가. 연구윤리 준수와 영향 요인

인식수준 조사 결과, 연구원 개인의 준수수준(평균 4.37점)보다 기관차원의 지원수준(3.91점)이 낮게 인식되었다. 성별로는 개인준수수준 및 기관지원수준 모두에 대해 남성이 여성보다 평균점수가 높았고, 연령별로는 개인준수수준 및 기관지원수준 모두에서 50대 이상 응답자가 각각 4.53점, 4.05점으로 가장 높았다. 직급별로는 책임급이 가장 높았으나(각각, 4.49점, 3.99점) 직급간 차이는 직급별 차이는 미미하였다.

인식수준 조사 결과, 영향요인으로서 중요성은 ‘법규정’ 4.06점, ‘소속기관점검 교육’ 3.93점, ‘개인적 경험’ 3.90점, ‘대중매체’ 3.74점이었다. 법규정, 기관내 절차나 교육, 개인경험이나 학회등의 영향요인으로서 중요시하였다. 연구윤리관련 대중매체의 보도 등도 상대적 비율은 낮지만 중요한 요인으로 인식되었다.
□ 윤리를 법제화하면 윤리포인터(안내)와 연구자보호 같은 순기능을 기대할 수 있다는 인식이 보편적이다. 다만 자율노력의 저해 또는 법률에 정한 것만이 윤리라는 인식조장 등 역기능을 주목하는 목소리도 과반이다
인식수준 조사 결과, 윤리와 법률의 관계를 순기능적(“윤리안내기능,” “연구자보호기능”)으로 보는 의견이 평균 3.90점, 역기능적(“자율저해효과,” “윤리제한효과”)으로 보는 의견은 평균 3.27점이었다. 순기능적인 의견을 이루는“윤리안내기능”(연구윤리정착을 위해서는 법제화를 통한 범주제시 필요하다)은 3,87점, “연구자보호기능”(법률를 통한 부정행위등의 기준제시는 공정한 처리 및 연구자보호를 위해 필요하다)은 3.96점이었다. 역기능적인 의견을 이루는 “자율저해효과”(윤리는 법률류 규정하는 것은 적절하지 않다)는 3.03점, “윤리제한효과”(법률로 규정하면 명시된 부정행위만 잘못된 것으로 인식케 한다)는 3.51점이었다.
나. 연구윤리와 연구활동의 관계
□ 연구윤리의 강화는 연구활동을 촉진한다는 인식은 일부이지만 적지 않은 연구자들에게서 존재한다
인식수준 조사 결과 연구윤리의 연구활동 촉진효과에 대한 동의 정도는 3.24점으로 중간 정도이다. 연구윤리의 연구활동 촉진효과에 대한 동의수준은 대체로 연령과 반비례관계에 연구윤리와 법률의 관계(20대 3.54점, 30대 3.22점, 40대 3.11점, 50대 이상 3.35점)에 있었다. 직급별로는 원급 및 책임급(모두 3.27점)이 선임급(3.11점)보다 높았다. 연령과 직급 모두에서 20대와 50대 이상이 동의정도가 가장 높았다.
□ 연구윤리확보 및 윤리적 연구는 출연(연)의 기관임무로서의 강화는 연구활동을 촉진한다는 인식은 일부 연구자들에서만 존재한다
인식수준 조사 결과, 출연(연)의 기관임무의 중요성은 “사회문제해결”(4.11점), “정부연구수요충족”(4.01점), “기술이전상업화”(3.80점), 그리고 “연구윤리확보 및 윤리적 연구”(3.75점)의 순이었다.
다. 연구윤리 위반행위의 이해와 시급성
□ “연구부정행위”는 출연(연) 연구현장에서 법률에 정한 기준대로 사실상 이해되고 있다. 다만 자기표절은 아직 연구현장 전체가 법률적 정의 대로 생각하지는 못하고 있다
인식수준 조사 결과, 응답자의 절대다수가“위조”(97.7%), “변조”(96.6%), “(타인)표절”(97.2%), “부당저자표시”(95.9%)에 대해서는 법률이 정한 기준대로 정확하게 이해하였다. 그러나 국가연구개발혁신법에 규정된 표절에 대한 정의에서 타인 표절과 자기표절을 분리하여 결과 “(자기)표절”에 대한 법률의 정의에 대해서는 86.2%만이 정확하다고 표기하였다.
□ 연구윤리 위반행위 사례별 시급성(발생빈도×심각성)에 대한 동의 정도는 상당이 높게 인식되고 있다

