This is an empirical research, conducted through the following research steps.
(1) Literature Review and Field Research on Urban Voids
It was found after literature review and analysis of research trends, that the term ‘urban void’ conveys a wide range of meaning which is too broad to be incorporated into the research scope. This research excludes mega or large scale urban voids, such as vacated industrial sites, military camps, or vacant buildings and focuses only on small and definite urban spaces. Thus the urban voids in this research are best called "Jaturi Space.”
Jaturi Spaces, particularly the ones found in Korean cities, are the products of ineffective urban management policies based on individual building design, not on the holistic urban design.
(2) Typologies of Jaturi Space & Utilization
Two representative areas in Seoul, Dohwa-dong and Sangdo 4-dong, have been analyzed as case studies, and the result was compared to the Karlsruhe case study done in Germany.
The urban fabric of both areas in Seoul can be characterized by two typologies. One is the huge scale urban fabric of apartment complexes and the other is the small urban grain of multi-family houses with 4-5 stories. Urban fabric analysis and field investigation research identified lots of Jaturi spaces: misused Jaturi spaces, underused Jaturi spaces, Jaturi spaces with no specific purpose, spaces under the elevated ground floor (piloti space), basement spaces, deteriorated houses, Jaturi spaces on roof, Jaturi spaces between buildings, unnecessarily wide streets and illegal parking spaces.
It was notable that both Korean sites share fairly uniform Jaturi spaces whose typologies are applicable to other residential blocks in Korea: Jaturi spaces in private plots, blocks and in high-rise apartment areas, Jaturi spaces in public street spaces, and Jaturi spaces in the buffer zones between different urban areas or between built up areas and landscape.
Privately owned plots and blocks including high-rise apartment blocks have Jaturi spaces such as shadowy and vacant piloti space, low-density buildings, underused roofs, and in-between spaces on plots. Each space is very small, but all together they make a large space which holds development potentials.
Most repetitive Jaturi spaces in and along public streets are needlessly wide streets and intersection areas causing illegal parking. Such streets were caused by car-oriented urbanism. Jaturi spaces in diverse buffer zones are caused generally by high-rise building development on the foot of mountains or on hills. There are constructions cutting the existing hills and levelling to get flat building sites, which create abandoned shadowy deep gaps between buildings and the rest of the hills.
Urban structure and Jaturi spaces in Korea were compared with those in the Karlsruhe case study done in Germany. The result of the comparison is explained below.
The result form comparison analysis provides an insight for generating three principles of utilizing Jaturi Spaces found in existing Korean cities. First, replace the hard concrete surfaces of walls and grounds to the soft surfaces permeable to rainwater. Second, use the space for installing energy-related facilities such as PV panels, ESS (Energy Storage System), rainwater tank, etc. Third, develop the space architecturally or as a transitioning space between interior and exterior.

(3) Utilization of Jaturi Space by Comprehensive Urban Design
A city is a complex organism where various stakeholders and interest groups pursue different goals. So the public sector needs to develop various urban policies and strategies to balance and harmonize these diverse demands.
In this context, Jaturi Space design is not to be an individual intervention but to be a part of the holistic urban planning and design, which needs a master plan. The master plan should work as a controlling tool and design guidelines for each plot should be in the framework of at least block-scale concerns. Legal Building Design Code and other control instruments could be adopted to guarantee public interest. There are always needs for both restrictions and promotions from the public sector.
The public sector should provide good policies and programs to encourage people from wide social ranges to improve their Jaturi spaces. Sometimes public sector needs local actors leading other people. Last but not least, local construction firms, craftsman and local local conditions well. So they could find the issues, define the proper project dimension and implement at a reasonable cost, which would also contribute to the local economy.
Besides, the users’ needs and preferences should be respected to guarantee a sustainable management after implementation.
All these strategies could have synergistic effects if different policies and strategies of diverse administrative bodies were interrelated and cooperative.
Lastly, some topics of building and urban planning laws should be amended in order to plan and design the city as a whole, not as a simple sum of individual buildings. In this way unusable Jaturi spaces could be prevented and existing Jaturi spaces could be converted to useful and environmentally friendly spaces.
(4) Pilot Project Implementation
As an empirical study, this research intends to test the above ideas on an actual site. The research was designed to estimate existing Jaturi spaces, to elaborate on general ideas, to develop implementation strategies and to simulate the whole process with local authorities and residents actively participating.
A. Seoul Living Lab
The first phase was held in Sangdo4-dong. Korean and German experts and students participated in a field workshop held in Sangdo4-dong, Seoul. Participants explored five sectors of themes in Sangdo4-dong, which includes Architecture and Urban Design; Sustainable Transportation; Water Management; Energy System; and Public Urban Policies. Experts, students, public officers, local authorities, and residents of Sangdo4-dong all worked together. The results of the field workshop were publicly presented, exhibited in various locations, and published as a book.
B. Implementation Project
As the second phase, an implementation project was planned to test the plausibility of applying Jaturi Space design to real life, in terms of budget, technology, and legal parameters. During the implementation process, it was demonstrated that in terms of urban management, public subsidy plays a crucial role in bringing out consensus between property owners and tenants. Another urgent task is to reinforce currently deficient local construction companies and craftsmen. Conclusively it was clear that design intervention on existing cities needs a mature construction culture, the application of appropriate technology, and close collaboration between policy makers, residents, experts and local construction firms.
