혁신교육은 지식 및 입시 중심의 교육, 중앙집권적 교육체제, 지역 간 교육격차 등의 기존 우리 교육이 갖는 문제에 대한 대안으로 제시되었다. 혁신학교는 최초 학교에서 교사 운동으로 시작되었고, 혁신교육지구 또한 마을교육공동체의 형태로 지역의 전문가 및 활동가들이 스스로 교육과 관련된 행정과 지원의 체계를 구축하면서 시작되었다. 그리고 2020년 현재 전국 17개 시・도교육청에서 1,928개의 혁신학교가 지정되어 운영되고 있고, 168개의 혁신교육지구가 운영되고 있다. 그러나 이러한 양적인 증가와 일부 혁신학교 및 혁신교육지구에 대한
혁신교육은 지식 및 입시 중심의 교육, 중앙집권적 교육체제, 지역 간 교육격차 등의 기존 우리 교육이 갖는 문제에 대한 대안으로 제시되었다. 혁신학교는 최초 학교에서 교사 운동으로 시작되었고, 혁신교육지구 또한 마을교육공동체의 형태로 지역의 전문가 및 활동가들이 스스로 교육과 관련된 행정과 지원의 체계를 구축하면서 시작되었다. 그리고 2020년 현재 전국 17개 시・도교육청에서 1,928개의 혁신학교가 지정되어 운영되고 있고, 168개의 혁신교육지구가 운영되고 있다. 그러나 이러한 양적인 증가와 일부 혁신학교 및 혁신교육지구에 대한 긍정적 성과가 혁신교육의 성공을 의미하지는 않는다. 일부의 사례이기는 하지만, 혁신학교로 지정되고 학교의 운영은 기존과 다르지 않은 혁신학교를 일컫는 ‘무늬만 혁신학교’의 문제부터 학생의 학업성취와 기초학력 저하에 대한 문제도 지속적으로 제기되고 있다. 또한, 혁신교육지구도 교육자치의 권한과 책임에 대한 모호한 교육청과 지방자치단체의 관계 및 지역교육생태계의 거버넌스 부재 등의 한계가 지적되고 있다.
혁신교육은 시・도별로 다르기는 하지만, 교육청의 정책으로 도입되고 약 10년이 된 시점에 있다. 그리고 혁신교육의 향후 방향에 대한 논의가 다양하게 전개되고 있다. 이러한 측면에서 혁신교육의 의미를 되짚어보고 그간의 경과를 보다 체계적이고 객관적으로 살펴볼 필요가 있다. 이는 단순하게 혁신교육의 잘된 점과 잘못된 점을 확인하는 것이 아닌, 지난 10년간의 혁신교육의 개념이 어떻게 진화해 왔는지, 운영은 어떻게 달라졌는지, 성과와 한계에 대한 이해는 어떻게 변화했는지 등, 혁신교육에 관한 종합적인 이해가 필요함을 의미한다. 따라서 본 연구에서는 혁신교육의 지난 10년간의 경과를 살펴보고 성과와 한계를 이해하는 한편, 향후 혁신교육의 지속 및 발전 방향을 탐색하여 단기 및 중・장기의 정책적 개선과제를 도출하였다.
구체적으로 본 연구에서는 1) 혁신교육 정책의 현황 탐색, 2) 혁신교육의 성과 및 한계진단, 3) 혁신교육의 지속 요인 탐색, 4) 혁신교육 발전을 위한 정책 과제 제시를 주요연구 내용으로 하고, 문헌분석, 워드 클라우드 분석, 질적 메타분석, 행위자기반 시뮬레이션, 델파이 조사의 연구방법을 활용하였다.
