1) O2O 서비스 현황

4. 연구 내용과 결과
1) O2O 서비스 현황
국내외 O2O 서비스 시장은 기존 주요 분야인 운송의 모빌리티, 숙박 예약 및 공유, 식음료배달 및 유통 분야를 중심으로 생활, 인력 등 다양한 분야로 확대되고 있다.
글로벌 O2O 스타트업 중 모빌리티, 숙박, 음식분야의 O2O기업에 투자가 집중되고 있다.
2019년 10월 기준 유니콘 상위 10개 기업 중 O2O기업은 3개로 디디츄싱(모빌리티), 에어비앤비(숙박), 그랩(모빌리티)가 각각 2위, 5위, 10위를 기록했다. 국내도 과학기술정보통신부와 정보통신산업진흥원(2019)의 실태 조사 결과에 따르면, O2O서비스업체의 매출액을기준으로 식음료배달 및 유통, 운송의 모빌리티, 숙박 예약 및 공유분야가 전체 시장에서 차지하는 비중은 각각 24.4%, 10.9%, 18.3%로 총 53.6%에 달한다.
□ 모빌리티
모빌리티의 경우, 전세계적으로 우버가 승차공유 서비스 주요 사업자이나, 중국, 동남아시아 등 일부지역에서는 중국의 디디츄싱, 싱가폴의 그랩택시, 인도네시아의 고젝, 인도의 올라이 대중교통, 결제 등 현재 교통현황에 최적화된 서비스를 제공하는 로컬사업자가 우버 대비 독점적 경쟁력을 확보했다. 글로벌 O2O 모빌리티업체는 기존 자동차 중심의 모빌리티에서 운송 수단 및 이용 대상을 다양화하거나 모빌리티 서비스에 기반해 음식배달 등 다른 서비스로 비즈니스를 확대하고 있다. 우버의 경우, 음식 배달 서비스 Uber Eats, 화물운송서비스 Uber Freight, 환자 운송을 위한 B2B 차량 운송플랫폼 등을 시작하였다. 또한,근거리 이동에서 자전거, 스쿠터, 킥보드 등 개인용 모빌리티 공유서비스인 마이크로모빌리티서비스가 급격히 확산됨에 따라 차량 공유업체도 이에 진출했다. 우버는 전기자전거 공유서비스업체 점프(Jump)를 인수하고 전동킥보드 업체인 라임(Lime)에 투자했으며, 리프트는 자전거 공유 서비스 업체 모티베이트(Motivate)를 인수했다.
국내의 승차공유는 규제로 주요 모빌리티 O2O 서비스는 택시호출서비스로 주요 사업자인 카카오택시는 기존 택시 호출서비스 뿐만 아니라 대리운전, 주차까지 통합한 카카오T서비스를 제공한다. 택시 호출 서비스 자체도 다양화하고 있다. 마카롱은 실시간 호출 서비스 뿐만 아니라 예약 서비스를 통해 단순 호출 서비스에서 나아가 자녀 안전 귀가, 부모님 병원 방문 등 개인 맞춤형 서비스를 제공할 계획이다. 한편. 국내도 최근 마이크로 모빌리티 서비스가 급속히 확산되고 있다. 2018년 9월 킥보드 공유서비스를 시작한 킥고잉의 가입자는 지난 5월 기준 10만 명을 돌파했다.
□ 식품/음식
식품/음식분야의 주요 O2O 서비스인 글로벌 배달 O2O 서비스는 기존 오프라인 사업자 대체 없이 온라인 플랫폼을 통해 주문부터 배달까지 기존 서비스를 최적화함으로써 전세계적으로 급속하게 성장하고 있다. 기존 음식배달에 있어서 경쟁력 확보를 위해 데이터를 활용한 배달시간 축소와 식음료까지 배달 품목을 확대하는 한편 공유주방과 같은 식품 관련신규 영역으로 플랫폼을 확장하고 있다. 공유주방은 주방 시설은 시간당 임대해주는 비즈니스로 미국의 음시배달업체인 우버이츠, 도어대쉬, 그럽허브, 영국의 딜리버루(Deliveroo) 등이 공유주방에 진출해 있다.
