The purpose of this study is to verify the availability of ISO 11620 and to suggest the ways of effective application of each performance indicator to both public libraries and academic libraries in Korea. This study analyses the elements of the performance evaluation of libraries such as goal, objective, procedure, and methods and the difference between performance evaluation and library statistics. Furthermore, historical development of the library performance evaluation, characteristics, and developmental background of ISO 11620 were reviewed through literatures of public and academic libraries. This study also focuses on the usefulness of ISO 11620 as a tool of evaluation for public libraries and academic libraries. Two public and academic libraries were selected by the size of human resources, physical resources and the number of users based on Statistics on Libraries in Korea, 1999. Twenty-nine performance indicator s described in ISO 11620 were applied and the results were analysed according to the types of libraries. Library statistics to apply this study were collected mainly from Statistics on Libraries in Korea, 1999 and statistical records of each library were also used. In addition, experimental, observational and survey research were carried out according to the basis of the characteristics of each indicator. The results of the application of ISO 11620 according to different types of libraries were as follows. First, in the case of public libraries, twenty performance indicators could be measured in Library A and eighteen performance indicators in Library B. The performance indicators such as 'User Satisfaction,' 'Providing Documents,' 'Lending Documents' and 'Facilities' had higher chance of application than others. Other performance indicators such as Document Delivery from External Sources' and 'Technical Services' cannot be used because of the characteristics of their task structures. The most serious problem in public libraries was concerned with the criteria needed for the selection of library users and population to be served. Secondly, in the case of academic libraries, twenty-one performance indicators and twenty-three performance indicator s can be measured in Library C and Library D, respectively. The performance indicators such as 'User Satisfaction,' 'Providing Documents,' 'Lending Documents,' 'Information Searching' and 'Facilities' had higher possibility of application than others. Other performance indicators such as the number of document lending and in-library use cannot be used because of difficulty in producing statistical data. The problem in applying ISO 11620 in academic libraries is related to statistical methods in yielding the data of the number of document lending and the control in summing up data on in-library use in a precise way. As results of this study, the suggestions for the application of ISO 11620 are as the followings. First, ISO 11620 is applicable both for internal and external use, that is, for the measurement of performance and improvement of a library and also for the comparison between the libraries. Secondly, it is possible not only to identify the results of performance through self-evaluation but also to develop new management policies and services. Thirdly, among twenty-nine ISO performance indicator s according to the situation, environment, and the purpose of evaluation, every library can select and use some of them suitable for its own purpose. The following issues need to be investigated through further studies. First, the establishment of clear criteria according to the types of libraries for outputs of statistical data in order to apply ISO 11620. Secondly, the essential requisites required for environmental and survey research based on field studies. Thirdly, the development of the library automation system to support programs for outputs of statistical data needed for each indicator.
