국가 수준의 교육정책사업은 복잡한 재정구조를 가지고 있으며, 사업의 발굴 단계에서부터 재원부담, 집행에 이르기까지 사업별로 다양한 방식을 취하고 있다. 어떤 사업의 경우에는 사업추진 및 재원부담까지 전적으로 중앙정부인 교육부 주도 하에 이루어지기도 하고, 때로는 중앙정부에서 사업을 시작하였으나 재원부담에 있어서는 시·도교육청에서 분담하도록 하거나 혹은 일정기간 후에 그 운영 책임과 재원부담을 시·도교육청에 이양하는 경우도 있다.
그간 이러한 일련의 기획 및 추진과정에서 명확한 기준과 근거에 따라 추진되지 못하고 있는 점
국가 수준의 교육정책사업은 복잡한 재정구조를 가지고 있으며, 사업의 발굴 단계에서부터 재원부담, 집행에 이르기까지 사업별로 다양한 방식을 취하고 있다. 어떤 사업의 경우에는 사업추진 및 재원부담까지 전적으로 중앙정부인 교육부 주도 하에 이루어지기도 하고, 때로는 중앙정부에서 사업을 시작하였으나 재원부담에 있어서는 시·도교육청에서 분담하도록 하거나 혹은 일정기간 후에 그 운영 책임과 재원부담을 시·도교육청에 이양하는 경우도 있다.
그간 이러한 일련의 기획 및 추진과정에서 명확한 기준과 근거에 따라 추진되지 못하고 있는 점이 문제로 지적되어옴에 따라 국가교육정책사업에 있어서 중앙정부의 역할과 시·도교육청의 역할 구분에 따른 정책결정의 기준과 사업 범위를 규정하고 이에 대한 재원 조달 방법을 보다 구체화 할 필요가 있다.
본 연구는 2015회계년도 예·결산자료를 대상으로 초·중등교육 분야의 국가교육정책사업 중 국고보조금 및 특별교부금(국가시책사업)으로 이루어지는 사업과 시·도교육청 분담금으로 진행되는 사업을 중심으로 그 정책결정 및 예산배분의 실태와 문제점을 분석하고 개선방안을 제시하는 데 목적을 두고 수행되었다. 개선방안은 국가교육정책사업의 정책결정 과정과 예산배분, 기타 운영 지원 효율화 방안에 대한 내용으로 구분하여 제시하였다.
예산배분 기준은 특별교부금 국가시책사업과 시·도교육청 분담금 사업의 사업비 배분 기준, 즉 중앙정부와 시·도교육청의 적정 부담 규모 및 시·도별 적정 부담 규모에 대한 기준을 포함한다.
또한 국가 수준의 국가교육정책사업을 대상으로 하는 본 연구의 성격에 비추어 해당 사업의 기획, 예산배분과 집행과정 상에서 주요 정책행위자에 해당하는 중앙정부와 시·도교육청을 연구대상 범위로 설정하였다.
본 연구의 내용으로는 먼저 이론적 배경으로 국가교육정책사업의 개념과 추진과정을 탐색해 보고, 정책결정 과정 및 예산배분을 중심으로 초·중등 국가교육정책사업의 실태와 문제점을 분석하였다. 이어서 과거 정부와 현 정부의 대표적 국가교육정책사업 5개 사례를 심층 분석한 후 정책적 시사점을 도출하였다. 다음으로 설문조사를 통해 초·중등 국가교육정책사업의 정책결정 및 예산배분에 대한 관련 집단의 인식 및 요구를 조사하고 결과를 분석하였다. 끝으로 초·중등 국가교육정책사업의 개선을 위한 방향과 개선방안 및 정책제언을 제시하였다.
이상과 같은 연구내용을 수행하기 위해 문헌연구, 사례연구, 설문조사, 전문가 정책협의회 등의 방법을 활용하였다. 주요 연구결과를 제시하면 다음과 같다.