연구 결과 첫째, 혁신교육 정책은 각 시・도교육청별로 각기 다른 양상을 가지면서도 공공성, 민주성, 창의성, 자발성 등의 핵심적인 가치는 공통적인 것을 확인하였다. 이는 혁신학교는 물론 혁신교육지구에서도 확인된 것으로, 교육청별로 각기 다른 목적과 중점과제를 제시하고는 있었지만 핵심적인 내용은 유사한 모습을 보였다. 한편, 교육청의 혁신교육 정책 관련 계획안에 대한 워드 클라우드 분석은 보다 세부적인 내용을 제공하였다. 먼저, 혁신학교의 분석 결과는 교육과정이 가장 강조되고 있음을 확인하였다. 이는 혁신학교 정책이 교육활동이 주된 목적이라는 점과 학교에서의 교육활동을 통한 혁신이 강조되고 있는 것으로 이해할 수 있다. 또한, 이는 초기 혁신학교 정책 도입의 단계에서 민주적 학교 운영, 예산 지원, 교사의 전문적학습공동체 등 혁신학교 정착 및 운영의 안정화에 집중되었던 것에서 현재는 혁신학교의 내실화와 질적인 향상에 보다 초점이 집중되고 있음을 보여주는 결과이기도 하다. 다음으로 혁신교육지구의 워드 클라우드 분석결과는 프로그램, 학부모, 동아리 등의 개념이 높은 빈도수를 보였는데, 이는 혁신교육지구의 정책과 사업이 프로그램 중심의 활동과 동아리 등을 강조하는 것을 보여주는 결과이다. 한 가지 혁신학교와 혁신교육지구 간 비교되는 분석결과는 혁신학교 분석결과에서는 내실화라는 키워드가 등장하였지만 혁신교육지구의 분석결과에서는 나타나지 않았다는 것이다. 즉, 혁신교육지구 정책은 활성화에 집중하고 있음을 보여주는 결과이다.
둘째, 혁신교육의 성과와 한계를 살펴보기 위해 실시한 질적 메타분석에서는 혁신학교와 관련한 연구물 총 26편을 대상으로 하였고, 혁신교육지구는 마을교육공동체를 포함하여 총 11편의 연구물이 대상이 되었다. 분석결과, 첫 번째로 혁신학교와 관련해서는 ① 혁신학교가 기존의 위계적이고 경직된 학교의 운영을 변화시킨 것으로 나타났으며, ② 혁신학교 교사들의 전문적학습공동체는 교사들의 전문성 향상에 긍정적으로 영향을 주는 것으로 나타났다. 또한, ③ 혁신학교의 교육과정은 학생중심 및 배움중심으로 편성・운영되어 기존의 지식중심 교육에서 변화되고 있음을 확인할 수 있었다. 그러나 ④ 혁신학교의 학부모 및 지역사회 연계의 측면에서는 아직까지 큰 성과는 없는 것으로 나타났다. 두 번째로 혁신교육지구의 분석결과는 ① 혁신교육지구가 학교와 지역사회를 연계하고 다양한 교육과정을 제공한다는 성과가 나타났고, ② 혁신교육지구에서 교육활동을 지역사회로 확대하면서 지역사회의 교육적 발전에 기여한 것으로 나타났다. 또한, ③ 혁신교육지구가 민・관・학 교육거버넌스 구축의 측면에서 제도적인 토대를 마련했다는 성과가 있었지만, ⑤ 교육거버넌스의 실제적인 운영에서는 아직까지 개선되어야 할 부분이 있는 것으로 나타났다.
셋째, 혁신교육의 지속 및 확산 요인 탐색을 위해 본 연구에서는 행위자기반모형(Agent-Based Modeling: ABM)을 활용하였다. 구체적으로 혁신지향 교사 비율, 혁신학교 만족도, 혁신학교 근무 기회비용을 정책 변수로 하여, 시간이 지남에 따라 혁신학교가 어떠한 모습으로 지속되고 확산되는가를 시뮬레이션을 통해 탐색하였다. 이와 같은 정책변수는 지속성, 정책의 수용성, 교육혁신의 지속가능성에 기반을 둔 것으로, ABM 모형에서는 이를 학교 유형별 교원의 학교 지원 정도, 지역 교사들의 혁신 성향, 지역 내 학교의 혁신 성향 분포로 설정하였다. 그리고 각각의 정책변수를 높고 낮음의 경우로 구분하여 총 24개의 정책 시나리오 시뮬레이션 결과를 도출하였다.
