본 연구는 고등교육의 핵심 주체를 학생과 교수로 설정하고 이들을 중심으로 고등교육질의 준거를 재정립하고 이에 영향을 주는 요인을 파악하여 고등교육의 질을 제고하기 위한 재정투자 방안을 제안하는 데 목적이 있다. 이를 위해 문헌분석을 토대로 고등교육의 질에 대한 준거 재정립 및 영향 요인 그리고 정부와 대학의 고등교육재정 현황을 분석하였다. 그리고 양적 분석으로 학생의 학습 투자시간과 교수의 교육 투자시간에 영향을 주는 요인을 탐색하였고 질적 분석인 학생과 교수의 면담을 통해 양적 분석의 한계를 보완하였다. 이러한 분석내용을 종합적으로 고려하여 고등교육의 질을 제고하기 위한 재정투자 방안을 제안하였다.
Ⅱ장에서는 문헌분석을 토대로 고등교육의 질을 학생과 교수가 학습 및 교육을 위해 할애하는 시간으로 설정하였다. 이는 학생과 교수가 합리적이고 자신의 효용을 극대화하는 존재라면, 제한된 자원인 시간을 학습 및 교육에 투자하는 행위는 결과적으로 학생이 학습활동, 교수가 교육활동에 부여한 가치를 반영한다고 가정하는 것이다. 즉, 교육의 질은 교사의 질을 넘지 못한다는 명제에서 교사의 질이 교육의 질을 대표하듯이 학생과 교수가 학습 및 교육을 위해 할애하는 시간이 고등교육의 질을 대표하는 것을 의미한다.
Ⅲ장 정부와 대학의 고등교육재정 현황 분석 결과는 첫째, 2016년 기준 정부 예산을 비롯한 교육부 예산과 고등교육예산, 그리고 고등교육예산에서 학자금지원사업비를 제외한 고등교육예산은 총량 측면에서 지속적으로 증가한 것을 확인할 수 있었다. 둘째, 국・공립대학의 재정 규모는 2014년 6조 9,654억 원에서 2016년 7조 492억 원으로 상승하였으나,2015년 대비 2016년 대부분의 학교 운영비 항목(복리후생비, 실비변상인적경비, 강의료,장학금, 교육・연구・학생지도비, 학교운영비, 자산취득비, 예비비 및 기타 등)은 감소한 것으로 분석되었다.
셋째, 사립대학의 재정 규모는 2013년 약 45조에서 2016년 약 50조로 꾸준히 상승하였으나, 교육과 직접 연관 있는 실험실습비, 기계기구매입비, 집기비품매입비, 도서구입비 항목의 합계는 2012년에 총 지출 대비 4.3%에서 2016년에는 3.4%로 4년 사이에 약 0.9%p가 감소하였음을 확인하였다. 넷째, OECD 국가의 경제규모(GDP) 대비 고등교육에 투자하고 있는 총 공교육비 비율을 살펴보면, 2014년 한국은 2.3%로 OECD 평균 1.5% 보다 높고, 정부 부담 공교육비는 한국이 1.0%로 OECD 평균 1.1%와 비슷한 수준이나 2014년 한국의 학생 1인당 고등교육 공교육비 수준은 $9,570로 폴란드($9,708), 라트비아($8,962), 멕시코($8,949), 터키($8,927)와 비슷한 최하위 수준임을 보였다.
Ⅳ장 학생의 학습 투자시간에 대한 영향요인 탐색에서 학생의 학습투자시간에 대한 기초분석 결과는 첫째, 대학생들은 강의 수강시간이 길수록 공부를 위해 더 많은 시간을 할애하고 있으나, 하루 동안 활용할 수 있는 시간이 한정되어 있기 때문에 강의 수강시간 대비 공부시간은 짧아지는 경향을 보였다. 둘째, 학생 배경에 따라 학습 투자시간을 비교해 볼 때, 여학생이 남학생에 비해 수업을 위해 더 많은 시간을 할애하고 있었다. 3~4학년 학생들의 공부시간이 다른 학년에 비해 가장 기나, 3학년이 4학년에 비해 강의를 더 많이 수강하고 있어, 전반적인 학습 투자시간은 3학년이 가장 긴 것으로 나타났다. 전공계열에 따라서는 의약, 공학, 교육계열 학생들의 학습 투자시간이 많은 반면, 사회계열 학생들의 학습 투자시간이 가장 적었다. 셋째, 대학 배경에 따라서는 전반적으로 수도권 대학 및 국・공립 대학 학생들이 비수도권 대학 및 사립대학 학생들에 비해 수업을 위해 더 많은 시간을 투자하고 있었다.
