연구 배경 및 목적
이 연구의 목적은 감염병 위기 상황에서 불리한 학생들이 어떠한 경험을 하였는지를 생생하게 기록함으로써 이들이 처한 상황을 구체적으로 이해할 수 있는 질적 자료를 축적하는 데 있다. 그동안 언론이나 이슈 페이퍼 등에서도 학생들 삶의 단면들을 보고해 왔지만 이 보고서는 이러한 면들을 종합적으로 살펴보는 데 의미를 두고자 한다. 그리고 이러한 기초 자료를 통해서 몇 가지 대응 방안 및 체계에 대한 제안을 하고자 한다.

연구 배경 및 목적
이 연구의 목적은 감염병 위기 상황에서 불리한 학생들이 어떠한 경험을 하였는지를 생생하게 기록함으로써 이들이 처한 상황을 구체적으로 이해할 수 있는 질적 자료를 축적하는 데 있다. 그동안 언론이나 이슈 페이퍼 등에서도 학생들 삶의 단면들을 보고해 왔지만 이 보고서는 이러한 면들을 종합적으로 살펴보는 데 의미를 두고자 한다. 그리고 이러한 기초 자료를 통해서 몇 가지 대응 방안 및 체계에 대한 제안을 하고자 한다.
연구 질문은 다음과 같다. 1) 감염병 위기 상황에서 취약집단 초·중·고 학생들은 어떤 일상생활 가운데 학습생활을 했으며 이들이 경험한 교육적 불리함의 특징은 무엇인가? 2) 감염병 위기 상황에서 이들은 어떤 대응을 하였으며 외부적으로는 어떤 지원이 이루어졌는가? 3) 감염병 위기 상황에서 어떠한 지역 교육복지 체제가 필요하며 이를 위해서 어떤 준비를 해야 하는가?
연구 사례
학생들의 경험은 특정 맥락에서 이루어지기에 특정 교육복지 체제가 작동한다고 볼 수 있는 지역 단위로 접근하여 연구 사례를 선정하고 그 안에서 살고 있는 초·중·고 불리한 학생들의 경험을 살펴보았다. 지역 규모에 따라 읍면지역(A지역), 중소도시(B지역), 대도시(C지역)를 선택하였으며, 추가로 감염병의 특성상 위험도가 높고 학교와 지역사회에서 여러 대응을 시도했던 대도시 사례(D지역)를 추가하였다. 이상의 4개 지역에서 학생(청소년) 13명, 학부모(보호자) 11명, 학교 및 교육청 관계자 29명, 지역기관 및 지자체 관계자 14명 등 총 67명과 면담을 진행하여 자료를 수집하였다.
분석틀은 학생들의 삶의 질을 종합적이고 다차원적으로 살펴보기 위해서 삶의 영역을 크게 ‘일상생활’과 ‘학습생활’의 큰 범주로 나누고 다시 ‘일상생활’ 범주를 건강, 여가·활동·참여, 안전·행동, 관계, 물질적 상황 및 주거 환경 등의 하위 범주로 나누었으며, ‘학습생활’ 범주에서 학습·발달·역량의 제반 사항을 포괄적으로 다루는 것으로 설정했다.
신문 기사 분석
아직까지 다른 문헌들이 축적되지 않은 상황에서 코로나19 관련 교육 분야의 쟁점을 살펴보기 위해 국내에서 파급력이 높은 주요 11개 전국 일간지의 뉴스 기사(2020.1.1.~2020.9.30.)를 수집하여 텍스트 마이닝(text mining) 분석을 실시하였다. 언론 보도 자료에 대한 토픽 분석 결과 코로나19 시기의 교육 관련 쟁점은 ① 학생 확진자 발생, ② 등교 중지, ③ 대입 준비의 어려움, ④ 장학금 지원, ⑤ 중국인 유학생 관리, ⑥ 미래 교육변화 모색, ⑦ 전 세계적 문제, ⑧ 감염 예방 자구 노력, ⑨ 온라인 수업 실시 현황, ⑩ 학습 관련 교육격차, ⑪ 개학 연기, ⑫ 대학 등록금 반환 요구, ⑬ 학생 지원 프로그램 운영, ⑭ 관계·정서적 어려움, ⑮ 학생 평가의 어려움, ⑯ 교육당국의 대처 순으로 도출되었다.