국내 식품/음식 O2O 서비스는 음식점 중심의 중개비스와 신선식품 및 음식재료 유통서비스로 나눌 수 있다. 전자로 배달의 민족, 배달통, 배달요기요, 쿠팡이츠 등의 음식점과 소비자를 중개하는 비즈니스가 이에 속한다. 후자로는 대표적으로 배달의 민족의 B마트,마켓컬리가 있으며, 각각 자체 물류장고에서 편의점이나 마켓의 간편식 1시간내 배송과 신선식품의 새벽배송으로 제품별로 유통을 차별화하였다. 최근 음식점 중개 배달업체인 배달의 민족이 간편식 배송까지 확장해 분야간 경계가 무너지면서 업체간 경쟁이 심화되고 있다. 이에 따라 라스트마일까지 배송 최적화를 위한 데이터 활용과 컬리의 택배사업자 지위 획득 등 물류강화가 이뤄지고 있다. 음식 배달앱 시장의 성장으로 음식점과 이륜차 중심 배달기사와의 배달을 중개하는 배달 중개 서비스와 자체 매장을 갖추지 않고도 음식점 운영이 가능한 주방 임대 서비스인 공유주방시장도 성장하고 있다. 전자의 대표적인 업체는 바로고, 생각대로, 메쉬코리아(부릉) 등이 있고 후자는 위쿡, 클라우드키친 등이 있다.
□ 숙박/레저
숙박/레저분야는 숙박 서비스를 세분화하는 한편 숙박 서비스 이용자를 대상으로 관련 서비스를 확장하고 있다. 투지아는 로컬 서비스업자들과 계약을 맺어 청소, 빨래 등의 서비스를 제공하고 애완동물 데려갈 수 있는 숙소, 고급주택 등 다양한 종류의 숙소를 제공하고 있다. 에어비앤비의 경우, 여행지에서 요리, 예술, 음악, 야외활동 등 레저 서비스를 제공하고 있다.
국내 숙박분야는 에어비엔비가 제공하는 숙박공유서비스가 규제로 비즈니스가 제한됨에 따라 앱을 통해 기존 숙박업체와 사용자를 연결하는 숙박 예약서비스가 주요 비즈니스이다. 야놀자가 유니콘으로 올라설 정도로 숙박예약서비스시장이 성장함에 따라 업체간 M&A 통한 경쟁력 강화하거나 글로벌 매각이 이뤄지고 있다. 숙박공유에 대한 규제에도 다양한 형태의 숙박공유서비스가 등장하고 있다. 다자요는 농어촌지역의 빈집을 집주인으로부터 10년간 임해해 숙박 공유서비스 후 수리를 거쳐 돌려주는 비즈니스를 전개했다.
□ 기타
O2O 서비스는 기존 주요 O2O 서비스인 모빌리티, 음식배달, 숙박 서비스 외에도 다양한 생활 분야로 확산되고 있다. 특히, 중국에서는 홈서비스(보조베터리, 우산 등 물건 공유서비스, 세탁, 인테리어 등), 라이프스타일 서비스(헤어, 뷰티, 운동, 반려동물 등), 정보 공유 O2O 서비스(결혼, 의료 등) 등으로 O2O 플랫폼을 통해 온라인과 오프라인을 결합하여 생활의 편의성을 제고하고 있다.