학생의 학습 투자시간에 영향을 미치는 요인에 대한 심층분석 결과는 첫째, 학생요인으로 여학생이 남학생에 비해 학습 투자시간이 더 많았으며, 사회계열 학생들이 다른 전공에 비해 상대적으로 학습 투자시간이 가장 적었다. 대학 입학 시 수능 등급과 대학 학점이 우수할수록 학습 투자시간이 더 많았으며, 진로성숙도, 자기효능감, 친구 및 선후배와의 교류도 학습 투자시간과 정적 관련이 있는 것으로 나타났다. 둘째, 수업과 학습을 중시하는 대학풍토와 교수가 수업 중 교육내용에 대한 기억, 분석, 적용과 같이 다양한 학습방식을 강조하는 것은 학생의 학습 투자시간과 정적 관련이 있는 것으로 나타났다.
Ⅴ장 교수의 교육 투자시간에 대한 영향요인 탐색 결과는 첫째, ‘주당 수업 시간’이나‘주당 연구활동 시간’, ‘주당 대외활동 시간’ 등이 증가할수록 교수의 교육적 활동 시간도 증가하는 것으로 나타났다. 둘째, ‘연구프로젝트 수주 건수’가 많은 교수일수록 ‘주당 교육관련 활동 시간’이 감소하는 것으로 나타났으며, 이러한 부적 경향성은 ‘수업 준비 및 피드백 시간’이나 ‘수업 개선 활동 참여 시간’, ‘학생 상담 시간’ 등에서도 동일하게 나타났다.
셋째, 교육 활동을 통해 느끼는 만족도가 높은 교수일수록 ‘주당 교육 관련 활동 시간’이 증가한 반면, 연구 활동을 통해 느끼는 만족도가 높은 교수는 교육적 노력 정도가 감소하는 것으로 나타났다.
넷째, 학생을 잘 가르치는 것에 대해 학교에서 충분한 인센티브가 제공된다고 생각하는 교수일수록 ‘주당 교육 관련 활동 시간’을 비롯한 모든 교육적 노력이 상대적으로 높게 나타난 반면, 대학에서 제공하는 일상적인 급여에 대한 만족도는 교수의 교육적 노력 정도에 유의미한 영향을 미치지 못하는 것으로 나타났다. 다섯째, 강의식 수업을 자주 사용하는 교수일수록 ‘수업 개선 활동 참여 시간’이 감소하는 반면, 대안적 수업 방법을 적극적으로 활용하는 교수는 반대 경향을 보이고 있다. 여섯째, 영향력 자체는 크다고 할 수 없으나 수업 중 교수에게 질문을 하는 학생들이 증가할수록 교수의 ‘주당 교육 활동 시간’도 함께 증가하였다.
Ⅵ장 학생 및 교수 면담 결과는 학생의 경우 첫째, 사립대학 학생들은 등록금과 생활비를 벌기 위해 아르바이트 시간을 우선적으로 할애하는 경향이 있었으며 국립대학 학생들은 상대적으로 낮은 등록금으로 인해 학업에 더 많은 시간을 할애할 수 있다는 의견이 있었다. 둘째, 취업이 어렵다고 생각하는 전공의 학생인 경우 전공 수업 보다는 취업 및 공무원 시험 준비에 치중하는 경향이 있었다. 셋째, 현장과 연계된 수업 또는 현장 경험을 갖고 있는 교수자에 대한 선호 역시 뚜렷하였다. 넷째, 학생들은 자신의 흥미와 관심이 있는 수업에 대해 상당한 시간과 노력을 할애하는데, 대학은 재정적 어려움 등으로 인해 전공 및 교양 과목의 개설 폭을 축소하여 학생들의 다양한 흥미와 관심을 반영하기에는 부족하다는 의견이 있었다. 다섯째, 학생들의 직접적인 수업 개설 요청에도 강사 섭외 등 다양한 이유로 받아들여지지 않기도 하고 심지어 학생들은 교육과정이나 수업 관련 자신들의 요구를 전달하는 통로가 부재하다는 인식도 있었다.