특징적인 시뮬레이션 분석결과 세 가지를 제시하였는데, 첫 번째 Base-run의 실행결과에서는 혁신학교 초기(약 6년)에는 교원의 학교 희망 정도에서 무의사가 높게 나타났고, 다음으로 일반학교, 혁신학교 및 연구학교 순서로 나타났다. 교사의 혁신성향은 약 36개월(3년) 시점까지는 혁신지향형 교사가 증가하였으며, 그 이후 37개월부터 60개월까지는 감소하는 것으로 나타났다. 두 번째로 정책 조정변수 2인 지역 내 교사의 혁신공유 정도가 높아지는 것을 가정한 시뮬레이션 분석결과에서는 지역 내 혁신학교를 희망하는 교사의 비율은 Base-run 실행 결과와 유사한 수준이었으나, 지역 내 교사의 혁신성향은 일정한 사이클로 높아졌다가 낮아지는 것이 반복되었다. 이와 같은 결과는 실제로 교사가 새로운 혁신학교에서 근무하면서 일정한 주기성을 보이는 것으로도 해석될 수 있지만, 이보다는 교사가 혁신학교를 선택하면서 포기되는 기회비용이 여전히 높기 때문에 혁신학교 사례 공유만으로는 혁신학교 확산이 어려울 수 있음을 시사한다. 세 번째 정책 조정변수 3인 교사의 혁신학교 근무에 따른 기회비용을 낮음으로 조정하고 시뮬레이션을 진행한 결과에서는 Base-run의 결과와 비교해 교사들의 학교 희망 정도가 급격하게 증가하였는데, 일반학교와 연구학교뿐만 아니라 혁신학교에 대한 희망의 정도 또한 급격하게 증가하였다. 또한, 혁신지향형 교사들의 혁신성향이 높게 나타났으며, 정책 조정변수 2의 결과와는 다르게 높아진 교사의 혁신성향이 일정하게 유지되었다.
넷째, 델파이 조사를 통해 혁신학교 및 혁신교육지구 발전을 위한 개선과제를 도출하였다. 델파이 조사의 주요내용은 혁신교육의 주요 성과와 한계, 향후 혁신교육의 비전 및 정책목표, 개선과제로 구성하였다. 총 20명의 학계 전문가, 전・현직 교육청 장학사(관), 학교장 및 교사를 대상으로 총 3회에 걸쳐 의견을 수렴하는 방법으로 실시되었다.
먼저, 혁신학교의 개선과제는 민주적 학교운영 영역에서 ① 학교구성원의 자발적 참여를 통한 학교운영의 민주성 강화, ② 교원의 자발적・적극적 참여를 위한 문화 및 제도개선, ③ 학교장 역량 강화, ④ 교육행정 구조 변화 및 법제화를 통해 학교자치 제도로 전환, ⑤ 학생, 학부모, 지역사회의 학교 운영 및 의사결정 참여 강화(법제화)가 도출되었다. 그리고 수업혁신 및 교육과정 영역에서는 ⑥ 학교단위(교사) 교육과정 편성의 자율성 확대, ⑦ 교사의 전문성 및 협력 강화를 위한 전문적학습공동체 활성화 및 지원, ⑧ 학생 및 배움 중심 수업을 위한 보다 다양한 수업 방법 확대, ⑨ 학생 맞춤형(개별화) 교육을 위한 시스템 구축, ⑩ 학급당 학생 수 축소 및 교사의 수업시수 감축, ⑪ 지역의 초・중・고 교육과정 연계 운영, ⑫ 교원 행정업무 경감이, 지역사회 연계의 영역에서 ⑬ 학교와 지역사회 연계 필요성・중요성 인식 확산 및 문화 조성, ⑭ 학교 교육과정의 지역사회 연계 강화, ⑮ 교육 거버넌스 체제에 지역사회 참여 구조화・제도화, ⑯ 지역(마을) 교육자원 활용 활성화, ⑰ 학교-지역사회(교육청-지자체) 협력을 위한 구조적・제도적 개선이 도출되었다. 마지막 영역인 혁신학교 지속성 지원에서는 ⑱ 교원인사 제도 개선, ⑲ 학교단위 교육과정 편성 자율성 확대 및 제도화, ⑳ 혁신학교 행・재정적 지원 방법의 조정 및 지속이 도출되었다.