▣ 국가교육정책사업의 개념과 추진과정
초·중등교육 분야의 지방정부 교육지원을 위한 국가교육정책사업이 긍정적 기능을 수행하기 위해서는 국가교육정책사업의 운영체계, 정책결정, 예산배분 등에서 합리적인 과정과 결정이 이루어져야 한다. 지방교육재정지원을 위한 정책결정에서 중요한 요소는 예산배분의 기준이다. 중앙정부에서 지방정부로 재정을 이전하여 사업을 지원하기 때문에, 얼마나 많은 예산을 적절하게 배정하는가가 중요하다. 본 연구에서는 예산확보, 예산규모 산정, 예산 전달방식으로 구분하여 예산배분 기준을 파악할 것을 제안하였다. 국가교육정책사업의 결정과정에서는 교육문제 파악,정책목표 설정, 정책내용 구성, 정책 의사결정을 정책결정 과정으로 설정하였다.
국가교육정책사업의 운영체계 역시 정책의 성공적 실행을 위하여 중요한 요인이다. 중앙정부와 지방정부 그리고 사업 실행기관 간의 연결이 가장 기본적인 운영체계의 구성요소이다. 이에 본 연구에서는 중앙정부, 지방정부, 운영기관, 위원회, 최종 실행기관으로 운영체계의 주체를 구분하였다. 최종 실행기관에는 단위학교나 사업을 실행하는 참여기관들이 해당된다.
▣ 초·중등 국가교육정책사업 실태 및 문제점 분석
최근 경기둔화로 인한 세수 감소의 영향으로 지방교육재정교부금 증가폭이 미미하거나 오히려 감소하였는데 이 영향으로 특별교부금 역시 2015년 전년대비 4.8% 감소하였다. 국고보조금의 경우에는 교육비특별회계 세입결산액 대비 비율이 0.2%~0.4% 이내로 미미하다가 2015년 1.1%까지 증가하였으나, 이는 국가주도의 교육정책사업 운영 지원을 위함이라기보다는 불가피한 사유의 긴급예산 지원이거나 교육급여와 같은 법정부담금 지원을 목적으로 하고 있다. 사실상 국가주도의 교육정책사업 운영을 위한 국고보조금 지원은 거의 없고 대부분 특별교부금 국가시책사업으로 추진되고 있었다.
초·중등 국가교육정책사업 정책결정과정은 교육부 내부에서 사업 조정 및 심의를 거쳐서 교육부 장관에 의해 결정되는데 이러한 일련의 과정을 거쳐 결정된 2015년 국가시책사업은 정책사업수준에서 총 30개 사업(하부 단위사업 수 72개)이다. 초·중등 국가교육정책사업 정책결정 과정의 문제점으로 국가교육정책사업의 정책목표와 내용에 있어 특수성이 없다는 점, 특별교부금 국가시책사업 심의위원회의 형식적 운영, 추진주체라 할 수 있는 시·도교육청이 정책결정 과정에서 배제되어 있다는 점, 구체적인 평가 환류 체계의 미흡 등을 지적하였다.
초·중등 국가교육정책사업 예산배분에 있어 2014년 대비 2015년 규모가 크게 증가한 사업은 자유학기제 운영지원 사업과 방과후학교 활성화 사업, 지방교육재정 운용 효율화 사업 등이었다.
초·중등 국가교육정책사업 예산배분의 문제점으로는 1) 국고보조금, 특별교부금 국가시책사업등 지원사업 구분의 모호성과 일관된 기준 부재, 2) 단년 예산 지원으로 다년간 추진되는 사업에 대한 예측의 어려움, 3) 사업결정 및 예산 통보시기의 부적절성, 4) 민간위탁기관 지원을 위한 거쳐가기 형식 교부 등을 지적하였다.
▣ 초·중등 국가교육정책사업 사례분석
본 연구에서는 총 5개의 사업에 대해 분석하였는데 과거 정부에서 시작된 정책사업으로는 특별교부금 사업(국가시책사업)인 ‘지방교육재정연구특임센터사업’, 시·도분담금 사업인 ‘자기주도학습전형지원사업’, 교육부 자체 예산 및 시·도분담금 혼합 사업으로 진행되고 있는 ‘교육정책네트워크운영사업’들이 있다. 현 정부에서 시작된 국가교육정책사업으로는 특별교부금 사업으로 ‘자유학기제운영지원사업’, 교육부로 이관되어 현 정부에서 보통교부금과 특별교부금을 혼합하여 새롭게 시작한 ‘초등돌봄교실지원사업’이 있다. 이들 사업의 사례분석 결과를 통한 정책적 시사점은 다음과 같다.
