Especially, as the number of aged population increases, the aged requiring care for the disease of the aged such as dementia has made a rapid increase. The purpose of this study lies in systematically analysing the status of our dementia diseased people for solving the issue and eliciting problems and presenting its reform plan. To attain this goal, this essay analyzed the policy of the dementia diseased people breaking down into target, subject, benefit, delivery and finance systems resting on the analysis ratio of social welfare policy. This researcher could draw out the following reform plans as a result of analyzing the policy of the dementia diseased people in our country. First, the government should first have the recognition of "nation first, home later" to establish a definite target system, and strive for the improvement of health welfare for the aged in an active attitude. In particular, the prevention and early discovery of dementia and rehabilitation undertaking for the most active measure should highlighted at the target system. And a concrete and short-term goal for 'bettering life quality, the ultimate goal of dementia diseased people should be set up. Second, the home and facility welfare service for dementia diseased people should be expanded to those aged over 60s and lower income and middle income brackets. For this the cost should be decided focusing on the principle of consumers' payment by financial ability, and service provided on it. And the beneficiaries should be picked by the type and clinic extent of dementia diseased people, and for this standardized diagnosis and instrument should be prepared. Third, consumers' centered services should be achieved such as the development of programs to strengthen cognitive function and help social adaptation, the expansion and diversification of care programs based on specialized programs, and return to the community through rehabilitation training. So first of all, the government's positive support is necessary to solidify health related field to home service, and increase facilities, and sophisticate personnel placement and facility standard. Currently complex and diversified care facilities and hospitals should be dualized, and family protection policy should be developed. In brief, the community focused protection of the aged should not eliminated as processing of community centered one to facility one is desirable.