다음으로 혁신교육지구의 개선과제는 학교 교육과정 연계 영역에서 ① 학교-지역사회연계 교육과정(마을교육과정) 재구성 및 개발, ② 학교-지역사회 연계 교육과정(마을교육과정) 운영의 확대, ③ 지역사회의 교육자원(인적·물적) 활용의 확대, ④ 학교와 지역사회연계 교육활동에 대한 인식 개선, ⑤ 학교와 지역사회 교육과정 연계를 위한 행정적 지원강화가 도출되었다. 그리고 지역사회 교육활동 확대 영역에서 ⑥ 지역 교육 주체들의 교육적 책무성 강화, ⑦ 지역 교육자원(인적) 발굴 및 개발, ⑧ 지역사회의 교육 프로그램 다양화, ⑨ 지역사회 교육 네트워크 구축 및 활성화, ⑩ 지역사회 교육활동이 가능한 교육환경 구축이, 민・관・학 교육 거버넌스 구축 영역에서 ⑪ 민・관・학을 포함하는 실제적 조직 구축, ⑫ 민・관・학 거버넌스의 안정성 확보, ⑬ 민・관・학의 교육 협력에 대한 인식 개선, ⑭ 민・관・학 상호 호혜적 프로그램(사업) 개발, ⑮ 구성원의 역량 강화가 도출되었다.
마지막 혁신교육지구 지속성 지원 영역에서는 ⑯ 일반자치와 교육자치 연계를 강화하는 관계 법령 개정 및 재정, ⑰ 지역 간, 지구 간 발생하는 격차 해소 방안 마련, ⑱ 혁신교육 지구 성과 공유, ⑲ 교육청과 지자체 등 간 인력 교류 및 이해 증진이 도출되었다.
이상의 연구결과를 바탕으로 본 연구에서는 혁신교육 발전을 위한 정책혁신의 기본방향을 1) 혁신교육의 가치와 철학의 확장과 2) 양적 확산을 넘어 질적 심화와 미래교육모델 제시로 제안하였다. 그리고 앞서 제시한 혁신학교와 혁신교육지구의 개선과제를 중요도 및 시급도로 구분하여 정책적 개선과제를 단기와 중기로 나누어 제시하였다. 마지막으로 정책적 개선과제를 포괄하여 본 연구의 결과로 혁신학교 및 혁신교육지구의 정책혁신 방안을 제시하였다.

Innovative Education was introduced as an alternative to the existing educational problems in Korea, such as heavy reliance on knowledge and exams, centralized education system, and educational disparities between regions. The Innovative School began as a teachers’ movement, and the Innovative Education Districts (Village-Based Education Community) also started with local experts and activists building their own educational administrative and support systems.
As of 2020, a total of 1,928 schools have been designated as Innovative Schools and 168 Innovative Education Districts are in operation under the 17 Metropolitan and Provincial Offices (MPOEs). However, the quantitative growth and positive outcomes of some Innovative Schools and Innovative Education Districts do not warrant the success of Innovative Education. Although they may be few, some schools have been only perfunctorily designated as Innovative Schools with no innovative features in the school management, and concerns have been raised about students’ academic achievement and minimum academic standards. It has been also pointed out that there are unclear divisions of authorities and responsibilities between the offices of education and local governments in operating Innovative Education Districts, and the absence of governance in the local education ecology has been suggested as a limitation.
While cities and provinces have implemented Innovative Education in varying forms and degrees, a decade has passed since the policy was introduced. Since a vigorous discussion has been going on about the future directions of Innovative Education, it is necessary to rethink the meaning of Innovative Education and take stock its progress in a systematic and objective way. This process does not simply entail identifying the achievements and failures of Innovative Education. Rather, it must seek a comprehensive understanding of Innovative Education, including understanding of how the concept has developed over the past decade, how its management has changed, and how the understanding of its achievements and failures has evolved. Therefore, this study aimed to analyze the progress of Innovative Education over the past decade, understand its achievements or limitations, explore future directions through which Innovative Education can be improved and sustained, and to provide short-, medium- and long- term policy recommendations.