교수들이 교육에 시간을 할애하는 데 겪는 어려움으로는 첫째, 대학 상황에 따라 다르긴 하지만 행정 및 지원인력의 부족 등으로 교수들의 업무가 늘어나고 대학평가, 정부 재정지원사업 등을 지원하기 위한 시간 할애가 상당한 수준인 경우가 있었다. 둘째, 대학은 대학평가에서 전임교원 강의 담당 비율이 포함되고 등록금 인상 억제에 따른 재정 압박 등으로 전임교원 강의 담당 비율을 높여 대학평가에서 이점을 확보함과 동시에 시간강사료보다 낮은 전임교원 초과 강의료 지급을 통해 비용 절감을 꾀하고 있다는 지적도 있었다. 셋째, 면담에 참여한 국립대학의 경우 예산 절감을 위해 교수의 강의를 돕던 학생 인건비를 삭감하기도하였다. 넷째, 교수-학습지원센터 등에서 이루어지는 교수법 연수가 전공, 연령 등에 따라 차등적으로 진행되기보다는 일률적으로 진행되다 보니 교수법에 대한 준비도 및 적응도 등이 달라 효과적이지 않다는 지적이다. 다섯째, 승진 및 재임용에 있어 교육과 연구 점수의 형식적 비율이 아닌 연구에 대한 실질적 가중치가 높은 상황에서 교육보다는 연구에 더 많은 시간과 노력을 할애할 수밖에 없다는 의견이다. 여섯째, 대학평가 또는 정부의 재정지원사업 평가에 있어 교수의 연구 업적을 중요시 하는 경향과도 맞물려 있다는 지적이다.
Ⅶ장 고등교육 질 제고를 위한 재정투자 방안은, 본 연구에서 정의한 고등교육의 질 즉,학습 및 교육 투자시간에 대해 학생과 교수가 현재와는 다른 의사결정을 하도록 유도해야 한다. 경제학이나 의사결정이론에서 인간의 의사결정은 인간이 인식하는 제약(constraint),믿음(beliefs), 선호(preference)에 따라 달라진다고 가정하는데, 본 연구에서는 이를 받아들여 재정투자 방안을 제시하기 위한 전제를 다음과 같이 설정하였다1).
고등교육의 질 즉, 학생과 교수의 학습 및 교육 투자시간 결정은 학생과 교수가 인식하는 제약-믿음-선호에 의존한다.
이러한 전제하에 고등교육 질 제고를 위한 재정투자 방안을 학생과 교수의 제약, 믿음,선호 측면으로 구분하여 제안하였다. 학생의 제약 측면은 첫째, ‘소득 연계형 등록금’으로 고등교육재정 확충을 위해 가계소득이 높을수록 등록금 지불의사(willing to pay)가 높을 것이라는 전제 하에 ‘공식 등록금’은 동일하더라도 ‘실제 등록금’은 가계소득에 따라 차별화하자는 제안이다. 둘째, ‘국립대와 사립대 등록금 격차 축소’ 방안은 크게 세 가지로 구분할 수 있는 데 사립대에 국립대와 유사한 규모로 재정을 지원하여 사립대 등록금을 인하거나, 국립대 재정지원을 축소하여 국립대 등록금을 인상하고 그 재원을 사립대에 지원하여 사립대 등록금을 인하거나, 국립대 재정지원을 없애 국립대 등록금 수준이 현 사립대 등록금 수준과 유사하게 되고 그 재원은 저소득층 학생에게 개별적으로 지원하는 방식이다.