첫째, 국가교육정책 사업들의 초기 결정과정을 보면 대부분 중앙정부 차원에서 결정되어 지방의 시·도교육청들이 그 결정과정에 참여하지 못하고 있는 것으로 나타나 시급히 개선되어야 할것으로 나타났다.
둘째, 중앙정부의 국가교육정책 사업들은 대부분 재원을 특별교부금으로 하는 사업들이 많지만 지방의 자치예산을 분담하게 하는 사업들도 있어 그 분담 근거와 결정이 보다 합리적으로 추진되어야 할 것이며, 분담 기준도 각 시·도별 재정상황과 교육여건을 고려하여 보다 합리적으로 정하여야 할 것이다.
셋째, 국가교육정책사업에 대한 소요예산 산정을 위한 합리성을 제고하기 위해 보다 구체적이고 정확한 원가산정 기준이 개발·적용되어야 한다. 전체 교육예산의 효율성 및 합리성 편성을 위해서도 국가시책사업의 원가산정 방식에 따른 사업비 소요예산 설정은 매우 필요한 것으로 보인다.
넷째, 국가시책사업에 대한 정책결정을 보다 합리적으로 진행하려면 진행 중인 사업들에 대한 평가가 보다 철저히 이루어질 필요가 있다. 각종 교육정책 사업들이 결정되고 시행되기 전 단계부터 사전에 철저한 평가기준과 지표를 정해 놓고, 주기적으로 사업평가를 진행할 수 있는 법적근거를 보다 명확히 하여 실제 평가를 객관적으로 진행함으로써 사업의 효율성을 더욱 제고할 필요가 있다.
다섯째, 위탁 방식 위주의 국가시책사업 운영은 재고되어야 하며, 위탁 시에도 위탁기관의 선정에 보다 신중을 기할 필요가 있다. 초·중등교육에 관련된 교육부의 국가시책사업들은 교육청들이 주체가 되어 운영해야 할 사업이 대부분이기 때문에 일정 기간 전문 연구기관이 인큐베이터 역할을 수행하게 되면 그 이후부터는 교육청들 중 대표기관을 선정하여 해당 사업의 운영을 위탁하는 것이 바람직하다.
▣ 초·중등 국가교육정책사업에 대한 설문조사 결과 분석
초·중등 국가교육정책사업의 정책결정 및 예산배분 등의 운영실태를 분석하고, 개선방안을 마련하기 위하여 전국 17개 시·도교육청의 예산담당자와 사업담당자 334명을 대상으로 방문 및 우편을 통하여 설문조사를 실시하였다. 분석 결과를 요약하여 제시하면 다음과 같다.
첫째, 국가교육정책사업의 정책결정 및 계획수립 과정이 중앙정부의 일방적 주도로 추진되고 있어 시·도교육청의 의견이 충분히 반영되지 못하고 있다고 인식하는 것으로 나타났다. 국가교육 정책사업의 정책결정주체와 집행주체가 일치하지 않는 상황에서 시·도교육청이 배제된 중앙정부의 일방적 사업추진은 성공적 정책집행을 어렵게 하는 요인으로 작용할 수 있으므로 국가교육정책사업의 초기 단계부터 시·도교육청의 적극적 참여를 보장할 필요성이 제기된다.
둘째, 국가교육정책사업에 대한 장기적 관점에서의 계획 수립 및 여건 조성이 필요한 것으로 나타났다. 국가교육정책사업의 계획 수립 단계에서 사업의 당초 취지와 목적을 실현할 수 있도록 사업내용 및 방식, 사업추진여건, 사업추진·관리체계, 소요예산, 일정 등을 종합적으로 고려한 중장기 사업계획을 마련할 필요가 있는 것으로 확인되었다.
셋째, 국가교육정책사업 추진 과정에서 중앙정부와 시·도교육청 간의 역할 분담을 명확히 하는 한편, 시·도교육청의 자율성을 확대할 필요가 있는 것으로 나타났다. 중앙정부는 기본계획을 마련하여 사업의 취지나 방향, 예산지원 규모 등에 대해 포괄적 수준에서 국가교육정책사업의 큰 틀을 제시하고, 각 시·도교육청으로 하여금 구체적 내용과 실행계획을 수립할 수 있도록 할 필요가 있는 것으로 나타났다.
