□ 연구 배경
○ 과일(신선+가공) 공급량에서 수입과일이 차지하는 비중은 2000년 15.9%에서 2016년 29.7%로 확대된 반면, 국내 과일은 같은 기간 동안 84.1%에서 70.3%로 감소하여 국내 과일산업이 위축되고 있음.
○ 이처럼 2000년대 들어 FTA 체결 확대 등으로 과일 수입량이 증가하고 품목이 다양화되어 소비자는 기호에 따라 과일을 구입할 수 있게 되었고 인구·사회적 여건 변화에 따라 과일 소비트렌드도 변화됨. 그러나 과일 소비트렌드 특징을 세부적으로 나누어본 연구는 부족한 실정임.
○ 한편,
□ 연구 배경

○ 이처럼 2000년대 들어 FTA 체결 확대 등으로 과일 수입량이 증가하고 품목이 다양화되어 소비자는 기호에 따라 과일을 구입할 수 있게 되었고 인구·사회적 여건 변화에 따라 과일 소비트렌드도 변화됨. 그러나 과일 소비트렌드 특징을 세부적으로 나누어본 연구는 부족한 실정임.
○ 한편, 과수는 영년생 작물로서 식재 후 수확까지 수년이 소요되는 생육특성상 생산이 소비변화의 속도에 따라가지 못하고 있음.
○ 따라서 과일 소비패턴 및 소비트렌드 특징을 파악함으로써 생산대체 작목선택 시 시사점을 제시하며, 과일 소비트렌드를 반영한 과일 산업 대응방안을 단기와 중장기로 구분하여 제시할 필요가 있음.
□ 연구 방법
○ 과일 소비 동향은 통계청 가계동향조사와 칸타월드 소비자패널의 과일 구매자료, 국민건강영양조사의 원시데이터를 활용하여 분석하였음.
○ 과일 생산 동향, 수출입통계, 소비량, 가공량 등 일반적인 현황은 통계청 및 농림축산식품부에서 발행하는 농림축산식품 주요통계와 과실류 가공 현황 자료를 활용하였음.
○ 통계데이터로 한계가 있는 부분에 대해서는 생산자 및 생산자조직, 유통업체와의 면담조사를 통해 소비트렌드의 특징을 파악하고 생산·가공현장에서의 문제점 및 쟁점사항을 파악하는 등 정성적인 분석을 실시함.
○ 과일 소비트렌드의 특징은 뉴스 및 기사를 기반으로 한 빅데이터를 이용하여 과일 소비트렌드와의 연관어를 추출하여 분류함으로써 특징을 정의하였고, 2000년 이후 키워드의 발현 빈도분석을 통해 사회적 관심 추세를 살펴봄.
○ 소비자 설문조사를 통해 신선편이과일제품 소비행태와 지불의향, 과일 가공품에 대한 소비행태를 통해 섭취편이성 소비트렌드 특징을 분석함.
○ 마지막으로 우리나라와 과일 소비패턴이 비슷한 일본의 과수산업 현황과 정책 방향을 파악하기 위해 외부 전문가를 활용하였음.
□ 국내 과일 소비 패턴 및 구조 변화
○ 과일류 1인당 연간 소비량은 2000년 이후 정체되어 있는 가운데, 국내 과일과 과채 소비량은 소폭 감소한 반면, 수입과일은 연 3.6%씩 증가하였음.
○ 1인당 1일 과일류 섭취량은 200g 내외이나, 세대별로는 40~60대 섭취량은 평균보다 높으며 과거 2001년보다 증가하였음. 하지만 40세 미만 연령층의 섭취량은 평균보다 낮으며 과거보다 감소하였음. 특히, 15~19세 청소년과 20~30대의 섭취량이 2001년 대비 크게 감소함.
○ 가구의 과일류 지출액은 2000년 이후 연 4.9%씩 증가하였으며 신선과일보다 과일가공품 지출액이 크게 증가하였음. 지출액이 빠르게 증가한 품목은 과일가공품과 기타과일, 바나나, 복숭아, 딸기 순인 반면 포도와 감, 수박, 참외, 배는 소비가 덜 되는 품목으로 나타남.