Government-funded research institutes (herein referred to as 'GRI') have continuously changed together based on the needs of our society and future demands in the process of establishment and development (OECD, 1989; Cox, Gummett, & Barker, 2001). Recently, as the recognition of human resources has been strengthened, the subject of R&D policy, especially research ethics, is bringing changes from institutional to laboratory level that are closer to people. Until now, research ethics has meant direct actions in securing the truthfulness of research results, but as the importance of human resources and research environments has been emphasized recently, it also includes environmental aspects that affect research integrity.
Based on the background of these discussions, this study examines the perception of GRI researchers' research ethics under the situation where these ethics are legislated in government-supported national research and development projects and GRI's R&D activities, confirming the perception of GRI research ethics and contribute to the establishment of related policies. The first aim of this study is to develop a survey questionnaire on GRI researchers' perceptions of research ethics. The second is for the research ethics awareness level of GRI researchers to be measured using the developed questionnaire. The third is based on the measurement results from policy and institutional proposals to improve those research ethics.
The present report has the following foci to achieve the research objectives: First, it focuses on the research ethics prescribed in the National R&D Innovation Act for GRI ethics violations such as research and general misconduct classified in the ethics regulations of the National Science and Technology Research Council. Second, it focuses on the awareness of research ethics stipulated in the National R&D Innovation Act. Through this, we focus on the research ethics stipulated in the law - whether there is an accurate recognition of research misconduct and general misconduct. Third, the range of the simple awareness survey for the proposal related to GRI research ethics focuses not only on awareness of research ethics, but also identifying potential problems and arriving at solutions. Fourth, actively listen to the opinions of GRI researchers to develop a questionnaire on perception of GRI research ethics.
This report consists of six chapters inclusive of the introduction. Chapter 2 analyzes existing literature and policy systems on research ethics in the context of GRI. In the existing literature analysis, the systematic literature analysis of the PRISMA method and the results are presented for domestic literature in the Academic Research Information Service (RISS). The policy system compares the research ethics-related systems of the United States, Germany, and Japan. Chapter 3 provides a background discussion on the research ethics of the GRI. Topics covered here include governmental research support and responsibility of the scientific community, characteristics of GRI, the relationship between ethics and law, and the relationship between ethics and research performance. Chapter 4 provides operational definitions of research ethics used in this report. In addition, the academic basis of the variables included in the survey is presented, and the results of the FGI (Focused Group Interview) analysis are presented. Chapter 5 analyzes the survey and presents the results on the level of awareness and the scenarios used in the survey. Chapter 6 contains the main results from the survey as well as FGI analysis results and policy and institutional proposals based on them.
The results of the GRI research ethics awareness survey is summarized as follows. Firt, Compliance with Research Ethics and Influencing Factors. While the level of compliance and support for GRI research ethics is quite high, the level of institutional support is somewhat behind compared to the compliance level of individual researchers. There is no single dominant factor as an important factor by influencing the research ethics compliance of GRI researchers, however several factors such as the legal system and personal experience are important. There is a general perception that if ethics are legislated, positive functions such as ethics pointers (guidance) and researcher protection can be expected. However, most voices pay attention to adverse effects such as hindering voluntary efforts or promoting awareness that only what is prescribed by law is ethics. Among FGI participants were presented both positive and negative effects of the legislation of ethics. Also, additional discussion, regarding the autonomy-inhibiting effect (it is not appropriate to define ethics as a legal category) is necessary.
Secondly, Relationship between research ethics and research activities. The perception that strengthening research ethics promotes research activities exists among some, but not a few, researchers. Recognition that securing research ethics and strengthening ethical research as an institutional mission of GRI promotes research activities exists only in some researchers.
Thirdly, Understanding and urgency of research ethics violations. Research misconduct is understood according to the standards set by law in the GRI research field. However, self-plagiarism has not yet been considered as a legal definition in the entire research field. The degree of agreement on the urgency (frequency of occurrence X seriousness) for each case of violation of research ethics is highly recognized. In addition to research misconduct such as unfair authorship and plagiarism, it is recognized that laboratory culture violations and implementation conflict prevention violations are also notable violations from a policy point of view. Even if the understanding of research ethics is conceptually accurate, research ethics requires careful interpretation in the semantic context.
Fourthly and Finally, Reinforcement of research ethics. The rate of strengthening research ethics against researchers (expansion of the scope of research misconduct, disclosure of sanctions) was quite high, but the opinions on strengthening sanctions against institutions were surveyed with similar proportions of consent, reservation, and disagreement.
Policy implications are proposed as principles, implementation methods, and research ethics policy. Promotion principles and methods are proposed as follows. ① Establishment and operation of the foundation at the research group level, ② Organization of research ethics functions at the research group and institutional level, ③ Government response to the research group. It can be proposed as a function of representation and a function that encourages other organizations to respond. Research ethics policy management is as follows: ① Participation of researchers in the development of research ethics policies. ② Development of specific standards. ③ Establishment of research ethics organization system. ④ Research ethics education. ⑤ Disclosure of cases of dishonest research ethics and handling details. ⑥ Formation of a research ethics consultative body with the academic world. ⑦ Provision of legal support for remedies for the rights of researchers. ⑧ Either encourage or oblige ethics training for external actors collaborating with GRI.
Academic implications are suggested as theoretical and methodological implications. The theoretical implications are as follows: ① Deriving research ethics issues from the perspective of GRI’s diversity and multidimensionality of publicness. ② It is important to make variables (indicators) for research ethics reflect action or practicality. Methodological considerations are required for the following: ① The importance of field opinions. ② The format of indicators. ③ The development of indexes. ④ The possibility of using various measurement and analysis techniques. ⑤ The task of determining indicators to be included in the perception survey. ⑥ The complete enumeration survey.
Limitations and future research tasks are as follows: As a limitation, the investigation party may not be fully aware of, or unfamiliar with, the new finances of the Innovation Act, and the content of research ethics contained therein. It is also difficult to fully meet the purpose of the study to promote awareness. In addition, there is a need to be careful in analysis or interpretation as a limitation in the representativeness of the cognitive survey sample.
Future research tasks are as follows: ① Administrative system for establishing effective research ethics in the GRI administrative system. ② Research on research ethics index development. ③ Research ethics education standard content development research. ④ Measures to improve research performance through research ethics.
