국내 건설시장 및 수주환경은 감소추세로 이러한 추세는 지속될 것으로 예측되고 있어, 국내 건설기업은 글로벌 건설시장으로 진출을 모색하고 있다. 이와 관련하여 본 연구에서는 글로벌 건설 경쟁력 수준을 평가할 수 있는 평가모델 및 종합적인 평가체계를 구축하고, 글로벌 건설시장 및 건설정책을 종합적으로 분석하여 수요부처 및 기업에게 정책서비스를 제공하고자 한다.

The main purpose of this study was to complement the assessment model of global construction competitiveness. Based on the study results, the global construction competitiveness in 2017 was assessed. The main assessment results are as follows:
First, the overall evaluation results on global competitiveness in the construction industry by nation showed that the USA was ranked first,followed by China, and Spain, the Netherlands, and Germany ranked third to fifth. South Korea was ranked sixth, which was a one step improvement from the previous year.
Second, the overall results on the competitive index of the national construction infrastructure showed that Germany ranked first and the USA followed immediately behind. South Korea ranked 12th , which was the same as the previous year.
※ In the assessment of the stability of the construction market, China was ranked first and South Korea 10th. As for construction systems, Denmark ranked first and South Korea ranked 12th, and in infrastructure, Japan ranked first and South Korea ranked 10th.
Third, the assessment results of the construction company competency by nation showed that the USA and China were ranked first and second respectively. The rank of South Korea dropped significantly, from fourth to seventh. Concerningconstruction competitiveness the rank of Korea fell from eighth to 13th in design competitiveness, resulting in the overall assessment rank of seventh, which was down three spots from the previous year.
※ In construction competitiveness, China was ranked first and South Korea ranked seventh. In design competitiveness, the USA was ranked first and South Korea ranked 13th, and in price competiveness, India was ranked first whileSouth Korea ranked seventh.
However, South Korea remains to bemiddle ranked (13th) in design competitiveness, ranked 11th in design productivity, and ranked 16th in proportion of oversea sales as compared to total sales (internationalization).
The industry ranked 16th in growth rate compared to previous year, and therefore requires the expansion of technical quality and the entry into new markets to raise competitiveness in areas such as design productivity. To do this, comprehensive support measures are needed, such as financial and policy support for oversea market entry including the expansion of R&D investment, the construction of information systems, and the promotion of professional human resources.
Big issues in oversea construction were derived through big data analysis. In order to analyze the evaluation results on global construction competitiveness and and an assessments on the support policies for oversea construction were conducted.
To derive the big issues in overseas construction, a candidate groups of big issues were identified through big data analysis targeting a total 53,759 issues, including 39,436 issues from major portal sites, 10,387 issues from daily newspapers, and 336 issues from construction magazines from Oct. 1,2016 to Sep. 30, 2017. The main results are as follows:
First, the main issues of overseas construction for the past year showed that markets were concentrated in the Middle East and Asia and most of them were low-price order plant projects, which revealed limitations. Although the orders of overseas construction were slightly higher in the first half of 2017 compared to the previous year, overseas construction orders are still unstable, due to uncertainties in international affairs and the drop in oil prices.
Second, assessment of interest topics based on the eight core keywords of overseas construction showed that region (29.9%) > corporation environment(22.0%) > profitability (17.0%) > organizations (15.1%) > projects (5.2%) > market environment (3.6%) > policy and system (3.6%) > education (3.5%).
Third, 10 core issues were extracted from 30 candidates issues in realtion to the eight keywords based on the spread and the continuity potentials of issues. Based on the 10 core issues, detailed analysis in the overseas construction industry was conducted and a correlation analysis on the 10 core issues of overseas construction was performed.
※ Ten core issues: an increase in order from oil producing countries in Middle East, continued difficulties in having overseas orders, earnest market capture efforts for Asia and USA infrastructure, search for new market frontier sales sources, expectation of increase in efficiency in overseas orders,due to active government support, concentration on high value-added industries realted to the 4th Industrial Revolution, government-led promotion of human resources for overseas construction, diversification of the export market while taking orders from investment and development type projects,Korean-type smart city construction, and strengthening continuous diplomatic activity through private and public collaborative support for taking orders.
