In times of crisis and conflict, we must act as one team one military team and one national team. our commanders take care of the military team however control over the civilian population takes coordination with the "media" or "press". Therefore close relations with the press has become critical to the overall national effort during wartime. My Thesis is focused on the importance and effectiveness of controlling the media, as a means to influence the people's support of the nation's purpose during wartime. I will discuss the psychological effect the media has on the people and in psychological warfare overall. The scope of my thesis is limited to democratic nations mainly focusing on the media of the USA ( which has been involved in many wars ). Due to the effects of high technology on mass media, I have limited my time frame to post-Vietnam. I will discuss the impact of the media on influencing the Formation of PSYOPS, and the conduct of overall policy in wartime. I will provide support to the thinking that the media plays a critical role in wartime through my research ( from books, magazines, internet, etc ) and through a comparison of the success of media relations in the Gulf war and the failure of media relations in the Vietnam war. For example, In the Vietnam war the US didn't maintain a coherent and persistent policy on the media. Therefore, The release of horrible battle field scenes to the world caused a worldwide "Anti-war" movement. The promoting of the idea that US military forces must withdraw from the theater proved counter-productive to both civilian and military morale and effected the success of military operations. However, the media relations during the Gulf war showed how influential the media can be in a positive manner. Through the constant emphasis on a "justified war", the media gained public thrust and support for the war. Additionally the media played a psychological role in the war by forcasting simulated attack scenarios on CNN that deceived the Iraqi leadership. They also affected Iraqi morale by airing comparisons of Allied force strength versus Iraqi force strength. Through these ways ( and more ) the media greatly contributed to the total effort of war conduct and the overall coalition Victory. Military/ Media-relation should be built upon the following policy Recommendations : First, Commanders in leadership positions should have professional expertise ( whether through specialized training or actual experience ) in dealing with the media. This expertise is necessary to carry out an effective media policy and can be supplemented by academic training or a media-sense/ intuition. In order to not only help everyone understand the justification for war and to gain public support, but also to carry out enemy-deceiving PSYOPS operations, the military leader should have the ability to manipulate the media appropriately. Second, we need to establish an "aggressive" media policy concept. Currently, the major wartime-media policy are focused "defensive" scenarios, such as inspection, control, or supervision. However, by reaffirming the media as a National Security parter, we can let the people know "what they want to know" in a positive, not passive, way. Third, we must also establish a mutually reliable and well-coordinated policy between the military and media establishments. If we perceive the media and military as two columns of support to National Security, the we must consider both equally. In fulfilling this partnership, we must not only take into account the people's right to know, but also influence the media to be sensitive to the need to protect confidential military information in their reporting. Finally, we should strive to help the media understand the military better. A media establishment that has a familiarity with and knowledge of, not only the operations, equipment and leadership of the military, but also the culture, motivation, and thinking of the military as a whole, will be a much better parter in National Security. If we look for ways to familiarize the media with military terminology, military practices, and military characteristics, then we can develop a long-lasting, mutually-beneficial relationship.