코로나19가 발생한 지 1년이 채 되지 않았기 때문에 신문에는 심층적인 분석보다는 학생 확진자 발생 현황과 집단 감염을 방지하기 위한 물리적 예방 노력(예: 방역, 밀집시설 출입 제한) 및 학사운영 변화(예: 개학 연기, 등교 중지)를 실시간으로 보도하는 사실(fact) 위주의 기사가 가장 많이 실린 것으로 분석된다. 불리한 학생과 관련해서는 학습과 발달, 정서, 관계 등 학생 개인의 인지적·정서적 측면과 환경적 측면에서의 교육격차에 대한 논의 등이 일부 이루어졌으나 포괄적인 심층 분석이나 사각지대 발굴 등은 부족했던 것으로 드러난다.
국제기구 및 외국의 접근과 노력
국제기구 및 외국에서 바라본 코로나19 시기 불리한 학생 관련 주요 이슈를 살펴보면
1) 학습 측면에서는 가) 열악한 원격학습 환경, 나) 불평등한 학습 손실, 다) 커지는 학습격차, 라) 학교 중퇴 등이 있고, 2) 심리·정서적 웰빙(well-being) 측면에서는 가) 전염병에 대한 공포, 나) 격리로 인한 심리·정서적 웰빙 저해, 다) 온라인 과다·무방비 노출에 따른 심리·정서적 웰빙 저해 등이 있으며, 3) 기본적 권리 측면에서는 가) 영양 섭취 저해에 따른 생존권 침해, 나) 성범죄, 아동노동, 학대 등에 대한 위험성 증가에 따른 보호받을 권리 침해, 다) 복지 서비스 감소, 라) 장애 학생, 한부모가정 학생, 이민자 가정 학생, 보호시설 거주 학생 등 특수 집단의 어려움 등이 있다.
국제기구 및 외국에서도 코로나19 시기 불리한 학생들을 위한 각종 정책적·실천적 노력들을 기울여 왔다. 먼저 1) 일상생활 측면에서는 가) 디지털 환경에서의 학생 보호 및 심리·정서적 웰빙 지원, 나) 영양 및 건강 지원, 다) 아동·청소년 기본권 침해 방지를 위한 보호 및 지원, 라) 아동·청소년 빈곤 방지 등에 주력했고, 2) 학습생활 측면에서는 원격학습을 잘할 수 있도록 지원하는 등 학습권 보장을 위한 노력을 기울여 왔다. 전례 없는 사태인 만큼, 초반에는 상황에 대한 이해와 효과적인 대응에 대한 자료가 부족하였으나 시간이 흐르면서 국제기구와 세계 각국은 다양한 자료를 생산하고 발표하여 코로나 19 시기 교육을 위한 고민과 사례 등을 공유하면서 협력하고 있다. 이에 한국 사례의 축적 및 공유를 통한 각국과의 공조가 필요하다.
사례를 통해서 본 코로나19 시기, 불리한 학생들의 경험 종합
4개 지역 사례를 통해 드러난 코로나19 시기 불리한 학생들의 일상생활 및 학습생활 경험을 종합하면 다음 표와 같다.
논의
본 연구의 결과를 요약하면 다음과 같다. 첫째, 코로나19 시기에 불리한 학생의 범위가 넓어지고 불리함의 정도가 심해졌으며 전인적 성장에 치명적인 영향이 발생하고 있다. 코로나19로 인해 학교를 비롯한 공공기관이 문을 닫자, 사교육 혹은 부모의 교육 관여와 같은 대체 교육 기회가 상대적으로 부족한 학생들은 다차원적인 배제와 고립을 경험하였다. 결과적으로 학습뿐 아니라 건강, 여가 및 활동, 안전, 관계, 물질적 상황 및 주거 환경 등 삶의 전방위에 걸쳐서 불리함의 깊이가 더해졌다. 특히 코로나19 확산 시기 비대면 온라인 수업에서의 관계성 및 공동체성의 결핍은 학생들의 전인적 성장에 불리한 걸림돌이 되고 있다.
둘째, 감염병 확산 시기, 교육적 불리함의 특징은 1) 생활 리듬이 망가지면서 나쁜 습성이 고착된 것, 2) 낙담이 포기로 이어지면서 에너지를 잃고 무력해진 것, 3) 학력을 비롯하여 다차원의 역량 수준이 떨어진 것이다. 아동·청소년들에게 강요된 환경인 거리두기와 격리는 학습의 장, 어른들과의 교류의 장을 빼앗았고 이것이 이들의 성장 기회, 더 나아가 성장의 싹마저 잘라버리고 있으며, 이는 심화된 불리함의 원인이 되었다. 특히 중요한 점은 취약한 학생들에게 “학교가 전부”였다는 점이다. 이들에게 휴교는 삶을 빼앗긴 것과 마찬가지였다.
