According to Statistics Korea and Korea Development Institute, South Korea entered into ‘aging society’ in 2000 with aged population over 65 occupying over 7% of total population, ‘aged society’ in 2019 with over 14%, and ‘super aged society’ in 2026 with over 20%. Also in UN population forecast, it is expected that South Korea’s ratio of aged population over 65 in 2050 is to be 37.3% which is the highest in the world. Ratio of aged population over 65 to South Korea’s total population is on increasing trend occupying 9.1% in 2005 and 11.0% in 2010. As well as rapid increase of aged population, aged people traffic accident occurrence is increasing on an average of 6.2% every year for recent 5 years (2005~2010) and aged people traffic accident occurrence share is increasing from 8.9%(2005) to 11.4%(2010). The reasons for increase of aged people traffic accident can be physical and mental characteristics of aged people. Moreover, lack of establishing traffic safety measures for aged people and not being able to implement appropriate policy can also be reasons.
This study grasped cause for aged people traffic accident and provided customized traffic safety measures by traffic accident cause type in order to reduce aged people traffic accident sharply. For this, general and traffic behavior characteristics of aged people were examined and characteristics only for aged people were grasped. Also, comparison group (young and old people group) was set and accident characteristics and causes of aged people group were deducted in order to grasp causes for traffic accident of aged group. Lastly, customized traffic safety measures by aged people traffic accident cause type were provided. Result for this study is as following :
1. Re-establish age group for aged people and set comparison group With physical, mental, and traffic behavior characteristics of aged people taken into consideration, provide age group with dividing into aged pedestrian and aged driver to first half and second half. Set comparison group (young and old people group) in order to grasp characteristics of accident for aged people specifically. Use index (number of deaths, pedestrians, drivers, etc.) per 100,000 population and implement standardization for exact comparison and analysis of analysis group (aged people group) and comparison group (young and old people group).
2. Classify aged people traffic accident factors and grasp accident cause by factors by traffic accident statistics data and site depth cause investigation Analyze traffic accident statistics data category related to aged pedestrian and aged driver by visual and spatial factor, human factor, road and environment factor, and vehicle factor. - Traffic accident category related to human factor · Aged pedestrian : Behavior type before accident · Aged driver : Driver regulation violation, driver's license time elapsed
Classified aged people traffic accident into aged pedestrian and aged driver accident and grasped accident factor
- Aged pedestrian : classify into while crossing (normal crossing, jaywalking), while passing (sidewalk passing, road passing, back road passing), and others (standby) and grasp accident cause. - Aged driver : classify into regulation violation (speeding, traffic light violation, violation of center line, etc.), driver negligence (gaze negligence/not securing safety distance), and lack of driving implementation ability (sleepiness/drinking, without a license, poor driving) and grasp accident cause.
3. Implement survey to grasp traffic law acceptance intention and subjective safety of aged people Apply survey result such as understanding and acceptance status of traffic accident relevant regulation, safety of road facilities and traffic operation, and evaluation of business effect when implementing improvement measures when establishing improvement measures.
4. Establish customized traffic safety measures for aged people Classify into aged pedestrian and aged driver, grasp weak factor about traffic accident by each subject, analyze accident occurrence cause by factor, and deduct improvement direction. Also, establish specific push ahead measures by push ahead strategy and establish customized traffic safety measures. - Traffic accident weak factor based on aged pedestrian and aged driver accident → traffic accident occurrence cause → improvement direction → push ahead strategy → specific push ahead measure
5. Clarify push ahead schedule and push ahead institution by specific push ahead measure In order to push ahead aged people traffic safety measure efficiently, push ahead schedule by specific measure is classified into short-term (within a year), mid-term (within 3 years), and long-term (within 5 years). Clarified push ahead institution to prevent confusion of business push ahead.
This study was implemented with the purpose of reducing aged people traffic accident by providing traffic safety measures followed by aged people traffic accident cause rather than excavating aged people traffic safety measures. In order to push ahead specific push ahead measures mentioned in this study, close cooperation of relevant departments is required. If provided measure is implemented followed by push ahead schedule, traffic accident is believed to reduce sharply.