학생의 믿음 측면은 첫째, ‘대학 강의와 현장 실무를 연계하는 공공 플랫폼 지원’으로 이는 학생-경력자-교수를 연계하는 플랫폼(홈페이지 등)으로 각 분야에서 일하고 있는 경력자이면서 사회 공헌 특히 대학생의 성장에 관심이 있는 분들이 현장에서 활용 가능한 프로젝트를 플랫폼에 제공하고 더불어 학생의 프로젝트 결과물에 대한 피드백을 제공하며 학생은 프로젝트를 수행하고 교수는 이러한 프로젝트 결과를 학점 평가에 반영하는 방식이다. 둘째, ‘진로교육 강화’로 대학에서 제공하는 진로, 취업, 창업 서비스들이 학생들의 진로성숙도 즉, 진로계획성, 직업태도, 자기이해, 진로행동, 진로독립성을 향상시킬 수 있는 방향으로 나아가는 것이다.
학생의 선호 측면은 첫째, ‘학생 개별주제 연구과정 도입’으로 이는 자신의 삶에서 비롯된 문제의식을 구체화하여 이를 논문이나 프로젝트 등으로 발전시켜 학위증명서에 전공명과 더불어 연구 주제명을 함께 표기하는 방식이다. 둘째, ‘국가공무원 시험 선택과목 대학전공별 교과목으로 확대’로 예를 들어, 국가공무원 9급 시험과목에 선택과목이 포함된 경우 2과목을 선택하도록 되어 있는데, 여기에 현재보다 다양한 대학의 전공별 교과목을 추가하자는 것이다.
교수의 제약 측면은 첫째, ‘전임교원 책임 강의시수 증가시 교수 동의 의무화’로 고등교육법 시행령 제6조 교원의 교수시간을 “대학・산업대학・교육대학 및 전문대학의 교원(학교의 장을 제외한다)의 교수시간은 매 학년도 30주를 기준으로 매주 9시간을 원칙으로 한다.
다만, 학교의 장이 필요하다고 인정하는 경우에는 학칙으로 다르게 정할 수 있는데, 매주 9시간보다 많은 경우 전임교원의 과반수 이상의 찬성을 얻어야 한다” 라고 수정하자는 것이다. 둘째, ‘교육 조교(Teaching assistant) 확충’으로 현재 이공계나 자연계 실험실습,수학이나 글쓰기 과목 등과 같은 일부 교과목에 활용되고 있는 교육 조교를 확대하자는 것이다.
교수의 믿음 측면은 첫째, ‘국가수준의 대학 교수-학습 지원센터 설립’으로 개별 대학의 예산상 제약으로 인한 교수학습개발센터 인력의 전문성 및 프로그램의 다양성 등의 어려움을 개선하기 위해, 개별 대학에 예산을 지원하여 교육 모형을 개발하고 확산하던 전략을 국가수준의 교수-학습 지원센터 설립을 통해 지원하는 형태로 변경하자는 것이다. 둘째,‘박사과정 학과별 교수방법 교과 도입’으로 교사양성 과정의 교과교육학, 교수방법론처럼 학과별로 전공지식을 어떻게 가르치는 것이 효과적인지를 다루는 교과목을 교육과정에 포함하자는 것이다. 셋째, ‘학습분석 시스템(learning analytics) 도입’으로 각 대학이 재학생 데이터를 토대로 빅데이터 분석 등을 활용하여 학생별 맟춤형 학습 지원 및 상담 전략을 개발하여 교수에게 지원하자는 것이다.
교수의 선호 측면은 첫째, ‘교육 중심 교수업적평가 개선’으로 교육업적과 연구업적간 점수, 난이도 등을 조정하여 승진, 재임용 등에서 실제적으로 교육업적의 중요도를 높이는 것을 의미한다. 둘째, ‘대학평가 등에서 졸업생 교육만족도 반영’은 대학별로 차등적인 학생이 차등적인 기대에 기초해 고등교육을 모두 마친 후, 사회 경험을 토대로 본인이 경험한 고등교육의 가치가 어떠한 지에 대해 평가하자는 것이다.