넷째, 국가교육정책사업의 사업계획 및 예산교부 등과 관련한 시기 조정이 필요한 것으로 나타났다. 국가교육정책사업의 안정적이고 효율적인 추진을 위해서는 사업결정 및 교부계획 통보와 사업비 교부시기를 현재보다 앞당길 필요성이 큰 것으로 나타났다.
▣ 초·중등 국가교육정책사업 개선방향 및 개선방안
초·중등 국가교육정책사업의 개선방향은 크게 3가지로 제시되었는데 초·중등 국가교육정책사업 정책결정 과정의 객관성 제고, 초·중등 국가교육정책사업 예산배분 기준의 합리성 강화, 초·중등 국가교육정책사업 운영 지원체제의 효율성 제고가 이에 해당한다. 이러한 정책방향에 따라 정책결정 과정, 예산배분, 운영 지원체제 등의 영역별로 초·중등 국가교육정책사업의 개선방안을 제시하면 다음과 같다.
1) 정책결정 과정 개선방안
◦ 초·중등 국가교육정책 사업 재원별 지원사업 구체화를 위한 법령 개선
- 재원확보 방식과 연계한 초·중등 국가교육정책사업의 구체화 방안을 모색하여 사업추진의 타당성 및 재정확보의 안전성 도모
◦ 초·중등 국가교육정책사업 신규 사업의 중기 종합계획 수립 및 사전 보완 장치 마련(재정영향평가, 투자심사 등)
- 중장기적 관점에서 초·중등 국가교육정책사업의 중기계획을 수립하여 공개함으로써 시·도교육청이 해당 사업의 중기계획을 수립·추진할 수 있도록 함
◦ 초·중등 국가교육정책사업 정책결정 과정에 시·도교육청의 검토결과 첨부 권장
- 국가교육정책 결정 최종단계라 할 수 있는 국가시책사업심의위원회 심의 안건에 시·도교육청 검토의견서를 첨부하여 국가교육정책사업의 실효성 및 재정운용의 효율성 제고 도모
◦ 특별교부금 국가시책사업 평가 환류 체계 마련
- 국가교육정책사업에 대한 주기적 점검 및 객관적 평가를 통해 사업의 지속, 확대 또는 축소, 폐지 등 환류 체계 구축
2) 예산배분 개선방안
◦ 특별교부금 및 특별교부금 국가시책사업 규모 축소
- 시·도교육청의 예산 편성·집행의 자율성 보장
- 시·도교육청의 특성과 실정을 반영한 초·중등교육정책 수립·추진 권한 확대

- 사업 목적 및 내용에 따른 예산지원 방식을 명확히 구분하여 사업 추진의 효율성 도모

▣ 초·중등 국가교육정책사업 개선을 위한 정책 제언
첫째, 전국 수준에서 모든 지역에 시행하는 교육부문 국가시책사업의 신중한 선택과 결정이 필요하며, 중앙정부는 가능한 한 모든 지역에 동일하게 시행하는 획일적 교육시책사업을 줄여야 한다. 둘째, 중앙의 교육당국이 전국에 걸쳐 시행해야 할 초·중등 교육시책사업을 결정할 때 일정한 원칙과 기준이 있어야 하며 그 결정은 보다 합리적이고도 민주적인 과정을 준수해야 한다. 셋째,중앙정부에 의해 국가교육시책사업이 결정·시행되지만 그 시행 효과를 최대화하기 위해서는 그 시행 주체들의 특성과 요구를 충분히 감안하여야 한다. 넷째, 중앙의 국가교육시책사업은 17개 시·도를 대상으로 선지원·후선정하여 선정된 지역만을 대상으로 시행하는 것이 바람직하다. 다섯째, 국가시책사업을 시행할 때 지방의 자체 재원 분담 부과를 최대한 지양해야 한다. 여섯째,과학적인 재정기법을 적용하여 국가교육시책사업의 소요예산을 산정하고, 엄격한 투자대비 효과분석을 진행함으로써 보다 구체적이고 객관적인 사업 평가가 되도록 해야 한다. 일곱째, 위탁 방식의 초·중등교육시책사업 시행 시 위탁기관은 일차적으로 시·도교육청을 우선 고려해야 한다.
여덟째, 초·중등교육 지원사업의 체계적 운영을 위하여 초·중등교육 지원사업에 대한 데이터 베이스 구축과 이를 활용한 분석, 평가 및 연구가 필요하다.

