□ 결론 및 정책제언
○ 첫째, 국가식품안전관리체계 평가 논의의 국제적 흐름에 능동적으로 대응할 필요가 있음
- 국제적으로 수입식품 안전관리에 대한 필요성 및 중요성이 높아짐에 따라 각 국가들은 안전관리의 강도를 높이기 위하여 보다 효율적 접근방법으로 국가식품안전관리체계 평가도구를 개발하여 활용하고자 함
- 국가 간 시스템 평가라는 개념은 우리나라에서는 다소 생소한 개념이므로 국제적 논의 배경, 시스템 평가 목적, 평가도구의 핵심요소, 평가절차 등 그 내용을 면밀히 파악하여 능동적으로 대처하여야 할 것임

○ 둘째, 국가식품안전관리체계 평가도구를 활용하여 국내 식품안전관리체계를 검토하는 것이 가능함
- 전문가 의견에서 나타난 바와 같이 사례평가와 동일한 방식으로 미국의 평가도구를 기준으로 국내의 기존 식품안전관리체계를 비교·평가해봄으로써 미국의 평가도구 중 보완되어야 할 부분을 파악할 수 있을 것임
- 아울러 이는 우리나라 식품안전관리체계의 미흡한 부분도 파악할 수 있도록 하여 전문가 의견수렴 과정에서 나타난 바와 같이 우리나라가 상대적으로 미흡한 부분에 대한 중점적인 관리를 통해 촘촘한 식품안전관리를 달성하도록 할 것임
○ 셋째, 식품안전관리체계 평가결과는 수출입 안전관리에도 활용할 수 있을것으로 보임
- 미국의 평가도구를 활용하여 우리나라로 수출하는 국가들의 식품안전관리체계를 평가함으로써 우리나라로 수입되고 있는 수입식품의 안전수준을 평가하여 이를 활용한 효율적인 수입식품 안전관리를 도모할 것임
- 미국과 마찬가지로 평가결과를 수입식품 검사비율에 적용하여 평가인정국가에 투입하던 수입식품 검사자원을 평가 비인정 국가에서 수입되는 식품에 집중하는 것이 가능할 것임
○ 넷째, 이러한 국제흐름에 따라 향후에는 우리나라 자체 국가식품안전관리체계 평가도구를 개발하는 방안도 고려할 필요 있음
- Codex에서 논의 중인 시스템 인정에 관한 가이드라인이 채택될 경우 우리나라에서도 시스템 평가에 관한 제도 마련 및 시행이 불가피해 질것이므로 사전적으로 국내 식품안전관리를 정비하고 우리나라 교역 상황에 보다 적합한 국가식품안전관리체계 평가도구를 개발하는 방안 고려해야 할 것임
- 아울러 자체 국가식품안전관리체계 평가도구를 개발함에 있어서는 무엇보다 국제적인 지침 및 표준들을 바탕으로 우리나라 식품안전관리체계의 특수성을 반영할 수 있도록 해야 하는데 특히 우리나라로 수출하는 국가들의 특성들을 적절히 반영해야 할 것임

For more efficient and proactive safety control of imported food, a international trend is emerging in National Food Safety Control System Assessment. Reflecting this trend are the U.S. Systems Recognition Assessment Tool, the Codex Principles and Guidelines for National Food Control Systems (CAC/GL 82-2013) and two additional guidelines of Codex currently in the works, as well as the FAO Guidelines for Strengthening National Food Control Systems ('06). Additionally, the IICA(Inter-American Institute for Cooperation on Agriculture) developed the PVS tool designed to assess the performance, vision, and strategies of National Food Safety Control Services jointly with the PAHO/WHO.
The basic elements of the assessment tools more or less remain constant across the U.S. and the international organizations, though small differences are found because of the specific purpose or depth of the assessment. In terms of the differences, while ICAT of U.S. focuses on assessing the current food safety control systems, the IICA's expands to additional details aimed at promoting continued improvement of the systems.
Using its own ICAT, the U.S. FDA conducted a preliminary assessment of the food safety control systems of New Zealand and Canada.According to the U.S.-New Zealand, and the U.S.- Canada assessment reports, the overall structure of the systems were similar between the countries and site visits were performed very actively in New Zealand and Canada although site visits are optional. The reports also indicated that, in accordance with the ICAT's basic requirements suggesting documentation for almost all standards being assessed, the U.S. FDA performed a stringent document review when assessing the food safety control systems of the imported countries.
Additionally, this study performed a meta-evaluation of the preliminary assessment reports of U.S., mentioned above.Meta-evaluation is performed in regards to the overall assessment system in an aim to increase the utility of assessment results and to improve the system by diagnosing and addressing the problems within.The meta-evaluation standards consists of environmental factor, input factor, performance factor, and output factor. Meta-evaluation results showed that both the reports met the meta-evaluation's standards in general. However, developing more flexible assessment standards which can accommodate the unique characteristics of each country or region, as well as establishing clear standards and scope for sharing the assessment results with the public, will be needed in the future.
In summarizing the opinions of experts, such a trend in National Food Safety Control System Assessment may be utilized in the sanitary assessment and the control of imported food border inspection frequency before importing food. It would contribute to more effective distribution of national budget and increased public trust. Additionally, international collaboration as well as securing of qualified experts and sufficient budget appear to be crucial to further increase the utility of National Food Safety Control Systems Assessment.
In conclusion, firstly, it is critically important for Korea to proactively respond to international trend in National Food Safety Control System Assessment by identifying the details of its background, assessment purpose, core assessment elements, and assessment procedures.Secondly, it is necessary to identify and complement the weaknesses of Korea’s food safety control system by reviewing it with ICAT. Thirdly, by adapting the assessment results from imported countries’ food safety control systems to the imported food inspection intensity, the resources previously used in inspecting the imported food from accredited countries can be redistributed to inspecting the imported food from unaccredited countries, and it would contribute to more efficient imported food safety control. Fourthly, if the guidelines in terms of the National Food Safety Control Systems currently being discussed in the Codex is accepted, Korea should also consider developing its own assessment tool designed to reflect the unique characteristics of its food safety control system and international guidelines.
