R&D Results This pilot research conducted surveys on the domestic accident recovery system and equipment condition, problems of current system/equipment operation, foreign condition, and the technology condition of local and foreign railroad accident recovery equipment development companies. In detail, we conducted the following surveys and analyses.
- Analysis on the accidents which occurred in domestic railroad tunnels and bridges - Survey and analysis of present state of domestic systems, technology standard and notifications related to railroad accident recovery - Survey on the present state of accident recovery equipment of KORAIL and ten urban rail transit operators - Survey and analysis on the documents related to accident recovery of KORAIL and ten urban rail transit operators - Survey on the standard manuals related to railroad accidents under the manage -ment of the Ministry of Land, Transport and Maritime Affairs (MLTM) and the National Emergency Management Agency (NEMA) - Interview with the persons in charge of operation of accident recovery equipment of train operators - Interview with the persons in charge of safety supervision of train operators - Interview with experts participating in the recovery of KTX derailment accidents - Visit to the nations operating special rescue vehicles for fire suppression and survey of their operation condition - Visit to the equipment development companies for development of accident recovery equipment and participation in the international exhibitions - Discussion with persons in charge of development of domestic construction machinery and equipment of the Korea Construetion Equipment Manufacturers Association (KOCEMA) - Participation in domestic railroad accidents emergency response and recovery training and expert discussions
As above, based on the discussions with experts in various fields and review of relevant data, we derived our candidate projects. But, we shelved the plan to install facilities for accident recovery that may have many difficulties and adverse effects (e.g., terrorism and vandalism) in case of field application such as installation of lifting eyes for accident recovery in the railroad tunnels. Based on this, we suggest one scheme for system construction and five schemes for development of equipment.

The contents of this pilot research are related with the national crisis management system. In the process of this research, we made efforts in order to reflect the contents in the development of government policies. For this, we reviewed national crisis management systems, surveyed the current state of operation of the manuals for emergency response, and participated in the organizational meetings of the Central Disaster and Safety Countermeasures Headquarters, and also participated in the emergency response training to prepare for opening new rail lines, through which we found problems and looked for solutions to the problems. In addition to these, we participated in the self emergency response training by train operator and gathered field requirements. Through these activities, we supported policy making as follows:
- Checking national crisis management system and deriving improvements - Deriving improvements from emergency response system by train operator - Finding problems of railroad accident recovery training manuals - Supporting establishment of the 2012 integrated railway safety plan - Improving policies including review of the emergency response plan
By arranging the problems of accident recovery and safety supervision found tiirough reviews and expert discussions, we contained them in this research report. If we try to find ways of resolving these problems in the main project in the future, it is expected that the safety and crisis management capacity of Korean railroad will be greatly improved.