While some projects are entirely driven by the central government, the Ministry of Education (MOE)which finances and promotes the projects, others are initiated by the central government but municipal and provincial offices of education are obliged to finance the projects, or they take full responsibility in operating and providing the projects after a period.
As it has been pointed out that the projects had not been planned and promoted according to specific criteria and bases, it is necessary to define the criteria for policy making and the scope for projects and to specify the measure for financing by deciding the role of the central government and municipal and provincial offices of education.
This research aims to analyze the actual status and issues of the policy making process and the budget allocation in national education policy projects in primary and secondary education which are funded by government subsidies including special grant and municipal and provincial share of expensesfor 2015 fiscal year budget. The improvement plans are divided into three categories, including policy-making process,budget allotment and plans for enhancing efficiency of supporting operations of the projectsin national education policy projects.
The criteria of budget allotment includethose of working expense allotment of state policy projects funded by special grant and municipal and provincial offices of education expense, which refers to the appropriate size of financial support from the central government and municipal and provincial offices of education as well as municipal and provincial governments. Being aimed at national level projects, this research determines its scope as the central government and municipal and provincial offices of education that are primary policy actors in allocating and executing budget.
This research first investigates the concept and the promotion process of national education policy projects on the theoretical basisand then analyzes the actual status and the issues of primary and secondary national education policy projects focusing on policy-making process and budget allotment. The followings are the in-depthanalysis on 5 cases of current national education policy projects and their policy implications.
Subsequently, the research surveys the awareness and the requests of relevant stakeholders on policy making and budget allotment in primary and secondary national education policy projects by questionnaire surveys. Finally, it proposesimprovement directions, plans and policy suggestions for primary and secondary national education policy projects.
To this end, various methods have been implemented such as literature research, case studies, questionnaires and expert conferences. The research results are as follows.
▣ The Concept and Promotion Process of National Education Policy Projects
The national education policy projects to provide local governments with educational support in primary and secondary education require rational decision making in operation system, policy making process and budget allotment to function positively.
The important factor in decision making for funding local education is the criteria of budget allotment. As the central government provides funding to local governments, it is of importance to allocate budgets appropriately. This research suggests laying down budget allotment criteria by classifying them into securing budget, calculating the size of budget and delivery method. The policy making process for national education policy projects is composed of investigating educational issues, establishing policy goals, constituting policy contents and policy decision making.
The operation system for national education policy projects is also an important factor for successful implementation of the policy. The component of operation system is cooperation among central and local governments and executive organizations. In this sense, this research classifies the principal agents of operation system into central government, local government, executive organizations, committees and final executive organizations. The final executive organizations include unit schools or participating organizations in projects.
▣ Analysis on the Actual Status and Issues of Primary and Secondary National Education Policy Projects
The recent reduction in tax revenue due to economy slowdown caused moderate increase or decrease ingrant for local education, which led to 4.8% decrease in special grant in 2015 compared with the previous year. The proportion of government subsidies to tax revenue in education special accounts maintained 0.2%~0.4% and increased to 1.1% in 2015. This increase occurred not because of supporting national education policy projects led by the state, but providing emergency budget for unavoidable reasons or share in court such as schooling subsidy. In fact, national education policy projects have been provided with little government subsidy, but promoted with special grant for state policy projects.
The primary and secondary national education policy projects require the policy making process of coordination and deliberation on projects within MOE and approval of the Minister of Education. Total 30 projects (with 72 sub-level projects) were approved as state policy projects in 2015. The issues of policy making process in primary and secondary national education policy projects include the facts that there is no specialty in the policy goals and contents of national education policy projects;cursory operation of inquiry commission for state policy projects funded by special grant; municipal and provincial offices of education are excluded from policy decision process even though they play main roles in promoting the projects; and specific evaluation process are lacking.
The projects with significant increase in budget allotment for primary and secondary national education policy projects from 2014 to 2015 include free-semester program projects, after-school utilization projects and efficiency projects for local education fund operation. The research pointed out some issues in budget allotment for primary and secondary national education policy projects, including 1) lack of consistent criteria and ambiguity in classifying support projects, 2) difficulty in making an estimate on multi-year projects with one-year budget, 3) inappropriateness of time of project decision and budget announcement, 4) and funds passing through the projects to support private commissioned organizations.
