These brought increasing number of non-profit NGOs and religious groups to be involved in foreign laborer issues. Studies on foreign laborers also have made significant progress, with more diversified and broadened themes which range from FLF's economic effectiveness, personal welfare status, mental health, to local FLF's adjustment in Korea. With this understanding, this study aims at survey of the level of the foreign laborers' quality of life, and thereby seeking a scheme to improve their quality of life, given that it is also deemed necessary to apply the same standard of quality of life, a recent key topic among people, to foreign laborers. The survey was conducted from October 29 to November 12 in 2005 and a total of 113 questionnaires were used for the final analysis. The tool used to measure quality of life was WHOQOL-BREF, and the factors affecting the quality of life were analyzed in view of personal, familial, and social properties respectively. Personal properties included legal status, the educational level, possession of religion, monthly income, command of Korean language, and length of stay; familial ones included marital status (married/single) and co-residence (with a spouse/children/siblings/relatives/friends); and social ones included frequency of contact with neighbors and the number of assistance from neighbors. Philippine or Bangladeshi people account for over 70 percent of the respondents― 67 males and 46 females. The results of this survey can be summarized as follows: First, the level of the quality of foreign laborers' life was an average of 3.21 points out of 5 and an average of 83.07 points out of 100, which is higher than 77.93 for Koreans from China as can be seen in Lee's (2002) prior study and lower than 86.13 for general Koreans. Second, after analyzing differences in the quality of life by personal, familial, and social properties, the quality was found to be higher when they were staying lawfully, had a religion, or had stayed for a short period of time. It was also higher when they had more frequent contact with neighbors, such as natives, native groups, Koreans, and foreign laborer support groups, or when they received more assistance from native groups. Third, the factors having significant effects on the quality of life included possession of religion, good command of Korean language, being Philippine people or those from other countries rather than Bangladeshis, and the receipt of two or more kinds of assistance from native groups; of these, the receipt of two or more kinds of assistance from native groups had the greatest effect on improvement in the quality of life. These results suggest that the following clinical tasks and policies are necessary. In other words, it is necessary to help foreign laborers form and activate their own community with the support of the government. It is particularly necessary to help a small number of foreign laborers form their own community by countries. It is also important to allow them to do religious activities freely in order to broaden their social relationship. And, as a scheme to improve the command of Korean language among foreign laborers, it is necessary for a local welfare center to provide both the laborers and Koreas with an opportunity to meet with each other through a community member association program. It is necessary to provide them with an opportunity to become intimate with general Koreans through many programs, such as experiences of Korean culture for foreign laborers, special performance of each country, athletic meetings, and sports activities, as well as a Korean alphabet program. The government should not inhumanely regulate or expel foreign laborers who stay illegally but value their skilled labor and allow them to stay for a long time. It is additionally necessary to unify systems for foreign laborers into an employment permission system as soon as possible and simplify delicate and complicated procedures of the system in order to enable employers to use foreign labor force without inconvenience whenever they wish.