Specifically, the objectives of this study were as follows: 1) to explore the current status of Innovative Education policy; 2) to analyze the achievements and limitations of Innovative Education; 3) to explore factors that sustain
Innovative Education; and 4) to suggest policy implications for improving Innovative Education. Several research methods including document analysis, word cloud analysis, qualitative meta-analysis, Agent-Based Modeling, and the Delphi method were employed.
The research findings showed that first, Innovative Education policies took varying forms across MPOES, while sharing the core values of publicity, democracy, creativity, and autonomy. This characteristic was found in both Innovative Schools and Innovative Education Districts. Despite having different goals and priorities, MPOEs showed similarities in terms of core contents.
Meanwhile, the word cloud analysis of MPOEs’ policy documents for Innovative Education provided more specific details. It was found that curriculum received the most attention in Innovative Schools, which indicated that the primary goal of the Innovative Education policy was innovation in instructional activities and emphasis was being placed on innovation through educational activities.
In addition, this finding suggested that there has been a shift in the focus of Innovative School policy: from the early focus on democratic school management, funding support, and teachers’ professional learning communities which were related to establishment and management of Innovative Schools, the focus has moved to enriching and enhancing the quality of Innovative Schools. In the case of Innovative Education Districts, the terms appeared in high frequencies were “programs”, “parents”, and “clubs”. This indicated that Innovative Education Districts policy emphasized program-centered activities and club activities. One difference between Innovative Schools and Innovative Education Districts was that the keyword “enrichment” only appeared in the analysis of Innovative Schools, not in the analysis of Innovative Education Districts. These results illustrated that Innovative Education Districts were still more focused on the promotion of the policy.
Second, the qualitative meta-analysis of the achievements and limitations of Innovative Education analyzed 26 studies on Innovative Schools and eleven studies on Innovative Education Districts. On the one hand, the results on achievements and limitations of Innovative Schools showed that 1) Innovative Schools had changed the hierarchical and rigid school management; 2) teachers professional learning communities in Innovative Schools had had a positive influence on teacher expertise; 3) the curriculum had taken student- and learning-centered approaches, moving away from the traditional knowledgecentered education; and yet, 4) there had not been any significant progress in the collaboration between Innovative Schools and parents and local communities. On the other hand, findings on the achievements and limitations of Innovative Education Districts suggested that the districts had 1) enabled collaboration between schools and communities and provided various educational curricula; 2) contributed to the educational development of local communities by expanding educational activities to local communities; and 3) established an institutional foundation for establishing a private-publicacademic educational governance. However, there was a still room for improvement in terms of the practical management of the districts.
Third, in exploring factors that sustain and expand Innovative Education, this study employed Agent-Based Modeling (ABM). Specifically, using the ratio of innovation-oriented teachers, job satisfaction in working at Innovative Schools, and the opportunity costs of working in an Innovative School as policy variables, the simulations explored how Innovative Schools were sustained and expanded over time. These policy variables were based on sustainability, policy acceptance, the sustainability of educational innovation, and the variables were operationalized as the degree of teachers’ support of schools by school type, the innovation-orientation of teachers, and the distribution of innovationorientation among local schools in the ABM. Taking into account the high and low levels of each policy variable, a total of 24 policy scenarios were simulated.
The three distinct findings of the analysis were as follows. First, the base-run results showed that, in the initial stage of Innovative Schools (the first 6 years), teachers’ preferences for the type of school in which they would like work appeared in the order of no preference, regular schools, Innovative Schools, and Research Schools. The number of teachers with innovation-orientation increased until about 36 months (3 years) and decreased after from 37 months to 60 months. Second, under the assumption that teachers’ innovationorientation, the policy variable 2, increased in the community, the ratio of teachers preferring to working in Innovative Schools was similar to the base-run results. However, the innovation-orientation of teachers in the community fluctuated in a consistent cycle. Although this result could be interpreted as teachers showing a consistent cycle while working in the new Innovative Schools, what it rather means is that since the opportunity costs of choosing to work at Innovative Schools are still high, it is difficult to expand Innovative Schools by merely sharing existing practices of Innovative Schools. When the opportunity costs of working in Innovative Schools, the policy variable 3, were fixed to low, the simulation results showed that teachers’ preference for schools increased drastically compared to the results in the base-run, not only for regular schools and Research Schools, but also for Innovative Schools. In addition, the innovation-orientation of innovation-oriented teachers as well as other teachers increased. Unlike the results of policy variable 2, the innovation-orientation of teachers remained consistent.
