제염 폐기물은 임시저장시설에서 중간저장시설로 제염폐기물이 운반되고 있다. 일본 현지에서는 2015년 3월부터 파일럿 운반이 시행되었으며, 이를 바탕으로 2016년 3월부터 본격적인 운반이 실시되었다. 이로 인하여 주민들은 운반경로 인근 지역에 대하여 방사선 안전성 확보를 요구하고 있는 실정이다. 이에 따라 본 연구에서는 후쿠시마 원전사고 이후 일본 현지현황을 바탕으로 제염폐기물의 운반작업 시 방사선학적 안전성 평가를 실시하였다.
일본의 현지 운반 현황을 분석해 보았을 때, 일본에서 시행하는 제염폐기물의 운반 대상은 두 가지이다. 첫째는 후쿠시마 현 내에서 제염에 따라 발생한 토양과 폐기물(초목, 낙엽, 진흙 등)이고 방사능 농도가 100,000 Bq/kg을 넘는 소각재 등 상기 이외의 폐기물이다. 운반의 방식은 직행운반과 집약운반이 있으며 직행운반은 기존의 임시저장시설에서 중간저장시설로 직접 운반하는 방식이고 집약운반은 기존 임시저장시설을 포함하여 적재 장소에 제염토양을 집약하고 운반하는 방식이다.
후쿠시마 원전사고 이후 제염작업으로 발생한 제염폐기물의 임시저장 및 운반으로 인한 방사선학적 안전성 평가를 위해 국제원자력기구(IAEA; International Atomic Energy Agency) 안전지침 TS-G-1.3에서는 방사성물질 운반으로 인한 피폭 방사선량 평가방법으로 기록문서 기반 평가방법, 운반지수를 이용한 평가방법, 전산코드(INTERTRAN, RADTRAN, RISKIND, Micro Shield 등)를 이용한 평가방법들을 제시하고 있다. 미국 에너지국(DOE; Department of Energy) 운반위험도 평가 핸드북에서는 전산코드를 이용한 피폭방사선량 평가 방법에 대하여 나타내고 있다. 이를 바탕으로 본 연구에서는 INTERTRAN-2 전산코드를 이용하여 제염폐기물 운반 시 방사선학적 안전성 평가를 수행하였다.
제염 폐기물 운반 시 방사선학적 안전성 평가 결과 이와키 시 운반경로에서 정상운반 시 일반인 피폭방사선량은 운반 1회당 일반인 집단선량은 Link 1에서 가장 높게 나타났으며, Link 2, Link 4, Link 5 순으로 나타났다. 운반작업을 고려한 일반인 집단선량은 Link 4에서 가장 높게 나타났으며, Link 5, Link 1, Link 2 순으로 나타났다. 일반인 개인 최대피폭방사선량은 일반도로 3 m 지점에서 2.70 × 10-6 mSv로 일반인 선량한도에 비해 낮은 수치를 나타내었다. 정상운반 시 작업자 선량의 경우 아사카와 정 경로에서 0.26 mSv/y, 이와키 시 경로에서 1.07 mSv/y로 나타났으며, 이 또한 작업자 선량한도 미만으로 나타났다. 본 연구에서 수행한 제염 폐기물 운반 시 방사선학적 안전성 평가결과는 향후 제염폐기물 운반 안전관리 가이드라인 개발에 활용될 수 있을 것으로 판단며 방사선 비상 시 제염작업 및 제염작업 후 폐기물 관리방안 연구에 기초자료로 활용될 것으로 판단된다.

Therefore, the Japanese government carried out the decontamination work on the site of the wide area and stored the decontamination waste at the temporary storage facility. The amount of temporary decontamination waste is about 753 million m³, and the amount of waste transported to the intermediate storage facility is estimated to be about 1,060,000 m³.

In the International Atomic Energy Agency (IAEA) Safety Guideline TS-G-1.3 for the evaluation of the radiological safety due to the temporary storage and transportation of decontamination waste caused by the decontamination operation after the Fukushima nuclear accident, the radiation dose Evaluation methods using record document based evaluation method, evaluation method using transport index, and computer code (INTERTRAN, RADTRAN, RISKIND, Micro Shield, etc.) are presented. Based on this, we conducted the radiological safety evaluation of transporting decontamination waste using INTERTRAN-2 code.
Radiation safety evaluation results for transporting decontamination waste The average radiation dose for the public during the normal transportation in Iwaki City transportation route was highest in Link 1, Link 2, Link 4 and Link 5 in the order of transportation. The collective dose considering the transportation work was the highest in Link 4, Link 5, Link 1, Link 2. The maximum individual exposure dose of the general public was 2.70 × 10-6 mSv at 3 m of the general road, which is lower than the general dose limit. In the case of normal transportation, the worker dose was 0.26mSv/y in Asakawa route and 1.07 mSv/y in Iwaki city route, which was also below the worker dose limit. The result of radiological safety evaluation carried out in this study can be used to develop guidelines for safe management of decontaminated waste transportation in the future. It is used as basic data on waste management plan after decontamination operation and decontamination operation in case of radiation emergency.
