The purpose of this study is to analyze the process in which management of volunteers influences on the continuity of voluntary activity. Data was drawn from a survey which is distributed to general social welfare centers, welfare centers for the disabled, and senior welfare centers in Seoul.
The major findings of this study are as follows.
First, almost half of the volunteers discontinue their activity in six months. On average, according to the data, 512 volunteers a year are involved in social welfare activities, and 268 volunteers keep their activity longer than six months.
Second, the group with higher level of management of volunteers showed a longer duration of voluntary activities than one with lower level. The group of longer duration reported better performance in terms of program operation for all the steps in sub-dimensions.
Third, as for the average score of management process for volunteers, this is statistically significant difference among the three types of welfare centers. Especially, it is in following three sub-dimensional steps - 'education and training program for volunteers', 'monitoring volunteers and evaluation process', and 'certification and rewarding process' - that there is statistically significant difference among the three types of welfare centers.
Fourth, the main factors which influence on the continuity of voluntary activity are expenditures to volunteers and the whole management process of volunteers. Among the sub-dimensional steps, 'education and training program for volunteers' and 'certification and rewarding process' are suggested as main factors.
The implications of social work that this result provides are as follows.
First, although volunteers can be a useful resource of social welfare centers, the importance of volunteers was often overlooked. This involves more attention to the importance of management process and introduction of systemically organized management process model.
Second, it is needed to give a more focus on 'education and training program for volunteers', 'certification and rewarding process' among the management process of volunteers. Both 'education and training' and 'certification and reward' take large part in helping volunteers to be more prepared for social work, to have faith to what they do, and to get motivation and satisfaction from it.
Third, in order to develop and conduct education program for volunteers, it is required to set up professional education institutions more. They have to support teaching materials, develop education programs, and train managers.
Fourth, capability for management of volunteers should be strengthened through budget extension and human resource supporting.
