The impact of large-scale disasters is not limited to individual distress but also entails disruption in family, work, and community, and leads to national loss. Thus, prevention and intervention for disasters are important social and national issues and of great interest to communities and the nation, in addition to disaster survivors and bereaved families.
Identifying core competencies for mental health professionals working in disaster situations and developing systematic, evidence-based curriculum of education and training are needed to response effectively to disasters, mitigate the impact, and prevent future disasters. Furthermore, it is important that trained individuals are able to utilize and apply the knowledge and skills obtained through training in actual disaster situations.
In order to achieve this, it is necessary to develop an educational system that takes responsibility for clarifying certification standards for training programs and managing professionals.
The purpose of the present study is to develop training programs for disaster mental health and an effective training and management model for disaster mental health responders and professionals. Specifically, we aimed to develop disaster mental health workforce and a training and management model.
Also, we aimed to develop contents and methodologies of training programs and examined the effectiveness of the training programs we developed. Lastly, we aimed to develop a website and social network service system to share information and manage disaster mental health workforce across the nation.
The following long-term research plan was implemented to meet our research goals. In the first year of the project, we focused on building a foundation for disaster mental health. To achieve this goal the following were performed: 1) identification of core competencies and development of curriculum for disaster personnel training and management, as well as initial criteria guidelines for certification of disaster relief personnel; 2) development of a multidimensional competency scale at individual and organizational levels and the composite capacity indicators for disaster response; 3) development of training manuals for acute disaster response as well as leadership and communication (educational and lecturer versions); 4) development of a beginner course in disaster response for disaster mental health and examination of its effectiveness; and 5) examination of effective methodology for education and training for DMH-CAT (Disaster Mental Health Crisis Assistance Team).
In the second year of the project, the application phase, we sought to reach the following goals: 1) developing a training and management model for disaster mental health workforce; 2) construction and implementation of a website and social network service; 3) development of training manuals for subacute disaster response and non-mental health disaster-related personnel; and 4) provision of beginner and intermediate training courses and examination of their effectiveness.
In the second phase (the third and fourth year) of the project, our primary goal was to organize and expand the application of training and the following were performed; 1) developing a nationwide network of disaster related personnel using the website and SNS, developing web-based training contents and database, and tracking and managing individuals fulfilling training requirements and database for training effectiveness; 2) developing training manuals to specific vulnerable groups and type of psychological problems (educational and lecturer versions); 3) administering beginner, intermediate, and advanced training courses for trainees and educators and examining their effectiveness, 4) developing and examining effectiveness of training methodology to strengthen multidimensional competency for disaster mental health professionals, and developing evidence-based management guidelines for DMH-CAT.
In the fifth year of the project, evaluation, refinement, and revision, if necessary, of the training manuals and components will be conducted to improve completeness of research output and research goal achievement.

Expected Contribution
The present study contributed to establish a nation-wide disaster mental health workforce network by providing beginner, intermediate, and advanced courses for disaster mental health personnel. In addition, the website, ‘disaster mental health professional management system’ developed through this study enabled us to manage nation-wide disaster mental health workforce and to provide online education. It is expected that this will mitigate regional imbalance in disaster mental health resources and improve communications and networking across disaster-related mental health institutions across the nation. Also, outcomes of the study will contribute to long-term management of education and workforce development.
From a technical perspective, the present study contributed to improvement in competencies of disaster mental health professionals and quality of education and training for prospective professionals, first of all. Secondly, the present study contributed to improvement in competencies of professionals not only at an individual level but also at team/organizational level by developing a teamwork training program and management guidelines for disaster mental health crisis assistance team (DMH-CAT) in addition to training programs to increase individual competencies. Third, the training models and educational materials developed in this study have great potential to disseminate to other countries, and thus this study is expected to contribute to internationalization of disaster mental health training and management system in Korea.
From an economic perspective, it is expected that social economic cost will reduce through early amelioration of psychosocial impact following disasters.
Particularly, effective disaster mental health support will enable us to rebuild trust and connection in disaster affected communities and to facilitate psychological recovery of victims and survivors. This will diminish direct and indirect medical, counseling costs due to disasters. Also, it is expected that the disaster mental health crisis assistance team (DMH-CAT) model is applicable to all communities across the nation.
All research outcomes of the present study will be transferred to the National Center for Trauma following termination of the research project.
Thus, it is expected that training models, programs, and management systems developed on the website continue to be used for training, developing, and managing disaster mental health professionals and related personnel.
