In response to the Nagoya Protocol, which entered into force on October 12, 2014, the National Institute of Biological Resources (NIBR) has carried out joint researches on overseas biodiversity and also international cooperation projects. This has expanded the cooperative relations with mega-diverse countries and has become a great help to support the bio-industry for commercialization of useful biological resources.
In 2016, the NIBR further enhanced the cooperative relations with countries providing biological resources, to respond to the Nagoya Protocol. The NIBR published 「ANIMALS of YANJI, CHINA」 as a result of the joint research with the Institute Of Zoology – Chinese Academy of Science, and also published 「COMMON INSECTS of MONGOLIA」 through the cooperation with the National University of Mongolia. Joint research with the Forest Department of Myanmar resulted in the publication of 「The Handbook of Medicinal Plants of Mt. Popa, Myanmar」 and also the establishment of a storage room in Myanmar to store specimens, which the NIBR donated to the FD.
Moreover, in July, international symposium was convened with the theme of the Importance of International Cooperation: from Discovery to Commercialization of Biological Resources, and this served as a good opportunity to share the results of joint research and strengthen the cooperative relations between the NIBR and partner countries. The NIBR also held a training program to build capacity of public officials in partnering countries for specimen management.
To enhance cooperation on biodiversity and also to secure overseas biological resources, in 2016, the NIBR has signed MOUs with mega-diverse countries; first with Brunei and second with the Forestry Administration of the Ministry of agriculture, Forestry and Fisheries, Cambodia. The NIBR also has signed MOAs; first with Dalat University, Vietnam for cooperation in management of useful biological resources and establishment of a storage room; second with the Tanzania Wildlife Research Institute, Tanzania for cooperation in research on birds and traditional medicinal plants of Tanzania; and lastly with the National University of Mongolia on joint research for the restoration of degraded grasslands and mass production of useful biological resources in Mongolia.
Based on the analysis results of efficacies and related patents of overseas useful biological resources in Cambodia and Laos in 2015, the NIBR published and distributed to industries and academia 「Overseas Useful Biological Resources – I, Cambodia and Laos」, and in 2016, the NIBR has further studied related patents and preceding papers on useful biological resources in Cambodia, Mongolia, Vietnam and Tanzania. Through joint research with partnering countries on useful biological resources, 3 patents under the Patent Cooperation Treaty have been filed in 2016 for the species with high potential for commercialization. In addition, technology was successfully transferred to a cosmetic company for the development of cosmetic products from Cambodian useful plant species.
The heightened cooperative relations with mega-diverse countries will facilitate the process to secure overseas biological resources in a legitimate way and to build an international network for the bio-industry. Also, the donation of specimens and the establishment of specimen storage rooms can strengthen the recognition that international joint research on biological resources can contribute to conservation of local biodiversity. Last but not least, the transfer of technology to the bio-industry can set an exemplary model to support the bio-industry which struggles with discovery and utilization of overseas biological resources under the Nagoya Protocol.
