This study is to understand adolescents culture of general food of life which overall designates conduct modality, way of thinking, aesthetic taste, manner of talking, cloths of adolescents and so on, in terms of welfare, and tries to research on measures to activate of adolescents cultural welfare, under the proposition that adolescents cultural has to be practiced to ensure the quality of life by satisfying adolescents cultural desires in order to help adolescents growth and make them to show their best abilities. To this purpose, I have clarified the concept of adolescents cultural welfare, have grasped the relationship between adolescents welfare and adolescents cultural welfare, and have analyzed the meaning of adolescents cultural welfare in terms of right, and actual situation and problems of adolescents cultural welfare of Korea. Basing on these considerations, the summary of results of the study to activate adolescents cultural welfare is as follows. The measures to activate adolescents cultural welfare about a culture in the street are firstly, to accept adolescents cultural desire by making easier the approach to culture by increasing training centers considering population, sphere of life, number of the adolescents, and spreading adolescents cultural centers to cities and provinces, secondly, to build a adolescents cultural welfare system in local societies to be able to overcome crisis of the adolescents who are suffering from omission and not being able to adopt themselves to their environments, and prepare spaces that can be easily approached and used by lots of young people who has ordinary problems and are not included in the net of adolescents welfare service, various cultural welfare programs and cultural services, and thirdly, to suggest to secure human resources centering around professionals of adolescents cultural welfare and build infra to actively solve the adolescents problems that are getting more serious due to changes of values and conduct modality of the adolescents by social changes, and school education centering around entrance examination, and to provide with cultural services which fit to adolescents desires. The measures to activate adolescents cultural welfare about school cultures are to provide with welfare services that change education and life through cultural approach of social business of school and expansion of cultural services, to realize student welfare by developing programs and connecting resources in school, and to suggest to intend to change their conducts in a natural daily life by making it talking together. The roles as school social worker are suggested as follows. The first is to secure professionalism through assuring and strengthening mandatory time of CA and linking resources so that the school where the students spend most of their time can become the center of practice of cultural welfare. The second is to concentrate on making club activities as usual events, supporting school festival, and securing self-regulation. The third is to form a mature adolescents culture through activating voluntary services. The forth is to suggest linked activities of teachers to change teachers understanding and recognition about cultural bases and characteristics of the adolescents. And the last is to systemize school social works. I have suggested firstly, to develop abilities of the adolescents so that they can uprightly analyze and evaluate messages of various forms that are provided by media (television, computer, video, newspapers, cinema, magazine) used everyday through media education at schools and adolescents centers, and active and positively communicate with media, and secondly, to make cultural approach of the adolescents easier by increasing adolescents culture center that is currently only on in the nation, in cities, counties and wards, and thirdly, to form a sense of unity as group through doing joint works when making group programs, and to use effective media in solving present problems by increasing positive creative vision through saying their stories and talking to adults what they want to say.