국내도 식품/음식, 모빌리티, 숙박의 주요 서비스 외에도 부동산, 인테리어 등 생활서비스, 가사 인력. IT인력 등의 가정과 기업의 인력중개 서비스 등도 자리 잡아가고 있다. 서비스 안착의 주요 요인은 기존 중개서비스가 O2O 플랫폼서비스로 변모하면서 거래가 투명하게 절차에 따라 진행됨에 따라 거래의 편리성과 함께 신뢰가 제고된데 있다. 아울러 중개에서 나아가 거래가 성공적으로 완료 되도록 추가 서비스를 제공해 거래 성공률을 높인 것도 O2O 서비스 정착에 기여했다. 부동산 O2O 플랫폼인 다방의 경우, 부동산의 허위성 여부를 확인하는 확인매물 시스템을 운영 중이며, 인테리어 O2O업체인 집닥은 시공이 결정된 인테리어 공사에 대해서는 공사 진행을 점검하는 한편 재시공, A/S 등 인테리어 공사 완료까지 단계별 맞춤 서비스를 제공한다. IT 전문 인력을 중개하는 위시캣의 경우도 단순 중개를 넘어서 프로젝트 사전 상담, 대금 보호시스템, 안심계약서비스 등을 마련해 성공적으로 완료될 수 있도록 기존 IT인력 중개 제도를 개선했다. 가사인력 중개서비스의 경우, 가사도우미 중개업이 O2O 서비스 플랫폼을 이용하면서 단순한 중개서비스가 아니라 O2O 업체는 등록된 서비스공급자에 대해 자체 신원 확인 및 직무 교육을 통해 서비스의 안정성과 전문성을 제고해 가사도우미 중개업을 체계화하였다.
2) O2O 관련 정책 이슈
□ 규제 이슈
규제 이슈는 O2O 서비스 활성화를 위해 반드시 살펴봐야할 주요 이슈 중 하나이다. O2O서비스에서의 규제 이슈를 해결하는 방향은 크게 기존 규제의 개선, 규제 샌드박스의 활용으로 구분해볼 수 있다. 모빌리티 분야에서 여객자동차운수사업법 개정안이 제시된 것은 전자에 해당한다. 개정안의 방향은 다음과 같다. 첫째는 모빌리티 사업자로 하여금 기존 준대중교통수단인 택시에게 부여된 면허제와 같은 플랫폼운송면허를 취득하도록 한다는 것과 여객자동차법 시행령상 승합자동차에 대한 운전자 알선 허용 규정에서 ‘관광목적’으로 알선하는 경우만을 허용한다는 것이다. 모빌리티를 대중교통체계에 대한 대안이라고 보더라도 전환기에 사회적 갈등을 야기할 것이라는 점, 어떤 형태의 교통규제체계가 설계될 필요가 있다는 점에서 일단 여객자동차운송 플랫폼사업이라는 형태로 모빌리티를 편입시키려는 시도 자체는 긍정적으로 볼 여지가 있다. 그러나 모빌리티를 여객운송에 국한시킬 수 있을 것인지, 여객운송으로 보더라도 기존 체계에 편입시키는 것이 적절한지, 보다 구체적으로 총량규제나 면허기준, 면허 매입 등의 실증적 분석이 따라야 할 것이다.
공유주방은 규제 샌드박스를 통해 규제 문제를 해결한 대표적 사례이다. 식품위생법에 의하면 하나의 주방을 다수의 사업자가 공유하는 공유주방은 현행법상으로는 인정되지 않는다. 2019년 7월 11일 과학기술정보통신부(이하 ‘과기정통부’)는 ‘제4차 신기술 ․ 서비스 심의위원회(이하 심의위원회)’를 개최하여 공유주방에 대한 규제 샌드박스 지정여부를 심의하였다. 심의 결과 복수사업자가 영업신고를 하여 주방시설을 공유하는 것과 공유주방 내 생산재품을 B2B방식으로 유통 및 판매할 수 있도록 실증특례를 부여하기로 하였다. 이에 따라 위쿡 사직지점에서 시작하여 식약처와의 협의하에 추가 지점을 최대 전국 35개 지점(수도권 15개 지점)으로 특례 적용이 가능하게 되었다. 부수하여 문제가 되는 식품위생에 대해서는 별도의 위생관리를 위한 책임자 지정‧운영, 제품별 표시사항 기재 및 유통기한 설정, 분기별자가품질검사 실시 등을 조건으로 하였다.
