Today's concept of logistics is not simply a field of marketing logistics, but a field far beyond that, which contains all the activities concerning the flow of cargo including factory and warehouse locations, production plans, procurement systems etc. Also, the fully opened circulation market of the international age today, introduced the logistics activity itself to be the strategy and tactics for competition, and the number of firms are increasing that recognize the reduction in logistic costs through efficient logistics has a better effect than profit increasing through marketing promotions in the firms' competition system. Despite of the rapid change, our country's expenditures to logistics takes 16.5% of the GDP, which is an additional 2∼3 times the amount of Japan 8.8%, U.S. 7.7%, and Europe 5.8%. Therefore, this paper has the objective of clearing our country's logistics problems, and proposing an improvement scheme. We have reached the following conclusions.
First, we need a Modal shift from the road centered transportation structure to the rail and marine transportation, and we need to activate the use of highly efficient business cargo trucks by the establishment of a integrated-transportation system. The rail transportation conversion scheme needs the enforcement of the change to strongpoint transportation methods, increased container cars, reduction in transporting time etc. to increase the rail transportation abilities and improve transportation services. Also, we need to reduce the per-unit-cost of cargo transporting by securing logistics strongpoint of the rail stations, rail multi-lining, rapid transit, standardization, normalization etc. The marine transportation conversion scheme needs the construction of the on-port district integrated-logistics base behind the ports, the enforcement of intensive logistics functions, and the relationship with the railway in order to increase the trunk line cargo transportation ability through coastal marine transportation.
Second, we should offer a logistics batch processing service in relation with the land, marine, and air, and quickly establish an integrated logistics information network that could enhance the reduction of logistics costs and logistics services remainders by automating the logistics tasks. Also, we need to activate the pallette pool, container pool etc. systems, develop a standard logistics facility, regulate operating rules, standardize the logistics trading documents, and develop a standard electronic document.
Third, we need to establish an organized trunk line network. In order to establish a trunk line network, we have to expand and enhance each district's logistics strongpoint facility that could help the organization of the house delivery and the enlargement of the trunk line transport cargos by relating with the current district's house delivery and the district interval trunk line transportations.
Fourth, we need to relieve the market penetration of the logistics industry. In other words, we need to simplify the similar types of jobs, relieve each line's regulations, cease the supply and demand articles that have a possibility for arbritrary decision makings by the regulations authorities, and install an indirect competition scheme like bidding for industries that are impossible of market competition.
Fifth, we need to improve the inefficient freight policy of the cargo transportation department, and enhance reinforcements on the logistics department.
