This thesis tries to make a preliminary exploration of the economics of open source software with special emphasis upon the technology policy related concerns. Firstly, we briefly review the related literature on the economics of technology policy and the economics of network markets. Then we proceed to delineate the nature of open source software, including, among others, the history of the movement, three case studies related to the major open source software, a variety of licensing mechanisms. Based upon these discussions, we conduct case studies regarding policy practices about the open source software development and exploitation of various nations. Finally, we tentatively derive the conclusions about the economic nature of open source software with policy implications.