□ 이해관계자간 갈등
본 연구에서는 우리나라에서 O2O의 등장이 야기하고 있는 이해관계자간 갈등을 크게 새롭게 등장하는 O2O 업체와 유사 서비스를 이미 제공하고 있던 오프라인 업체와의 갈등과 O2O를 새로운 오프라인 서비스 공급 채널로 활용하기 시작하는 오프라인 업체와의 갈등으로 구분하여 살펴보았다.
O2O 서비스와 유사 오프라인 서비스 사업자와의 갈등은 피할 수 없는 현실이다. 새롭게 등장하는 O2O 서비스가 유사 오프라인 서비스 사업자에게는 경쟁자의 출현을 의미하기 때문이지만, 이들의 갈등은 특히 전통 오프라인 서비스가 면허 기반으로 운영될 때 골이 깊다. 운송서비스가 대표적 사례이다. ‘우버’, ‘콜버스랩’, ‘풀러스’, ‘타다’ 등 다양한 신규 플랫폼 기반 모빌리티 서비스는 시장 출시와 함께 택시 업계와의 갈등으로 서비스 중지, 비즈니스 모델 변경, 서비스 제공 조건 부여 등으로 어려움을 겪고 있다.
O2O 플랫폼의 주요 수익 모델인 수수료와 광고는 O2O 플랫폼을 이용해서 서비스를 제공하는 오프라인 사업자와의 갈등을 야기하고 있다. 배달앱 이용과 관련된 실태조사들에 따르면 음식점 업주들의 배달앱 이용이 직접적인 경제적 손해를 일으키고 있는 것처럼 보이지는 않는다. O2O 플랫폼의 주요 수익모델인 광고와 수수료에서 소상공인들과의 갈등이 지속적으로 일어나는 것은 O2O 서비스의 성장 관점에서 긍정적이지 못하다. 따라서 적정 수수료와 광고비를 논하기에 앞서 O2O 플랫폼의 효과를 관찰할 필요가 있다. O2O 플랫폼을 활용하는 소상공인들에 대한 실태를 면밀히 파악하고 O2O 플랫폼의 활용이 소상공인의 수익 및 시장 경쟁에 미치는 영향을 관찰하여 O2O 플랫폼의 시장에 미치는 영향을 파악하여야 한다.
□ 플랫폼 경쟁력 강화
대체로 O2O 플랫폼들은 다음과 같은 발전경로를 보인다. 니치마켓과 혁신적 BM에 기반한 플랫폼 생성→이용자 확대를 통한 플랫폼 규모 확대→기술/서비스 고도화, 다각화를 통한 수평적 확장→단일 플랫폼의 편의성 제고→플랫폼간 경계를 붕괴하며 플랫폼 자체를 확장하는 경로이다.
여타 디지털 플랫폼들과 마찬가지로 O2O 플랫폼은 플랫폼을 공급자와 수요자의 참여를 유도하여 플랫폼을 일정 규모로 확대하고, 글로벌 수준의 네트워크를 구축한 후, 플랫폼의 차별화를 통해 지속가능한 확장을 해나가는 것이 성장의 관건이며, 이 과정에서 멀티호밍의 방지나 이용자 이탈 방지 전략 등이 필요하다. 또한, 이 플랫폼이 차별화된 공급과 수요를 확보하고, 즉시성과 편의성을 담보한 매칭을 제공할 수 있는지, 어떻게 확장해나갈 수 있는지가 플랫폼 경쟁력의 강화를 위해 중요한 문제일 수 있다. 그러나, 가장 중요한 것은 오프라인의 공급자와 수요자를 매개한다는 측면에서, 기존 오프라인 공급시장에 비해 어떤 부가가치를 형성하는가, 얼마나 효율적인 매칭을 매개하는가 등의 차별성의 전제이다. 이는 O2O 서비스가 기존 서비스와 소비행위에 혁신성을 부여하는 중요한 요인이다.