셋째, 교육부나 교육청에서 동일한 가이드라인을 받았음에도 불구하고 재난 시국에 각 학교의 움직임은 매우 달랐는데, 감염병 확산 시기에 남다르게 대응할 수 있었던 학교의 특징은 1) 학생을 중심에 놓고 집단적으로 고민하는 문화가 축적되어 왔다는 점, 2) 자율적인 선택과 이를 밀어주는 리더십이 존재했다는 점 등 “구성원의 자발성이 확장되는” 쪽으로 학교 운영이 이루어져 왔다는 점에서 찾을 수 있다.
정책 방향 및 방안
이번 코로나19 상황에서 지역별, 학교별, 학생별 여건이 매우 달랐기에 국가 차원의 일률적인 교육정책을 집행하기보다는 현장에서 판단하여 유연하게 접근할 수 있도록 하는 것이 유효했다. 또한 교육정책뿐 아니라 학생들의 삶 전반을 좌우하는 개입과 여건 전반에 대한 고려가 필요했다. 이러한 점을 고려하여 이 연구에서는 현장에서 실행해볼 수 있는 아이디어를 제시하는 차원에서 하나의 시나리오 형태로 정책 제언을 하고 마지막에 정책 추진을 위해서 추가적으로 고려해야 할 점을 정책 주체별, 지역 특성별, 재난시기별로 구분하여 제시한다.
먼저 불리한 학생들을 위한 정책 방향을 제시하면 다음과 같다. 첫째, 학생의 손끝에서 학습이 시작되지 않으면 모든 것이 무용지물이 되어버리는 상황에서 학교가 아닌 어디에서든 학습을 할 수 있어야 하고, 그 과정에서 보편성·평등성·의무성·무상성·전문성의 원리가 작동해야 한다는 뜻에서, 교육복지를 넘어 학습생활복지로의 정책 전환이 요청된다. 둘째, 학교는 온라인 수업과 등교수업을 결합하여 학습을 끌고 가는 중심처로서 불리한 학생들의 특성을 고려한 디지로그(digilog, digital+analogue) 교수학습을 구안해야 한다. 셋째, 취약집단 학생들에게 학습뿐 아니라 건강, 관계, 문화 등 삶의 전반에 큰 영향을 미치던 학교의 역할과 기능을 지역사회로 조화롭게 분산할 필요가 있다. 넷째, 가정이 온갖 종류의 불평등을 만들어내는 강력한 기제라는 점에서 아동·청소년들이 감염병 시대에 안전하게 유익한 환경에서 머물면서 ‘보고 배울 수 있는’ 일상을 영위할 수 있도록 지역 곳곳에 ‘분산형 사회적 가족’을 만들어야 한다. 다섯째, 지역 단위에서는 아동·청소년들이 소속감을 가질 수 있는 강한 연대의 소규모 집단을 가동하면서 동시에 보다 넓은 세상의 자원을 활용할 수 있도록 하는 약한 연결의 네트워크망을 작동하는 등 디지로그형 지역 학습생활복지 체제를 구축하여야 한다.
지역 안의 아동·청소년을 잘 키워내기 위한 실천 방식을 코로나19 상황에서의 긴급조치 및 다음 위기 상황을 위한 대응, 그리고 위기 극복 및 포스트코로나 대응 차원에서 하나의 시나리오처럼 제시하면 다음 표와 같다.
감염병 위기 시, 정책 주체별 대응 방안은 다음과 같다. 먼저 국가 차원에서는 범정부 공동대응단을 통해 지역에서 해결하기 어려운 문제 해결에 집중하고, 교육부 차원에서는 장관과 교육감이 참여하는 교육정책협의회를 가동하면서 교육 거버넌스 전체를 비상 시 업무 체제로 전환하여 운영한다. 지방정부 차원에서는 지자체 및 교육청, 지역사회 민간기관 등의 협력 네트워크를 작동시켜 긴급하게 대응한다. 학교 차원에서는 불리한 학생들의 상황을 면밀히 모니터링하면서 온전한 성장을 위해 필요한 것들을 밀착해서 지원한다. 지역사회의 민간 차원에서는 공공기관과 차별되는 유연성을 발휘한다. 특히 대규모 감염병 시기에는 지역 특성을 반영한 대응 체계를 구축하는 것이 필요하다. 또한 홍수, 화재, 지진 등과 같은 일반적 재난 시기뿐 아니라 감염병이라는 특수 상황에 맞는 대응방식을 개발하고 재난의 심각 정도에 따라 달라지는 단계별 대응 체계를 구축할 필요가 있다.