○ 주요 6대 과일(사과, 배, 포도, 복숭아, 감귤, 감)에 대해 소비성향의 구조 변화 시점을 검정한 결과, 사과, 배, 감귤에서 구조 변화 시점이 각각 1개씩 존재하고 나머지 과일은 존재하지 않는 것으로 분석됨. 사과와 배는 생산량이 감소하는 변화시점과 일치하였으며, 감귤은 고품질 감귤생산을 위한 정책이 시행된 해와 일치함.
○ 따라서 소비자의 수요와 선호에 따라 과일소비 구조가 변하기도 하지만 생산 등 공급여건 변화에 밀접한 관계가 있다고 볼 수 있음. 과일 공급량이 늘어나 상대적으로 저렴한 가격의 맛있는 과일이 접근성이 높은 장소에서 연중(판매기간 연장) 판매된다면 소비자들은 구입량과 구입액을 늘릴 가능성이 높음.
□ 과일 소비트렌드의 특징
○ 최근 1년 기준 뉴스 및 기사를 기반으로 과일 소비트렌드와의 연관어를 추출하여 분류함으로써 과일 소비트렌드의 다섯 가지(다양화 추구, 건강기능성 선호, 당도 선호, 편이성 추구, 가성비 추구) 특징을 정의하였음.
○ 다양화 추구: 수입 확대와 재배품종 다양화로 소비자들이 선택할 수 있는 과일의 종류가 늘어남. 다양성 추세분석에서도 시간이 지날수록 지니계수와 앳킨슨 계수 값이 낮아져 불균등도 완화, 즉 과일 소비의 다양성이 진전되고 있음을 규명함.
○ 건강기능성 선호: 맛 이외에 건강증진의 목적으로 과일 소비가 증가함.특히 아침과일 섭취량이 과거보다 증가하였는데 이는 식사대용으로 섭 취하는 경우가 많기 때문임. 아침에 주로 섭취하는 과일은 사과와 바나나이며, 1일 과일 200g 이상 섭취자는 고혈압과 영구치 우식 발생 위험이 낮았음.
○ 당도 선호: 당도 높은 과일에 대한 소비자 선호로 감귤의 경우 당도가 높은 만감류의 가격프리미엄이 발생함. 재배품종이 고당도 품종으로 전환되거나 수입과일 중에서도 고당도 프리미엄 품종의 수입비중이 증가함.
○ 편이성 추구: 신선편이과일과 건조과일 가공품은 구입 후 바로 섭취가 가능하여 섭취편이성이 높게 평가되었고, 시장규모도 커지고 있음. 가구원 수 감소로 1회 과일 구입량이 줄면서 소용량·소포장 구매단위가 확대되고, 구매와 이동의 편이성이 중요해지면서 온라인과 모바일 구입이 증가하고 있음.
○ 가성비 추구(중과 선호): 합리적인 소비자가 늘면서 못난이과일, B급과일 구매가 증가하고, 가정소비용으로는 과거보다 중과 선호도가 높아짐.또한 청탁금지법 시행으로 명절시기 선물판매가 줄면서 대과 소비는 앞으로 감소할 것으로 예상됨.
□ 국내 과일 생산과 소비트렌드 변화의 비교
○ 6대 과일을 중심으로 소비와 생산의 불일치를 비교할 수 있는 지표로 가격자료를 활용하여 분석한 결과, 사과, 복숭아, 감귤은 생산량이 증가하거나 정체되어 있는데도 불구하고 가격은 상승하여 수요가 증가하는 품목이며, 배, 단감, 포도는 생산량이 감소하였음에도 오히려 실질가격이 감소하여 수요가 감소하는 품목으로 분석됨.