The purpose of this study is to set the principal agents of higher education as the students and professors, to reestablish the criteria of the quality of higher education based on their needs, to identify the causes influencing the criteria, and to propose a financial investment plan to improve the quality of higher education. To this end, the reestablishment of the criteria for quality higher education, its influencing factors, and the present condition of the higher education budget at the levels of both government and universities were analyzed.
Quantitative analysis was carried out to investigate the factors influencing the students’ time invested in learning and the professors’ time invested in teaching; meanwhile, qualitative analysis was conducted using data gathered from interviews with the students and the professors to compensate for limitations in the quantitative analysis. Following the comprehensive evaluation of analysis results, a financial investment plan towards improving the quality of higher education is proposed.
In chapter Ⅱ, the time devoted by the students and the professors for learning and teaching was set as the criteria for identifying the quality of higher education centered around teaching and learning activities based on findings from a literature analysis. For this paper, the hypothesis postulates that if students and professors are rational and maximize their utility, the act of investing the limited resource referred to as time in either learning or instruction is a reflection of the value placed on the learning and instructional activities by the students and professors, respectively. In other words, just as the quality of the professors represents the quality of education, premised on the notion that the quality of education cannot exceed that provided by the professors, the hours that the students and professors dedicate to learning and teaching represent the quality of higher education.
In chapter Ⅲ, the analysis of the current higher education budgets of the government and universities revealed the following results. First, as of 2016, the actual budget for higher education, not counting financial aid for students, has increased continuously in terms of the total amount in the government budget, the budget of the ministry of education, and the higher education budget. Second,although the total budget size of national universities has grown from KRW 6.9654 trillion in 2014 to KRW 7.492 trillion in 2016, most items entailed in school operations (employee benefits, cost-compensatory costs, lecture fees,scholarships, cost for instruction/research/student advising, asset acquisition costs, reserve funds, and others) were lower in 2015 compared to the same values in 2016.
Third, even though the budget size of private universities has been on the rise, from KRW 45 trillion in 2013 to KRW 50 trillion in 2016, the sum of items such as laboratory fees, machines and tools purchasing costs, furniture and fixtures purchasing costs, and book purchasing costs, which are directly related to education, have decreased by 0.9% from 4.3% of the total cost in 2012 to 3.4% in 2016. Fourth, upon close examination of the rate of investment in higher education to the total public education budget and comparing it with the GDP of OECD countries, the rate for Korea was 2.3% in 2014, which was higher than the OECD average of 1.5%. The government-supported public education cost of Korea is 1.0%, similar to the OECD average, which is 1.1%. However, the cost of higher education per student in Korea as of 2014 was $9,570, near the lowest level, like that of Poland ($9,708), Latvia ($8,962), Mexico ($8,949), and Turkey ($8,927).
In chapter Ⅳ, the factors influencing the hours invested by students in learning were investigated. The primary results of the basic analysis were as follows: First, although the university students with longer lecture hours spent more time on their studies, the actual time spent on studying tended to decrease compared to lecture hours since the hours they are to utilize within a given day are limited.
Second, upon comparing the hours invested in learning based on the students’backgrounds, female students dedicated more hours to prepare for their classes than male students. Although third and fourth-year students spent a higher number of hours studying than students at other levels, considering that third-year students have more classes than fourth-year students, the overall number of hours invested in learning by third-year students was found to be the highest. In terms of major, students in programs such as medicine, engineering, and education had extended hours of investment in learning whereas students in the social sciences had the least number of hours invested in learning. Third, concerning the background of the university, the students from universities located in metropolitan areas and the students from national universities spent more hours on class than students from non-metropolitan schools or private universities.
The results of the in-depth analysis on factors influencing the amount of time students invested in learning are as follows. First, the factor related to students themselves is addressed. Female students’ number of invested hours for learning was greater than that of male students. Students in the social sciences had the least number of hours in terms of learning investment when compared with students of other majors. The students with a higher Korean SAT score upon entering the university and college credits invested more hours in their learning.