▣ Case Studies on Primary and Secondary National Education Policy Projects
This research has analyzed 5 projects started from the previous administration,including ‘the projects of the center for the study on local education fund,’ which is funded by special grant, ‘self-directed learning admission process projects,’ which is funded by municipal and provincial share of expenses, and ‘educational policy network projects,’ which is funded by both the MOE and municipal and provincial share of expense. The projects started in the current administration include ‘free-semester program supporting projects,’ funded by special grants, and ‘primary care of elementary school support projects,’ which is funded by both normal and special grant. The policy implications for the case studies of these 5 projects are as follows.
First, in early stage of policy making process for national education policy projects, the central government makes most decisions so that local offices of education are not able to participate in the policy making process, which requires urgent improvements.
Second, while most of the national education policy projects of the central government are funded by special grant, some are provided by local governments.
Accordingly, it is necessary to specify the criteria of and make more reasonable decisions on share of expense in accordance with financial status and educational environment of each municipal and provincial offices of education.
Third, in order to enhance rationality in calculating necessary budget for national education policy projects, it is required to develop and apply more specific and accurate criteria for cost assessment. It is essential to plan necessary budget for project expense in accordance with cost assessment method of state policy projects to enhance efficient and effective allocating educational budget.
Fourth, more thorough evaluation on ongoing projects is required to make more rational decision on state policy projects. Even before deciding and promoting educational policy projects, it is necessary to enhance efficiency of projects by specifying legal basis for regular evaluation on the projects with explicit evaluation criteria and indexes and by carrying out the objective evaluation.
Finally, it is needed to reconsider operating state policy projects of private commission, and pay close attention to selecting commissioning organization. Since most state policy projects on primary and secondary education needs to be operated by offices of education,it is desirable to commission the operation of the projects to representative organizations among the offices of education after professional institutes incubate the projects for a certain period.
▣ The Result of a Questionnaire Survey on Primary and Secondary National Education Policy Projects
The research conducted a questionnaire survey via mail and visiting for 334 personnel in budget and projects in 17 municipal and provincial offices of education to analyze the current state of policy making and budget allotment in primary and secondary national education policy projects, and to establish improvement plans. The summarized results are as follows.
First, the survey shows that the respondents feel that the opinions of municipal and provincial offices of education are not reflected in making policy decisions and establishing plans for national education policy projects due to the central government-oriented promotion of the projects. As one-sided project promotion by the central government excluding municipal and provincial offices of education in the circumstance of inconsistency between decision maker and executor of national education policy projects might be a factor making it difficult to successfully execute the policy, it is necessary to ensure participation of municipal and provincial offices of education in early stage of national education policy projects.
Second, the survey suggests establishing plans and creating positive conditions for national education policy projects in the long term. In the planning stage of national education policy projects, mid- and long-term project plans are required to be established in comprehensive consideration of project contents, method of promotion,conditions for projects, management system for projects, necessary budget and schedule to achieve goals of the projects.
Third, it is shown that it needs to specify the roles between the central government and municipal and provincial offices of education in promoting national education policy projects as well as to increase autonomy of municipal and provincial offices of education. The central government is demanded to present a comprehensive scheme of national education policy projects on the object, direction and the size of budget by establishing a basic plan, and to allow municipal and provincial offices of education to draw specific contents and execution plans for the projects.
Fourth, the survey shows that it is necessary to adjust timeline for project planning and budget allocating of national education policy projects. In order for stable and efficient promotion of national education policy projects, project decision, announcement of the plan for budget allocation and actual budget allotment should be done earlier.
▣ Improvement Directions and Plans for Primary and Secondary National Education Policy Projects
The improvement directions for primary and secondary national education policy projects are suggested in 3 ways, including enhancement of objectivity of policy making process, improvement of rationality of criteria of budget allotment and increase of efficiency of support system in primary and secondary national education policy projects. According to these directions, the following improvement plans are suggested for policy making process, budget allotment and support system.
1) Improvement Plans for Policy Making Process
◦ Revision of law to specify support projects by funding source of primary and secondary national education policy projects
- Ensuring validity of projects and security of finance by seeking plans to specify primary and secondary national education policy projects
◦ Preparing a mid-term comprehensive plan and pre-supplement system for new primary and secondary national education policy projects (for example, evaluation on financial influence and investment evaluation)
- Municipal and provincial offices of education should be allowed to establish and promote mid-term plans of the projects by developing and opening the mid-term plan of primary and secondary national education policy projects, in the mid- and long-term perspective.