이 외에도, 본 연구에서는 기술적용과 서비스의 확장, 신시장 확장 가능성 등의 확장성, 지속적인 차별성과 확장성을 담보하기 위한 수단으로서의 기술력 등이 O2O 플랫폼의 경쟁력을 강화할 수 있는 요인으로 지목한다.
본 연구에서는 상기 요인들을 기존 오프라인 공급시장과의 차별성, 기술도입, 확장성으로 단순화하여 국내 O2O 시장에서 높은 점유율을 가지고 있으며 기존시장과 가장 접점이 많고, 기술기반의 혁신을 활발히 수행하고 있는 식품/음식, 물류, 모빌리티 세 개 분야의 기업을 대상으로 인터뷰와 사례분석을 진행했다.
국내 O2O 플랫폼들은 기존 공급시장의 니치마켓에서 정확한 타겟층을 설정하고 차별화된 서비스를 전개하고 있다. 또한, 단순 거래나 매칭 뿐 아니라 플랫폼이 새로운 기술을 탑재한 서비스, 이전에 없던 틈새 서비스를 발굴, 제공하면서 기존시장에 없던 부가가치를 생성하고 있는 것으로 판단되나, 주류시장 혹은 글로벌 시장으로의 확장을 시도하지는 못하고 있다. 주류시장으로의 확장의 경우, 오프라인에서 성장해서 온라인으로 영역을 넓히고 있는 기존 주요 플레이어들과의 치열한 경쟁에 노출될 우려가 있어, 지속적인 차별성을 담보할 수 있는 서비스모델의 혁신, 유사한 서비스모델을 가진 타 중소 플랫폼들과의 협력체계를 구축하여 경쟁에 대응해야 할 필요가 있다.
3) 정책적 시사점
□ 플랫폼 특성에 부합하는 정책
O2O 플랫폼에 대한 정책 수립을 위해서는 세밀한 ‘업’에 대한 관찰이 요구된다. 해외 주요국에서는 ‘인터넷 플랫폼’에 대해 별도의 규제나 진흥을 하기 보다는 사업자의 자율규제에 맡기고 시장의 상황을 모니터링하고 있는 움직임을 보인다. O2O 서비스도 인터넷 플랫폼의 일부로 적극적인 정부의 개입 이전에 시장의 상황에 대한 모니터링이 필요하다. 특히, O2O 서비스의 경우에는 해당 서비스가 속해 있는 ‘업’의 시장 상황이 O2O로 인해 어떻게 변화하고 있는지, 해당 업의 디지털화 정도 즉, O2O가 해당 시장에서 어느 정도의 시장 영향력을 갖고 있는지 등을 지속적으로 관찰할 필요가 있다. O2O와 직접적 경쟁관계에 있는 O2O와 유사한 전통 오프라인 서비스들이 존재하기 때문에 O2O 서비스는 인터넷 플랫폼 시장 뿐 아니라 반드시 오프라인 시장 변화를 함께 모니터링해야 한다.
□ O2O 특성을 고려한 규제 개선
오프라인 업을 중심으로 만들어진 법 ․ 제도는 때로는 신규 O2O 서비스의 특성에 부합하지 않을 수 있으며, 신규 O2O 서비스 비즈니스가 법에 명시되어 있지 않은 경우에는 O2O서비스의 시장 진출 자체가 불가능하다. ICT 기술의 발달로 기존에 없던 다양한 혁신적인 비즈니스 모델이 실험적으로 등장하고 성장하고 있는 현실에서 현재 법에 명시되어 있지 않아 시장 출시가 지연되거나 불가능한 경우가 발생하는 것, 특히 우리나라 기업만 규제의 벽에 부딪히게 되는 것은 산업의 글로벌 경쟁력 관점에서도 바람직하지 않다. 다양한 형태의 모빌리티 서비스, 빈집 공유 서비스 등 숙박 공유 서비스 등 ‘업’에 해당하는 법 ․ 제도가 불분명하거나 없는 경우 온라인 플랫폼 기반의 ‘업’을 새롭게 정의하는 것이 대안이 될 수 있다.