Background and Objective of Study
This study aims at accumulating qualitative data that can specifically understand the situation they are facing by vividly recording what experience they have had in the crisis of the infectious disease. The media and issue papers have been reporting the aspects of students’ lives but this report emphasized on looking at these aspects comprehensively. It would also make some suggestions on the response plans and systems through these basic data.
The research questions are as follows: 1) In what daily life have the disadvantaged groups of elementary, middle, and high school students studied in the crisis of the infectious disease, and what are the characteristics of the educational disadvantages they have experienced?; 2) What was the educational welfare support they experienced in the crisis of the infectious disease?; 3) What type of educational welfare system in each region is required and what preparations should be made for this in the crisis of the infectious disease?
Case Study
Because students’ experience is based on a specific context, the case study approached in a local unit where a specific educational welfare system can be considered to work and showed the experience of disadvantageous elementary, middle, and high school students living in the local unit. The local units selected were eup and myeon regions(Region A), small and medium cities(Region B), and large cities(Region C) depending on the size of the region, and a case(Region D) which showed how schools and local communities tried to respond to the infectious disease in various ways as a large city with a high risk due to the nature of the disease was further added. The interview was conducted with total 67 persons including 13 students(Adolescent), 11 parents(Guardians), 29 school and Office of Education officials, and 14 local institution and local government officials, and the data was collected.
In order to look at the life of students in a comprehensive and multi-dimensional way, the analysis frame divided the life area into the major category of “daily life” and “learning life” largely, and again “daily life” was divided into the subcategories of “health, participation in leisure activities, safety behaviors, material situation and residential environment” while “learning life” comprehensively handled various matters such as learning, development, and competency. Analysis of Newspapers Articles
In oder to examine the issues related to COVID-19 in the field of education in the situation when other literature is not accumulated yet, the articles of 11 highly influential major daily newspapers(1.1.2020~9.30.2020) in the nation were collected and analyzed for a text mining analysis. The results of the topic analysis of the press release showed that the education-related issues during COVID-19 were drawn up in the following order: ① Occurrence of student carriers; ② To stop attending school; ③ Difficulties in preparing for college admission; ④ Scholarship assistance; ⑤ Management of Chinese students; ⑥ Looking for future education changes; ⑦ Global problem; ⑧ Self-help efforts for infection prevention; ⑨ Online class status; ⑩ Learning-related educational gaps; ⑪ Postponement of starting school; ⑫ Request to refund college tuition; ⑬ Operation of student support program; ⑭ Relational and emotional difficulties; ⑮ Difficulties in student evaluation; and ⑯ Response of educational authorities.
Because it’s been less than a year since COVID-19 broke out, it is analyzed that the newspapers most frequently deal with the fact-related articles which report physical preventive efforts to prevent the occurrence of student carriers and mass infections(e.g.: Quarantine, restricted access to dense facilities), and changes in academic management(e.g.: Postponement of starting school, stop attending school) in real time rather than an in-depth analyses. With respect to disadvantageous students, there are some discussions on the cognitive and emotional aspects of an individual such as learning, development, emotion, and relationship, and the environmental aspects such as educational gaps, but it is revealed that there is a lack of a comprehensive in-depth analysis or the excavation of blind spots.
Foreign Access and Efforts
The major issues of disadvantageous students during COVID-19 from the viewpoint of international organizations and foreign countries are as follows:
1) In the aspect of learning, there is a poor remote-learning environment, unequal learning losses, an increase in learning gaps, and school dropouts etc.; 2) In the aspect of mental and emotional wellbeing aspects, there is a fear for the infectious disease, a hindrance to mental and emotional wellbeing due to quarantine, and a hindrance to mental and emotional wellbeing due to an excessive and defenseless online exposure; and 3) In the aspect of basic rights, there is an infringement of the right to survival by inhibiting nutrition, an infringement of the right to protection due to the increased risk of sexual crime, child labor, and abuse, a decrease in welfare services, and difficulties in special groups such as students with disabilities, single-parent students, immigrant family students, students living in protective facilities.
The international organizations and foreign countries also have been putting political and practical efforts for the disadvantageous students during COVID-19 as follows: 1) The aspects of daily life included protection of students and mental and emotional wellbeing supports in the digital environment, supports for nutrition and health, protection and supports to prevent an infringement of basic rights of children and adolescents, and prevention of poverty of children and adolescents; and 2) In case of the aspect of learning life, efforts have been made to guarantee learning rights by supporting satisfactory remote learning. As this crisis has been unprecedented, there was a shortage of an understanding of the current situation at the beginning of the disease and the data of effective response, but the international organizations and foreign countries have produced and presented various data over time and are sharing and cooperating their concerns and cases for education during COVID-19.