In addition, level of career maturity, self-efficacy, interaction with friends, and senior and junior status were also found to have a positive relation with the number of hours invested in learning. Second, a university climate that encourages students to take classes and learning seriously, and the professors’emphasis on various learning methods such as memory, analysis, and attention during class were found to have a positive relationship with students’ investment in learning hours.
Chapter Ⅴ reveals the results of the investigation on the factors influencing the number of hours invested in education by professors. First, as the ‘class hour per week,’ ‘research activity hours per week’ or ‘outside activity hours per week’ increased, the number of hours professors spent on educational activities also increased. Second, the professors with a higher ‘number of research project contracts’ seemed to have fewer ‘hours of activities related to education per week.’ Such a negative tendency was also found in the ‘hours for class preparation or feedback,’ ‘hours of participating in class improvement activities,’and ‘student counseling hours.’ Third, the professors who had a higher level of satisfaction with educational activities demonstrated increased ‘hours ofeducation-related activities per week.’ On the other hand, the professors who had a high level of satisfaction with research activities showed decreased effort in their educational activities.
Fourth, the professors who thought that the school offered enough incentives for teaching the students effectively demonstrated relatively higher education-related efforts in all areas including ‘weekly education-related activity hours.’ Whereas, the level of satisfaction with the salaries they received from the universities was found to have no significant influence on the professors’ educational effort. Fifth, the professors who used the method of lecture-based instruction often demonstrated fewer ‘hours of participating class improvement activities’ while the professors who actively used alternative instructional methods were found to be otherwise. Sixth, although the influence itself was very small, the professors’ ‘weekly education activity hours’ increased as the number of students asking them questions also increased.
The result of the in-depth interviews with the students and the professors are as follows. First, respondents expressed that students in private universities tended to prioritize part-time jobs to earn tuition fees and living expenses whereas students in national universities had more time to dedicate to learning due to the relatively lower tuition fees. Second, the students with majors that generally have greater difficulties in securing a job following graduation tended to focus on preparing for employment or a civil service examination. Third, student preference for professors who either offered classes related to their field or had field experience was undeniable. Fourth, respondents expressed that while the students dedicated significant time and effort to the classes in which they were interested, the school was not able to accommodate students’ diverse interests due to the university’s financial difficulties. Fifth, although students requested the opening of classes directly, the request was not granted for various reasons, such as difficulty allocating the appropriate instructor. The students also expressed the perception of the lack of an appropriate channel through which they could convey their requests regarding the curriculum or class.
The difficulties professors face in allocating their time are as follows. First, although professor workload may differ based on each school’s situation, it is increasing overall due to a lack of administrative and support personnel. In some cases, a significant amount of time is dedicated to supporting university assessments or government-financed projects. Second, respondents also pointed out that universities increased the lecturing rate of full-time faculty because having a high rate of full-time lectures given by faculty results in a better assessment of the school. Moreover, the school can also save costs by paying lower lecture fees to full-time faculty than the amount payable to adjunct instructors. Third, one of the national universities that participated in the interview cut the personnel expenses of students who helped the professor’s lessons due to a reduction in budget. Fourth, since the training on teaching methods conducted at the education support center for the professors are implemented uniformly instead of differentiated by major and age, the training for the teaching methods were highlighted as ineffective. Fifth, professors expressed that more time and effort had to be given to research than teaching due the fact that the actual weight assigned to research was higher than the formal percentage assigned to teaching and research for promotion and reappointment. Sixth, this circumstance is also interlocked with the tendency towards considering the research achievements of professors as crucial in evaluating government-financed projects or university evaluations.
Chapter Ⅶ discusses the financial investment plan for improving the quality of higher education. It is necessary to guide the students and professors towards making different decisions in the future regarding the amount of time invested in learning and teaching, which together comprise the quality of higher education,as defined by this study. Economic or decision-making theories assume that the decision-making of human beings differs based on their perceptions of constraints, beliefs, and preferences. This study adopts this hypothesis and sets a premise for offering a financial investment plan as follows69).
The quality of higher education, in other words, a determination of the number of hours invested by both students and professors in learning and teaching depends on the constraint-beliefs-preference perceived by both students and professors.