Fourth, policy tasks for Innovative Schools and Innovative Education Districts were identified through a Delphi survey. In three stages, the Delphi survey gathered opinions of 20 academic experts, incumbent and former supervisors, principals, and teachers on the main achievements or limitations, the vision and policy goals and policy recommendations for Innovative Education. Policy tasks for the democratic governance of Innovative Schools were as follows: 1) strengthening democratic school governance through voluntary participation by the members of the school community; 2) improving school culture and system through voluntary and active participation of teachers; 3) school principals’ capacity-building; 4) converting to school autonomy through the restructuring of education administration and legislation; and 5) promoting the participation of students, parents, and local community in school management and decision-making through legislation. Policy tasks for the innovation of instruction and curriculum included: 6) increasing school and teacher autonomy in curriculum implementation; 7) vitalizing teachers’ professional learning communities to build teacher professionalism and collaboration; 8) expanding various pedagogical approaches for student- and learning-centered classrooms; 9) establishing a system that allows for personalized education; 10) reducing student-teacher ratio and teaching hours; 11) implementing a coherent elementary, middle, and high school curriculum at the local level; and 12) reducing teachers’ administrative duties. Policy tasks for the school-community collaboration included: 13) raising awareness and promoting the culture of school-community collaboration; 14) strengthening linkages between school curricula and the local community; 15) structuralizing and institutionalizing the community participation in education governance; 16) utilizing educational resources in the local community/village; and 17) improving structures and systems to promote collaboration between school and community (between offices of education and local governments). Policy tasks to support the sustainability of Innovative School were as follows: 18) improving the teacher hiring system; 19) expanding and institutionalizing school autonomy in curriculum implementation; and 20) coordinating and maintaining administrative and funding support for Innovative Schools. Policy tasks for linking school curricula with local communities in Innovative Education Districts were as follows: 1) developing and reconstructing school- and community-based curriculum (village curriculum); 2) expanding implementation of school- and community-based curriculum (village curriculum); 3) utilizing educational resources (personnel and material) in the local community; 4) raising awareness of educational activities linking schools and local communities; and 5) strengthening administrative support for the implementation of school- and community-based curriculum. Policy tasks for expanding educational activities in the local community were as follows: 6) strengthening the educational accountability of local educational authorities; 7) developing educational (human) resources in the local community; 8) diversifying educational programs in the local community; 9) establishing and invigorating educational network in the local community; and 10) creating an educational environment that enables educational activities in the local community. Policy tasks for establishing private-public-academic partnerships in educational governance included: 11) establishing an organizational structure that includes private-public-academic partnerships; 12) ensuring the stability of private-public-academic governance; 13) improving awareness of private-public-academic education collaborations; 14) developing mutually beneficial programs within the private-public-academic partnerships; and 15) members’ capacity-building. Policy tasks to support the sustainability of Innovative Education Districts were as follows: 16) introducing and making amendments to legislations to strengthen the linkage between local governance and educational local governance; 17) providing measures to reduce disparities between regions and districts; 18) sharing the outcomes of Innovative Education Districts; and 19) increasing human resources exchanges and understanding between offices of educations and local governments.
Based on the above findings, this study suggested basic directions for the policy innovation to improve Innovate Education: 1) diffusion of the values and philosophy of Innovative Education and 2) quality enhancement beyond quantitative growth and presentation of a future-oriented educational model.
Further, categorizing the aforementioned policy tasks according to their importance and priority, this study suggested short-term and mid-term strategies.
