The purpose of this study was to provide basic resources to help to develop sex education program for children by examining teachers and parents' recognition & desires on the practices of sex education in children's education institutes. The research tasks were as follows ; First, whether the recognition of teachers on the practices in the institutes showed any differences according to area, career, scholastic ability, and their charged classes? Second, whether the recognition and desires of parents on the practices showed any differences according to area, profession, age, and scholastic ability? Third, which difference could be found in the teacher and parents' recognition on the practices according to areas? Fourth, what's the difference of sex education in the connection carried by education institute for children and their parents according to areas? The subjects of this study were 100 teachers working at private and public kindergarten located in Taegu and Kyongbook and 100 parents, and 100 teachers working at the private and public kindergarten in rural areas and 200 parents. The survey was carried out to the subjects and all the questions were analyzed by percentage according to frequency, and then X² examination was used to identify the differences of each questions. The results of this study were as follows; First, there was some difference between the purpose of sex education recognized by teachers and the practices of current education. In the sex related behavior, there showed difference according to teacher's working area and scholastic ability. And in the sex education materials, there was no difference according to working area, career, scholastic ability and age of the charged class. Second, parents showed difference in the necessity of sex education according to their residential area and age, but there was no difference in contents of sex education. Third, the necessary reason of sex education was answered a part of human education by the teachers in rural areas and the purpose of sex education was answered the promotion of sound attitude on sex by teachers in urban areas. The teachers have acquired sex education knowledge through the guidelines or materials about sex regardless of area and parents got the knowledge through mass communications. Fourth, both teachers and parents answered that there was no consult in order to connect sex education regardless of areas. In summary, there showed no significant difference in the kindergarten and parents' sex education according to areas, and generally speaking, the education didn't operate systematically. There was difference between the recognition and practices on sex education because of the lack of exact knowledge on the purpose, contents, and connection of sex education, and sex education experience.