Accordingly, we need cooperation with each country through the accumulation and sharing of the cases of Korea.
Case Studies of Comprehensive Experience of Disadvantageous Students during COVID-19
The following table summarizes, the experience of disadvantaged studen ts in their daily lives and learning lives during the COVID-19 period, as shown in the previous regional cases:
Discussions
To discuss over the results of this study, firstly, the results revealed that the range of disadvantageous students during COVID-19 has become widen, while the degree of disadvantage has become intensified, critically affecting the holistic growth of students. As public institutions as well as schools are closed due to COVID-19, the disadvantageous students with relatively little opportunities of education such as private education or parents’s educational intervention have experienced the multidimensional exclusion and isolation. Consequently, the depth of disadvantages deepened not only in learning but also across the life in health, leisure and activities, safety, relationships, material situation and residential environment. Most notably the deficiency of the relationship and communal nature in untact online classes during the spread of COVID-19 is pulling back on the holistic growth of students.
Next, the characteristics of the time of the spread of infectious disease and its educational disadvantages were as follows: 1) As the rhythm of life was broken, the bad attitude of students was fixed; 2) As despair leads to abandonment, students lost their energy and became powerless; and 3) The level of multidimensional competency including educational background dropped. That the forced environment of social distancing and quarantine to children and adolescents took the field of learning and the field of exchange with adults, and that this is cutting off their opportunities for growth and further the buds of growth is revealed as the cause of the intensified disadvantage. Especially important was “the school was everything” to the disadvantageous students. For them, the closing of school was like losing their lives.
Finally, even if the schools received the same guidelines from the Ministry of Education or Office of Education, their responses were very different in the crisis. As the characteristics of the schools that could approach differently during the spread of the infectious disease, first, they had the accumulated culture of agonizing as a group putting students in the center. Second, there was an autonomous choice and a leadership that supported it. These characteristics ultimately showed that the schools have been operated to “expand the spontaneity of a member.”
Political Direction and Plan
Because the situations were very different by region, school, and student in this COVID-19, it was more effective to allow flexible access by judging on-site rather than the uniform educational policy at the state level. Furthermore, it was necessary to consider not only the educational policy but also the interventions and conditions that affect students’ lives as a whole. Considering this, this study suggested policy proposals in the form of a scenario to present ideas that could be implemented on-site, and additional considerations to be taken into account to push the policy were suggested by subject of policy, regional characteristic, and disaster period in the end.
The political directions that can be suggested for disadvantageous students are as below: First, in the situation where everything becomes useless if learning is not started from the fingertips of a student, it is requested to switch to learning life welfare beyond educational welfare in the sense that the principle of universality, equity, responsibility, free of charge, and professionalism has to be activated in the process of learning anywhere other than school; Second, schools should devise Digilogue(digital analogue) teaching, considering the characteristics of disadvantaged students, as a center for leading learning by combining online and school classes; Third, it is necessary to disperse in harmony the roles and functions of schools that have had a great influence on not only the students of disadvantaged groups but also the life as a whole such as health, relationships, and culture into the local community; Fourth, given that families are a powerful mechanism for creating all types of inequalities, it is necessary to create “dispersed social families” throughout the region in order for children and adolescents to stay in a safe and beneficial environment in the time of infectious disease and enjoy their “seeing-and-learning” daily lives; Finally, at the local level, a Digilogue-type local learning life welfare system should be established, such as operating a small group of strong solidarity that allows children and adolescents to have a sense of belonging and at the same time operating a network of weak connections that allows them to widely utilize the resources of the world.
The following Table shows how to foster children and adolescents in the region during COVID-19 as a scenario:
In the crisis of infectious disease, by policy entity, first, the government at the state level focuses on solving problems that are difficult to solve in the region through the pan-government joint response team, while, at the Ministry of Education level, it operates an educational policy council in which ministers and superintendents participate and operates the entire educational governance by converting it into an emergency work system. At the local government level, it operates a cooperative network of local government, Office of Education, and local community’s private institutions and respond urgently. At the school level, it closely monitors the situation of disadvantageous students and fully supports what is required for the whole growth. At the local community level, it exercises flexibility that is different from public institutions. Particularly, it is necessary to establish a response system that reflects the local characteristics during the period of large-scale infectious disease. Furthermore, it is necessary to develop a response system that fits special situations of infectious disease as well as general disaster times such as flood, fire, and earthquake, and establish a timely response system that varies depending on the severity of the disaster.