한편 다양한 O2O 서비스에 대한 규제 샌드박스 허용은 O2O 서비스의 비즈니스 모델에 대한 실험 환경 마련이라는 관점에서 바람직하다. 그러나 규제 샌드박스가 제대로 실험장으로 활용될 수 있도록 샌드박스 허용의 ‘조건’ 부여에 신중을 기할 필요가 있다. 또한 실험에서 이용자들에 대해 심각한 부작용이 발생하지 않고, 이용자 편익 증대, 서비스 효율성 제고 등 긍정적 효과가 발생하는 서비스들에 대해서는 관련 규제의 개선을 통해 사업의 연속성을 보장하여야 한다.
□ O2O 서비스 실태조사
O2O 산업의 실태를 파악하는 것은 O2O 산업 활성화를 위한 정책방향 수립을 위해 우선 되어야할 중요한 작업이다. 그러나 O2O 플랫폼 기업에 대한 조사 외에 O2O 서비스를 이용하는 소비자, O2O 플랫폼을 통해 서비스를 제공하는 오프라인 서비스 공급자 등 다양한이해관계자에 대한 조사도 필요하다. 특히 O2O 서비스 시장에서의 이해관계자간 갈등이 신규 O2O 서비스가 등장할 때마다 지속적으로 이슈가 되고 있기 때문에 플랫폼을 제공하는 기업 뿐 아니라 플랫폼을 활용하는 기업에 대한 조사가 중요하다.
O2O 서비스 플랫폼 기업에 대한 조사는 업력, 수익구조, 매출액 등 기본적인 조사 외에 서비스 영역 확장이나 협력 관계 등 O2O 시장을 생태계 관점에서 파악하기 위한 문항이 추가될 필요가 있다. 우버는 승차공유 서비스에서 시작해 음식배달 등으로 영역을 확장하고 있고, 야놀자는 숙박 예약에서 시작해 호텔, 레저 등으로 영역을 확장하고 있다. 이러한 O2O 산업의 특성을 고려하여 실태조사의 문항을 일반적인 기업조사와는 다르게 구성할 필요가 있다.
□ O2O 플랫폼 경쟁력 강화 지원
O2O 플랫폼은 기술혁신보다는 서비스모델의 혁신을 중심으로 형성되었으나, 지속적인 플랫폼의 차별화와 규모 확대를 위해서는 데이터와 기술에 기반한 서비스의 고도화, 확장이 반드시 필요하며, 확장 과정에서 부족한 자원을 타 플랫폼과의 협업으로 보완할 수 있는 가능성을 고려해야 한다.
데이터→기술→서비스 고도화 ․ 확장은 더 풍부한, 양질의 서비스를 제공함으로써 이용자층을 확대하고, 이는 다시 더 많은 데이터를 수집하여 플랫폼의 성장 전략에 활용할 수 있는 선순환 고리를 창출한다. 그러나, 우리 O2O 플랫폼의 다수가 아직 영세한 규모이고 니치마켓에서 출발하여 충분한 데이터를 수집하지 못했음을 감안할 때, 개별 플랫폼들이 보유한 니치의 소규모 데이터들이 공유되고 통합되는 환경 조성을 고려하여, 신속한 플랫폼 확장과 새로운 비즈니스 모델의 발굴이라는 목적을 조기 달성할 수 있도록 지원할 필요가 있다.
□ O2O 스타트업 투자지원
국내 O2O 플랫폼에 대한 VC 투자는 야놀자, 쏘카, 우아한 형제들 등 대형 플랫폼에 집중적으로 이루어지고 있으며, 중소 스타트업들에 대한 투자는 매우 저조한 편이다.