○ 수요가 증가하는 품목일수록 시기별로 품종이 안배되어 있으며 크기와 색도 다양하고 연중 출하체계가 잘 갖추어져 있는 특징이 있음. 또한,당도가 높을수록 가격이 높게 형성되고 있으며 포장단위도 소포장화 추세에 맞추어 변화하고 있는 것으로 나타남.
○ 반면, 수요가 감소하는 배와 단감은 특정 품종 편중현상이 심하고 특정시기에 출하가 집중되는 경향이 있으며, 껍질을 깎아서 섭취해야 하는 번거로움 때문에 다양성과 편이성을 추구하는 소비트렌드를 반영하지 못하고 있는 것으로 나타남.
○ 한편, 포도는 껍질째 먹는 청포도(샤인머스캇) 등으로 품종갱신이 이루어지고 있으며, 색도 다양하고 섭취편이성도 높으나 수요에 비해 공급이 부족하여 수입포도와의 경쟁에서 뒤처지고 있는 것으로 나타남.
○ 따라서 생산측면에서의 문제점은 다음과 같음.
- 과수는 영년생 작물로 작목 전환이 쉽지 않은 구조이며 국내 과수 생산체계가 6대 과일 중심으로 되어 있어 상대적으로 가격이 높고 재배기술 습득이 유리한 품목으로 작목쏠림 현상이 있음.
- 신품목 및 신품종에 대한 재배기술 습득 체계가 부족하고 농가소득에 대한 불확실성 및 판로가 부족한 실정임.
- 대과 생산 및 조기 출하에 대한 고정관념으로 농가 간 품질 격차가 심화되는 문제가 있음.
- 품종 편중으로 일시에 농작업이 이루어져 인력부족 및 출하시기 조정이 어려운 문제가 발생함.
○ 가공측면에서의 문제점은 다음과 같음.
- 국내산 과일을 원료로 이용하는 가공업체 수가 적고 규모도 영세하다는 문제점이 있음.
- 수입가공품에 비해 국내산 단가가 높고 품질경쟁력도 낮은 편임.
- 가공품에 대한 수요가 늘어나고 있으나, 과일가공품 개발이 부족한 실정임.
□ 과일산업 대응 방안
○ 과일 소비트렌드 다섯 가지 특징에 부합한 과일 생산·출하구조 변화를 위한 산지 생산·출하 대응 방안과 국내 과일 소비량을 확대하기 위한 소비확대 대응 방안으로 나누어 제안함.
○ 생산 및 출하 분야의 단기적 대응 방안은 고당도 과일생산을 위해 품질을 고려한 출하시기 협의, 소포장·소용량 상품 개발, 신선편이 과일제품과 과일자판기 공급 확대임.
○ 생산 및 출하 분야의 중장기 대응 방안은 품목 및 품종 다양화를 위해 기존 6대 과일생산체계에서 기타과일로 재배품목을 다양화하고, 한 품목 내에서도 수확시기별로 품종을 배분하여 주년공급이 가능하도록 하는 것임. 더불어 다양한 가공품 개발 및 수출확대, 소비용도별 생산체계 이원화 등 여건조성이 필요함.
○ 또한, 소비트렌드에 맞는 품종 개발과 보급이 필요하며 안정적 판로확보가 마련되어야 함. 신품종 개발은 오랜 시간이 걸리므로 단기적으로는 소비트렌드에 부합하는 외래종을 도입하는 것을 고려할 수 있음. 신품종 갱신에 따른 불확실성을 완화하기 위해 정부와 지자체에서는 우량 무병묘목단지를 조성하여 3~5년간 재배한 묘목을 공급하여 생산가능시기를 앞당겨야 함. 또한 과수 미수익기간에 대한 정부지원, 산지조직화 및 통합마케팅 기반 마련이 필요함.