◦ To recommend adding evaluation by municipal and provincial offices of education to policy making process of primary and secondary national education policy projects
- To Seek promoting effectiveness of national education policy projects and efficiency of finance operation by attaching the review opinion of municipal and provincial offices of education to the agenda of the state policy projects committee which is the final phase of national education policy making
◦ Establishment of the system to reflect evaluation on state policy projects funded by special grant
- Establishment of the system to maintain, expand, downsize or close projects by regular examination and objective evaluation on national education policy projects
2) Improvement Plans for Budget Allotment
◦ Downsizing special grant and state policy projects funded by special grant
- To ensure autonomy of municipal and provincial offices of education to plan and execute the budget
- To enhance the authority to establish and promote primary and secondary education policy reflecting the nature and the state of municipal and provincial offices of education
◦ To specify the criteria to provide budget by primary and secondary national education policy projects
- To improve efficiency of projects by classifying the means of financial support in accordance with the purpose and contents of projects
- To expand local education finance by expanding government subsidies
◦ To reschedule the announcement of project plans and allotment of expense
- To promote projects smoothly in cooperation with school education plans by announcing project plans and allocating budget in early stages
- To promote projects on time by predicting the project scale and reducing workload of the person in charge and the school
◦ Granting autonomy of planning and executing project budget
- To enhance efficiency of projects by increasing autonomy of municipal and provincial offices of education to plan and execute project expenses
- To improve promotion possibility and outcomes of projects reflecting conditions and nature of local community and schools
◦ To minimize the project which demands investment and supports personnel expenses
- To enhance autonomy of municipal and provincial offices of education to plan the budget and minimize the burden for investment
- To relieve the burden of personnel expenses of municipal and provincial offices of education and to manage proper size of personnel
3) Improvement Plans for Support System
◦ Utilization of special grant project council
- To enhance the quality of national education policy projects by collecting the opinions from experts in planning and promoting projects funded by special grant
- To strengthen accountability of national education policy projects funded by special grant both inside and outside of the government
◦ Operation of ‘Conference for Local Educational Finance (provisional title)’
- Collecting working-level opinions at planning phase of national education policy projects funded by local education finance
- To prepare the place for discussion to establish and execute specific plans in municipal and provincial offices of education
- To enhance understanding of municipal and provincial offices of education and construct the support base on national education policy projects funded by local education finance
◦ Strengthening the role of municipal and provincial offices of education in planning and executing policy
- To prepare support for enhancing the capability of municipal and provincial offices of education in planning and executing policy on national education policy projects funded by special grant
- To construct the system in municipal and provincial offices of education to plan and execute national education policy projects funded by special grant
◦ Establishment of ‘National Education Policy Project Support Center (provisional title)’
- To function as the control tower for supporting overall policy making process, including planning, operation, evaluation and feedback of national education policy projects
- To prepare the exit of policy projects with objective evaluation on national education policy projects and to secure functions of professional research on improvement plans
- To establish a system to develop detailed plans by consulting municipal and provincial offices of education and to monitor the progress of the projects
▣ Policy Suggestion for Improvement of Primary and Secondary National Education Policy Projects
First, it is essential to make prudent choice and decision in nationwide educational state policy projects. The central government should reduce standardized educational projects promoted in every region as much as possible. Second, the central government must establish consistent principals and criteria in making decisions to conduct primary and secondary educational policy projects nationwide, and conform to reasonable and democratic process. Third, while national educational policy projects are determined and promoted by the central government, it is necessary to consider the demand and nature of subjects of promotion to maximize the effect of the projects. Fourth, it is desirable to conduct national educational policy projects by the central government only in the selected regions among 17 municipal and provincial governments. Fifth, in promoting state policy projects, it is essential not to impose a share of expenses to local governments. Sixth, it is important to calculate necessary budget for national education policy projects by applying scientific financial method and make more specific and objective evaluation on projects by analyzing gain by investment. Seventh, municipal and provincial offices of education should be first considered as commissioned organizations in primary and secondary educational policy projects of the method of commission. Eighth, it is necessary to establish the database for support projects for primary and secondary education, and thereby performing analysis, evaluation and research with it to provide systematic administration of the projects.
