
• The city/county/ward level dilapidation diagnostics function performed diagnostics based on various (23) indicators in support of policy and decision-making. The function allows for comprehensive dilapidation diagnostics through the adjustment of analysis standards such as indicators and weighted values, and the comparison of candidate areas with similar conditions (by population, urban/rural, and metropolitan economic region)
• The district-level dilapidation diagnostics function uses spatial units on the town/township/neighborhood level (9) and census output area (9) scales. The function allows for regional autonomous bodies to identify the state of dilapidation in individual areas as indicated by a variety of indicators, while allowing regional autonomous bodies to perform pre-diagnostics on dilapidated areas when establishing master plans or performing primary or project surveys

C. Regeneration potential diagnostics
• This function diagnoses the regeneration potential of cities, counties and wards in the country using individual indicators or a combination of multiple indicators. The function comprises 19 indicators, including 4 human indicators, 5 economic indicators, 5 domestic life-based indicators, and 5 sociocultural indicators.
• As for regeneration potential diagnostics functions, the same process as city/county/ward-level dilapidation diagnostics has been implemented, with support for mutual synchronization between systems
