The aim of this study is to investigate the ways of improving the basic English learning ability of elementary school students. We inquire into the problems of elementary school English education and the effective solutions for solving those problems by conducting the literature review and examining the current status of English education in elementary schools via a survey of parents, teachers and students. The questions addressed in this study are as follows: First, how much are parents aware of the English education in the elementary schools? Second, how do teachers feel about their own English education, and what is their opinions regarding the textbooks, teaching materials, and education evaluation methods? Third, how much are students interested in English and how do they feel about learning methods? Fourth, what problems are revealed by this study on English education and what possible solutions or improvements can be implemented? This study produces the following results: First, parents praise and encourage their children when they speak English. Parents do not, however, speak with their children in English because they cannot speak English themselves. Second, most parents enroll their children in English classes outside schools although some can not do so because of financial difficulties. Third, many teachers feel that their own English education is inadequate, and they lack confidence in their abilities. Fourth, most parents feel that their children will benefit most by learning from native speakers of English. Fifth, students rarely use English except class hours because they are not confident of their English language skills. Sixth, most students can not understand the English used during class hours, and are forced to guess the meanings of what is said. This implies that students are not following the lesson well, and that the lesson may be too difficult for some students. In conclusion, schools need to urge the parents to actively engage and participate in English education in order for it to be effective at the elementary schooll level. Further, pre-elementary English education should be encouraged, provided that the fees are reasonable and not too burdensome for parents. It is especially important that teachers be trained and highly skilled so that they are confident of their own English language abilities, and this training must be supported by the government. Finally, students should choose their classes on their own according to their abilities so that they can use their English skills confidently and correctly, with the understanding that students' participation and comprehension during class hours will be examined and evaluated.
