본 연구는 우리나라의 원자력 전문가 활용을 통해 국내외 대학생 (석사 과정 포함) 대상으로 강의 및 홍보 프로그램을 개발하고, 원자력지식교류를 위해 외국인 연수생 및 국내외 대학생을 대상으로 시설견학을 제공하는데 그 목적으로 추진되었다.
위 목표에 따라 시범적으로 추진한 사업은 구체적으로 아래와 같다.

둘째, KOICA의 개도국 공무원 연수 프로그램 등 각 국제대학원에서 진행 중인 인력양성 사업과 연계하여 원자력 발전소를 중심으로, 원자력연구원, 원자력안전기술원을 비롯해 대덕특구 등 한국의 과학기술 속의 원자력 기술을 체험할 수 있는 프로그램을 제공했다. 시범사업으로 진행된 산업시찰의 경우 기존 KOICA의 지역 산업시찰과 연계하거나, 원자력만을 독립적으로 운영하는 등 다양한 시도로 개도국 공무원들에게 한국 원자력기술의 우수성을 전했다.
셋째, 원자력분야의 전문인력양성을 위해 국제기구 인턴지원 프로그램을 추진, 국제대학원을 졸업한 국내 인재를 국제기구에 파견했다.

Korea emerged as one of the most active countries that leverage nuclear power technology, starting with the activation of the Gori Generation Plant No.1 during the 70s. Now that the experts who worked in the field of R&D during the past 30 years when the nuclear power technologydevelopment was most active, and those with the experience of spearheading effort at the field and with knowledge are retiring, it is necessary to build a system that can effectively leverage these advanced personnel and brains. This initiative can be perceived as a pilot for the effective use of this personnel pool.
The moment when Korea became a nation that gives from that of a nation that needed help in the international community was after the 90s when KOICA was established under the supervision of the Ministry of Foreign Affairs, when the concept of supplying public assistance. Likewise, it was after the 90s when training programs that target the emerging nations were developed when it comes to nuclear power technology to supply training to the emerging nations such as Vietnam and Indonesia. Accordingly, Korea's training on the nuclear power technology climbed to a certain level. Every year, invitation and visit among the experts in the area of nuclear power are becoming increasingly active. However, training that does not merely focus on those who know and who want to work in the area of nuclear power, to include experts of economy, information communication industries of each nation and Korean and foreign experts who are active in the international stage is hard to find. As globalization is taking place fast, number of foreign experts of economy, information and communication who are in Korea to learn about the Korean economy is increasing fast every year. Now, it is no longer necessary to invite foreign figures to explain about the contribution level of nuclear power in our economy. Likewise, the opportunity to effectively communicate how nuclear power can be used effectively in a safe manner in our every day life, and not this is not merely used to make nuclear weapons.
Amidst this condition, this research was planned to effectively publicize the Korean nuclear power by leveraging outstanding nuclear power expertswith experience and technological know-how, and various initiatives conducted as pilot performed well.
One year long curriculum comprised of 14 lectures targeting ASEAN students who are studying at the Da리eon University supported by the Ministry of Foreign Affairs and Trade's support for the Korea-ASEAN cooperation fund was conducted for two years. This lecture conducted as a discussion with the topic, 'Future of Asia - Science Technology and Cooperation' to address role of nuclear power technology for the sustainable advancement of the Asian region was conducted for 16 people from 10 nations in '07. As of '08, it is conducted, targeting 20 ASEAN students in seven nations. This program that is conducted in every two weeks, plays the role of nuclear power by inviting experts in each of the areas of international development, information communication and others besides nuclear power experts were recruited as lecturers to create a better world. This lecture includes program that visits field (nuclear power facility) and internship program that enables students to intern at nuclear power companies during vacation. Four students built the experience of working at the field of nuclear power. Lecture and photo through this program can be shared and managed continually through Internet community.
The program that entails visiting the field, and which is connected to international graduate schools where there are students from emerging markets who are pursuing after Master' s degree provide the opportunity to visit nuclear power field in six sessions by providing 206 government officials of 45 emerging nations. In the case of visits made to nuclear power facilities, There are instances in which nuclear power topic alone was provided (3rd)and instances in which the program was conducted linking with the visit to the Korean economy when it comes to the KOICA (3rd). According to the survey after the program to visit industry, 83% of the participants got exposed to the nuclear powerfacility for the first time. After the visits were completed, 96% of the participants responded that the nuclear power contributed to the Korean economy advancement, and 83% said that they could experience the Korean nuclear power and economy advancement Details of this program are posted up on the website, and they are publicized through domestic press and media such as Daedeoknet. Moreover, interviews with participants took place along with this program. Interviews with 22 people among the participants were produced in separate English booklet and VOD, and they were used as the PR materials for the outside such as the 6th International Conference on Isotopes. Going forth, they will be usedfor publicizing Korean nuclear power technology in all types of international conferences and events of international graduate schools.
Moreover, program for the cultivation of Korean personnel was developed as well. Students from the Ewha Womans University's Graduate School of International Studies were dispatched so that they could intern for three months when it comes to the conference section, which is international nuclear power organization, and they supported meetings during the general assembly, and the basis was formed in which the experts can act in the international stage by leveraging international organizations in the area of nuclear power.