○ 정체되어 있는 과일 소비확대를 위해서는 자조금을 이용한 소비촉진,유망품종 홍보 및 품종별 전용박스 도입, 과일 소비가 적은 저연령층을 대상으로 한 소비확대 방안 등을 제안함. 특히 과일섭취량이 권장량보다 적은 아동과 청소년을 대상으로 한 학교과일급식과 간식 공급을 전국적으로 추진한다면 잠재적인 소비층 구축과 더불어 관련후방산업이 확대되어 과일산업의 지속가능성을 기대할 수 있을 것임.
○ 품목별로 사과는 적정생산으로 수급 불안정을 해소하는 방안으로 부적지과원 정리와 아열대과수 등 대체과수 입식지원, FTA폐업농가의 사과재배 지양 등을 제안함. 소량·소포장 위주의 트렌드에 맞춘 중·소과 생산체계 확대, 품종다양성 및 홍수출하 방지를 위한 분산출하를 유도하여야 함.
○ 배는 추석에 맞춘 인위적인 출하조절로 인한 품질저하와 장기적 소비둔화를 막기 위해 추석용 배 품종 보급 및 다양한 숙기의 품종 안배가 필요함. 일상소비 촉진을 위해 당도 높은 중·소과 품종 및 편이성에 부합하는 껍질째 먹는 배 품종을 육성하고, 홍보와 마케팅으로 소비를 촉진하는 노력이 요구됨.
○ 감귤은 단기적으로는 토양피복재배(타이벡재배)를 통해 당도를 높일 수 있는 재배방식을 도입하고, 장기적으로는 고당도 품종으로의 전환이 필요함. 최근 수요가 증가하고 있는 풋귤은 잔류농약 등 안전성에 대한 대책이 마련된다면 향후 감귤생산 과잉조정과 농가소득 향상을 기대할 수 있을 것임.
○ 포도는 단기적으로 산도가 낮고, 당도는 높은 포도생산을 위한 품질관리가 요구됨. 장기적으로는 당도가 높고 껍질째 먹는 수입포도에 대응하여 기존 캠벨얼리 대신 샤인머스캇 등 유럽종 품종으로의 전환을 제안함. 다만 품종 갱신 시 미수익기간 동안 농가소득의 일부를 보전해주는 방법에 대해 고려할 필요가 있음.
- 캠벨얼리 대신 샤인머스캇으로 갱신하는 농가의 수익성 분석결과, 갱신 3년차부터 소득이 발생하기 시작하여 갱신 5년차가 되어서야 캠벨얼리 생산농가의 누적 기대소득보다 더 커짐.

With this backdrop, this study aims to identify fruit consumption patterns and characteristics of consumption trends and analyze the current state of domestic fruit production and processing by using quantitative data on fruit consumption, and present short-term and medium- and long-term countermeasures of the fruit industry in accordance with the fruit consumption trends.
It is necessary to produce sweeter fruits, discuss shipping dates considering quality, and develop products in small packets in the short term, and to diversify products and varieties, develop and disseminate varieties suitable for consumption trends, and separate production systems by consumption uses in the medium and long term. Also, various processed fruit products should be developed in consideration of convenience of intake and purchase and portability.
□ Background of Research
○ While the proportion of imported fruits in (fresh and processed) fruit supply grew from 15.9% in 2000 to 29.7% in 2016, the proportion of domestic fruits decreased from 84.1% to 70.3% in the same period.
○ With a rise in fruit imports and the diversification of products due to the increasing conclusion of FTAs in the 2000s, consumers have become able to purchase fruits according to tastes, and demographic and social changes have changed fruit consumption trends. However, there are not many studies that classify characteristics of the trends in detail.
○ Fruit trees are perennials, and it takes several years to harvest after planting. Because of this feature, fruit production has not been able to keep up with the pace of changes in consumption.
○ Therefore, by identifying fruit consumption patterns and characteristics of consumption trends, it is required to present implications in selecting substitute crops, and suggest short-term and medium- and long-term countermeasures of the fruit industry that reflect the trends.
□ Research Methods
○ To analyze fruit consumption trends, the following data was utilized: Statistics Korea's Household Income and Expenditure Survey; data on fruit purchase of consumer panels of Kantar Worldpanel; and raw data from the National Health and Nutrition Survey.
