I. 서 론

스톡홀름협약 당사국총회 에서는 잔류성, 생물 농축성, 장거리 이동 특성을 가진 잔류성 유기오염물질(POPs)의 단계적 저감 및 근절을 위해 2004년 협약이 발효된 이래 2015년까지 총 26개 물질을 등재하고 있다. 우리나라는 2007년 스 톡홀름협 약에 비준함에 따라 협 약 대상 물질 관리 의무가 발생하여 스톡홀름협 약의 이행 및 국내 잔류성유기오염물질의 체계적 관리를 위해 국내에서의 POPs 물질 모니터링이 필요하다. 2015년 제7차 스톡홀름협약 당사국 총회에서는 염화나프탈렌류(CNs, Chlorinated Naphthalenes), 펜타클로로페놀과 그 염 및 에스테르(PCP, Pentachlorophenol and its salts and esters), 핵사클로로부타 디엔(HCBD, Hexachlorobutadiene)의 3개 물질이 신규 잔류성유기오염물질로 추가 등재되었다.
이러한 스톡홀름협약 규제 대상물질이 추가 등재됨에 따라 우리나라는 당사 국으로서 신규물질의 배출원 및 배출량 조사, 함유제품·폐기물 목록작성, 국가 이행계획(National Implementation Plan) 수립, 국내 관련법 개정 등 후속조치가 필요한 실정이나 이러한 신규 물질에 대한 연구가 미흡한 상태로, 신규 물질 의 효율적인 관리방안 구축을 위하여 공정시험기준(안) 마련과 환경 중 잔류 및 거동을 위한 주기적인 모니터링이 필요하다.

The purpose of this study was to establish the basis for implementing the Stockholm Convention for new Persistent Organic Pollutants(POPs). The purpose of this study was to establish the basis for implementing the Stockholm Convention for new Persistent Organic Pollutants(POPs). Firstly, we standardized the analytical methods for hexachlorobutadiene (HCBD), pentachlorophenol (PCP) and pentachloroanisole (PCA). Secondly, water and air monitoring for HCBD and PCPs were performed. Thirdly, we reviewed the source tracking method using a diffusive model such as AERMOD, CALPUFF and receptor model, PMF. The results were as follows:
1. The draft national standard method of HCBD was developed. Purge & Trap and GC/MS method were selected for water samples. Thermal desorption GC/MS method using tenax tube sampling and GC/MS method after soxhlet extraction were compared for air samples. For quantification we selected 1,4-Dichlorobezene-d4 as a syringe spike internal standard for water sample. For air samples, 13C-HCBD and 13C6-Pentachlorobenzene were selected as a clean up standard and a syringe spike internal standard, respectively.
2. Method detection limit (MDL) of HCBD was 8.6 ng/L in water sample. Tenax tube sampling method showed a higher method detection limit than that of Soxhlet extraction method. Therefore high volume air sampling and soxhlet extraction method were selected for air sample. MDL of HCBD for air sample was 2.7 pg/m3. For recovery test, 13C-HCBD was used. The recovery rate ranged from 98.9 to 106.4 % in water samples, and 88.3 to 101.2 % in air samples.
3. The draft national standard method of PCA was developed. Liquid-liquid extraction method was selected for water samples. Soxhlet extraction method was selected for air samples. For quantification we selected GC/MS. We selected 13C_PCA as a clean up standard and Phenanthrene-d10 used as a syringe spike internal standard.
4. Method detection limit (MDL) of PCA was 6.7 ng/L using liquid-liquid extraction in water samples, and 3.6 pg/m3 in air samples. For recovery test, PCA was used in a clean up process. The recovery rate ranged from 90.9 to 103.9 % in water samples and 85.7 to 91.8 % in air samples.
5. The draft national standard method of PCP was developed. After acetylation, liquid-liquid extraction method was selected for water samples. After soxhlet extraction, acetylation method was selected for air samples. For quantification we selected GC/MS. 13C_PCP was selected as a clean up standard and Phenanthrene-d10 used as a syringe spike internal standard.
6. Method detection limit (MDL) of PCP was 4.6 ng/L using liquid-liquid extraction in water samples, and 5.2 pg/m3 in air samples. For recovery test, 13C-PCP was used in a clean up process. The recovery rate ranged from 95.9 to 99.0 % in water samples and 91.1 to 95.3 % in air samples.
7. The concentrations of water samples for HCBD were not detected in this study. However, the HCBD concentrations in air samples ranged from 23.9 to 718.4 pg/m3. The recovery rate ranged from 70.6 to 125.2 % in air samples.These concentration levels were shown below than those of hot spots in other countries.
8. The concentrations of PCA were not detected in water samples and the median PCA concentrations in background sites air samples ranged from N.D. to 67.1 pg/m3. While, the PCA concentrations in industrial sites air samples ranged from N.D. to 127.2 pg/m3. The recovery rate ranged from 88.3 to 96.4 % in water samples and 81.7 to 97.1 % in air samples. These concentration levels were shown below than those of hot spots in other countries.
9. The concentrations of PCP were not detected in water samples and the PCP concentrations in background sites air samples were not detected. While, the PCP concentrations in industrial sites air samples ranged from N.D. to 184.3 pg/m3. The recovery rate ranged from 70.8 to 109.1 % in water samples and 71.8 to 107.3 % in air samples. These concentration levels were shown below than those of hot spots in other countries.
10. In the applicability review of source tracking method using ambient air modelling in hot spots, the diffusive modelling showed that aluminium contributed the most to air pollution followed by copper, lead, incineration, and other sources, and the receptor model (PMF) showed that incineration contributed the most to air pollution followed by non-steel, background air, steel & non-metal, chemistry, other sources, and energy.
Based on these results, this study is considered to lay the foundation of preparing standard methods for national POPs monitoring, and for building an infrastructure to implement the Stockholm Convention for POPs by applicability review of source tracking methods.