Under such a presumption, a financial investment plan to improve the quality of higher education is proposed here by classifying responses into the constraints, beliefs, and preferences of the students and faculty. To address the students’ constraints, the plan first is the implementation of an ‘income-linked tuition fee’ with the premise that the higher the family income level, the stronger their willingness to pay for tuition will be. This proposal intends to differentiate ‘actual tuition fees’ based on family income even though the ‘official tuition fees’ remain the same to expand the financial capability of higher education. The second step delineated by the plan is to decrease the difference in tuition fees between national universities and private universities. Three approaches to accomplishing this are suggested as follows: finance private universities at the same scale as the national universities to decrease the tuition fees of the former, reduce the financial support provided to national universities to cause an increase in their tuition fees and leverage the savings to finance private universities, thereby causing their tuition fees to decrease, or get rid of the financial support currently provided to the national universities to bring their tuition fee to the same level as that of private universities and use the savings to support students from low-income families on an individual basis.
In terms of the students’ beliefs, the first was ‘supporting the public platform linking university lectures with field work.’ This refers to a platform (e.g., website) that links the student-professional-professor and is used by professionals in each industry who are also interested in making a social contribution and supporting the growth of college students; through this platform, they offer students the opportunity to participate in real projects that can be utilized in the field and also provide feedback on the students’ project outcomes. The students carry out the projects and the professors reflect the project result in the grades awarded. The second belief is ‘strengthening career education,’ which is accomplished through career and start-up services offered by the school that are designed to improve the students’ career maturity, including career planning, attitude, self-understanding,career moves, and career independence.
The students’ preferences will be addressed first by ‘'adopting a research process that aligns with the student's topic.’ This is a method where the students think critically on a topic or idea, which is then materialized into a thesis or project. On the diploma, the name of the topic of this work is included together with the name(s) of their major. The second step in addressing student preferences consists of the ‘expansion of electives for the national civil serviceexamination to include subjects by majors of university. For example, participants in the examination administered for the position of 9th level civil servant must choose two subjects if an elective is included. The idea here is to add course subjects from various majors of university.
Concerning the restrictions expressed by the professors, the first is the‘maximum lecture hours responsible by the full-time faculty.’ The idea is to modify Article 6 of the Higher Education Act to reflect the following: “the maximum teaching hours of faculty members (excluding the deans) of universities, industrial universities, educational universities, and technical college are set as nine hours per week on the basis of 30 weeks per school year. However, if the dean recognizes the need, this maximum number may be set differently based on school regulations. If the maximum is set at more than nine hours, the majority of the full-time faculty members must agree on the proposed number of hours.”
The second is the ‘expansion of teaching assistants.’ This suggests expanding the use of teaching assistants, who are currently only being utilized for certain subjects, such as laboratory experiments in engineering or science, mathematics, and writing.
Regarding the professors’ beliefs, the first suggestion is the ‘establishment of national-level university faculty-teaching support center.’ To overcome the difficulties stemming from the budget restrictions of individual schools, such as securing a professional workforce and the programmatic diversity of the faculty teaching development center, this idea suggests transitioning from the existing strategy of financing individual universities to develop and expand the educational model towards providing support in a different form by establishing a national faculty learning support center. The second suggestion is the ‘adoption of a teaching method course by doctoral students,’ which means including a course on effective methods of teaching specific knowledge in the curriculum,similar to the way Pedagogy and Teaching Methodology are incorporated into teacher training courses. The third suggestion is ‘adopting the learning analytics,’ which means that each school should support its faculty members by utilizing big data based on current student data to develop a customized learning support and counseling strategy for individual students.
Concerning professors’ preferences, the first is ‘improving the professors’ educational achievement evaluation’ which means adjusting the scores of educational and research achievements as well as the level of difficulty, to increase the importance of educational achievement in promotions and reappointments. The second is ‘reflecting the graduates’ level of satisfaction with education in the school evaluation.’ This means different students with varied expectations at each school should evaluate the value of the higher education they have experienced after completing their program, based on their social experience.