○ To examine the general present status, including fruit production trends, trade statistics, and the amount of consumption and processing, we used Food, Agriculture and Forestry Statistics and Fruit Processing Situation data published by Statistics Korea and the Ministry of Agriculture, Food and Rural Affairs.
○ When the statistical data was limited, we conducted qualitative analysis by identifying the characteristics of consumption trends, problems and issues in the production and processing field through interviews with producers, producer groups, and distributors.
○ The characteristics of fruit consumption trends were defined by using big data based on news and articles and extracting and classifying words related with the trends. Trends in social interest were also examined by analyzing the frequency of appearance of keywords since 2000.
○ We analyzed convenient fresh fruit consumption behavior and willingness to pay through a consumer survey, and the characteristics of consumption trends towards convenience of intake through a consumption behavior survey on processed fruit products.
○ Last, external experts were utilized to identify the current state and policy direction of the fruit industry in Japan whose fruit consumption patterns are similar to Korea's.
□ Changes in Domestic Fruit Consumption Patterns and Structure
○ While annual per capita consumption of fruits has been stagnant since 2000 and consumption of domestic fruits and fruit vegetables has decreased slightly, fruit imports have grown at an annual average of 3.6%.
○ The per capita daily intake of fruits is approximately 200g. By generation, the intake of those in their 40s to 60s is higher than the average and increased from 2001. Nonetheless, the intake of those under 40 is lower than the average and decreased. Particularly, the intake of adolescents(15-19 years old) and those in their 20s-30s fell greatly compared to 2001.
○ Households' expenditures on fruits have grown by 4.9% each year since 2000, and expenditures on processed fruit products have increased more than those on fresh fruits. Expenditures grew most rapidly on processed fruit products and other fruits, followed by bananas, peaches, and strawberries. On the other hand, grapes, persimmons, watermelons, Korean melons, and pears have been less consumed.
○ As for the time of a structural change in the propensity to consume six major fruits (apples, pears, grapes, peaches, mandarins, and persimmons), apples, pears, and mandarins each had one such point of time, while the other fruits did not. The points for apples and pears coincided with the points when production fell, while the point for mandarins accorded with the year when a policy for producing high-quality mandarins was implemented.
○ Therefore, although consumers' demand and preference change the fruit consumption structure, basically it is affected by changes in production conditions. That is, if production rises and consumers often see fruits around, they are likely to increase the quantity and amount of fruit purchase.
□ Characteristics of Fruit Consumption Trends
○ By extracting and classifying words related with fruit consumption trends based on news and articles over the past one year, we defined five characteristics of the trends: pursuing diversity, preferring health functionality, preferring sweeter fruits, pursuing convenience, and pursuing cost-effectiveness.
○ Pursuing diversity: A rise in imports and the diversification of cultivated varieties have increased the kinds of fruits that consumers can choose. An analysis of the trend towards diversity also shows that the Gini and Atkinson coefficients have decreased, thereby proving a reduction in unevenness and the progress of the diversity of fruit consumption.
○ Preferring health functionality: Fruit consumption has increased for the purpose of health promotion as well as for taste. In particular, the intake of fruits in the morning grew as meal replacement. The fruits that consumers generally eat in the morning are apples and bananas, and those who eat more than 200g of fruits a day had low risks of high blood pressure and decayed, missing, and filled permanent teeth.
○ Preferring sweeter fruits: Consumers' preference for sweeter fruits has led to price premiums of sweeter, late-harvested mandarins among mandarins. This preference has resulted in the replacement of existing varieties with sweeter ones and the growth of the proportion of sweeter premium varieties in imported fruits.
○ Pursuing convenience: Because convenient fresh fruits and processed dried fruit products can be eaten right after purchase, convenience of their intake is highly evaluated, and their market size is expanding. The decreasing number of household members has reduced the amount of fruit purchases per purchase, and increased products in small packets.Also, the growing importance of convenience of purchase and portability has increased online and mobile purchases.