Next, a survey was conducted to evaluate the overseas construction support policies from October 11 to October 27, 2017 through related specialized institutions. The main targets of the survey were the 512 general and specialized construction companies that were member companies registered in the overseas construction association, and 100 survey answers were collected.
The main results are as follows:
The assessment results about the satisfaction of overseas construction support policies showed that the overall score of concerning the 10 policies was 52.8; specifically, 50.1 points from general construction companies and 56.7 points from specialized construction companies. The specialized construction companies gave the highest score in 'promotion and education policies of professional human resources' (56.3 points), followed by 'support project policies of market frontier fund' (55.5 points), and 'site training support (OJT) project policies' (52 points). As for the general construction companies the highest score was in 'site training support (OJT) project policies' (61.7 points), followed by 'support project policies of market frontier fund' (59.8 points), and 'promotion and education policies of professional human resources' (59.6 points).
The survey results of problems and improvement in the direction of overseas construction support policies showed that the largest difficulties for construction companies to enter overseas markets was 'difficulties in useful information collection to take overseas orders' (26.0%). The 'lack of support(finance and tax) from the government (24.0%), and 'difficulties in issuing guarantee-related documents' (20.0%), were also relatively high. In addition,the area most focused on by the government and related institutions for the promotion of overseas project is 'providing overseas market information'(33%), followed by 'expansion of overseas market frontier support fund'(25.0%).
The vision proposed to strengthen the competitiveness of the construction technology outsourcing industry and policy development (drafts) were derived.
The results are as follows:
The promotion directions are set to strengthen the industrial competitiveness as follows: emerging from the backwardness of the corporate structure of construction engineering, as well as the stagnation of local construction and engineering markets, the and limitation of growth, strengthening competence for ensuring competitiveness in the global construction engineering markets,and the creation of high value-added projects. Based on the above directions,the vision of strengthening the industrial competitiveness of local construction technology outsourcing was named as「Innovation of Construction Technology and System for Creation of Quality Jobs」.
The main goals to achieve the above vision were set as follows: the achievements an improved ranking in overseas market sales in construction engineering, and the expansion of orders from overseas markets. The strategy was also established as follows: technical development and system establishment to respond to the Fourth Industrial Revolution, and improvements on systems, to strengthen global market competitiveness.
Promotion Strategy 1 「Technical development and system establishment to respond to the Fourth Industrial Revolution」refers to technology that secures a strategy to cope with the demands from industries and the Fourth Industrial Revolution. To achieve this, the following tasks were proposed:
'Demand-responsive technical development' (three promotion tasks and seven subtasks) for the purpose of infrastructure implementation, and improvements on the regulations for technical facilitation, 'Response to industrial change'(two promotion tasks and six subtasks) for the purpose of construction consulting businesses, fostering new industry promotion through fusion and convergent facilitation between industries, and 'Strengthening construction safety' (two promotion tasks and eight subtasks) for the purpose of smart management systems utilizing technologies such as ICT, leading to the increased performance of building sites, improvements on the safety of building projects, and better quality for intensive management in safety vulnerable areas.
Promotion Strategy 1 To achieve the「Improvements on systems to strengthen the global market competitiveness」, the following tasks were proposed: ‘Industrial reorganization and fostering’ (four promotion tasks and 16 subtasks) for the purpose of overseas market diversification, and the fostering global corporations, as well as strengthening the competence of the engineering industry, ‘Education for building human resources’ (three promotion tasks and 10 subtasks) for the purpose of fostering technical human resources, equipped with international competitiveness, as well as development and operation of those human resources with skilled resource management that meet global standards, and ‘Standards and systems’ (two promotion tasks and six subtasks) for the purpose of competency strengthening through the induction of technical competition in industries, moving from price-oriented to technology-oriented competitiveness, and the improvements of systems to meet the international standards.
As described above, the derived vision and promotion strategies to strengthen industrial competitiveness of the construction technology outsourcing industry the and realization of policy tasks are expected to contribute to improvements in industrial competitiveness and facilitate technical developments in the local construction engineering sector.
In the future, cooperation with McGraw-Hill in the USA will be promoted to strengthen external advertisement pertaining to the assessment results of global construction competitiveness. Moreover, targets that require a more in-depth analysis will be selected in the next year, based on the derived results of the candidates of big issues in overseas construction, and then reports concerning overseas construction issues will be published.