○ Pursuing cost-effectiveness (preferring medium-sized fruits): With a rise in rational consumers, the purchase of ugly, grade B fruits has grown, and preference for medium-sized fruits has increased for domestic consumption. In addition, as the sales of fruit gifts on national holidays decreased due to the enforcement of the anti-graft act, consumption of large fruits is expected to fall in the future.
□ Comparison of Domestic Fruit Production and Changes in Consumption Trends
○ Price data was utilized as an indicator that can compare the imbalance between consumption and production of the six fruits. According to an analysis based on the data, even though the production of apples, peaches, and mandarins has grown or been stagnant, their prices and demand for them have risen. On the other hand, although the production of pears, sweet persimmons, and grapes has decreased, their real prices and demand for them have fallen.
○ As for products for which demand is growing, different varieties are produced by season, their size and colors are diverse, and their year-round shipment system has been well established. Also, the sweeter the fruits are, the higher their prices are. Packing units have become smaller in accordance with the recent trend.
○ On the other hand, as for pears and sweet persimmons for which demand is decreasing, production is concentrated on certain varieties, and shipment on a certain period of time. Additionally, due to the inconvenience of having to peel before intake, pears and sweet persimmons have not been able to reflect consumption trends that pursue diversity and convenience.
○ Green grapes (Shine Muscat) that can be eaten unpeeled, etc. are replacing existing grape varieties. Also, grapes have various colors and are convenient to eat. Nevertheless, owing to insufficient supply compared to demand, domestic grapes are less competitive than imported ones.
○ That is, problems on the production side are as follows.
- Because fruit trees are perennials, it is difficult to change the kinds of crops. Moreover, due to the domestic fruit production system centered on the six fruits, most producers grow crops with relatively high prices and easy cultivation techniques.
- The system for learning techniques for cultivating new products and varieties is inadequate, there is uncertainty about farm household income, and sales channels are insufficient.
- Due to farmers' fixed idea about the production of large fruits and early shipment, the quality gap among farms is widening.
- The concentration on certain varieties leads to farm work in the same period of time, which results in labor shortage and difficulty in coordinating shipping dates.
○ The processing side has the following problems.
- Only a small number of processing companies use domestic fruits as ingredients, and their scale is also small.
- Domestic processed fruit products have higher unit prices and lower quality competitiveness than imported ones.
- Despite the increasing demand for processed products, the development of processed fruit products is inadequate.
□ Countermeasures of the Fruit Industry
○ We proposed the production and shipment sector's countermeasures to change the fruit production and shipment structure according to the five characteristics of fruit consumption trends, and countermeasures to increase consumption of domestic fruits.
○ The production and shipment sector's short-term countermeasures are to discuss shipping dates in consideration of quality to produce sweeter fruits, develop products in small packets, and increase the supply of convenient fresh fruit products and fruit vending machines.
○ The sector's medium- and long-term countermeasures are to expand the existing production system focused on the six fruits to other fruits in order to diversify products and varieties; and to enable year-round supply by cultivating various varieties by harvest time even in one product. Appropriate conditions should be created, including developing diverse processed products, increasing exports, and separating production systems by consumption uses.
○ Also, it is necessary to develop and disseminate varieties suitable for consumption trends, and secure stable sales channels. To reduce uncertainty due to the cultivation of new varieties, the central and local governments should move up the time when production is possible by creating disease-free, high-quality sapling complexes and supplying 3- to 5-year-old saplings, provide support during a no-profit period, and lay the foundation for the organizing of producing areas and for integrated marketing.
○ To increase stagnant fruit consumption, it is required to boost consumption by using self-help funds, promote promising varieties, introduce boxes by variety, and increase young people's consumption of fruits. Particularly, if fruits are supplied nationwide for school meals and snacks targeting children and adolescents whose intake of fruits is lower than the recommended requirements, potential consumers will be established, and downstream industries will expand, which can lead to the sustainable fruit industry.
