This study focuses on the amount of work that chiefs of administrations offices in elementary/middle/high schools conduct. By looking at them, this study aims to analyze the reason for some conflicts that arise and eventually to suggest ways to increase productivity of his/her work by figuring out how to ease the conflicts. The results of this study are summarized as follows. First, as for class management, students and teachers show that teachers reflect teacher's belief on education and students' opinion in some degree to the process of the class management. Besides teachers evaluate each student with their attitude in school life. On shortcoming of class management, students choose teachers have many classes whereas teachers appeal their lack of professional discipline knowledge. Second, as for learning guidance, both show that homeroom teachers make students study for themselves through facilitating their motives. Besides both of them respond that the homeroom teachers encourage students without concerning about the grades going up and down. On the other hand, both show incorporative attitude of students who have no want for learning is a problem of learning guidance. Third, as for life guidance, both show that teachers communicate lovely with students, like parents in the conversation. In addition, students and teachers show teachers don't have enough time to discuss over problem of students' life guidance. Fourth, as for environment and facilities, both are making a lot of effort to make an efficient classroom environment for activities of study, and inappropriate classroom environment is mentioned as a problem by both of them. Fifth, the factors of the effective class management mostly are the reduction of many classes and works. Teachers think the training for the homeroom teachers to manage the class effectively is needed more or less and necessary resources for class management are the data of life guidance. Finally, homeroom teachers must make a variety of strategies and techniques to lead students' participation and creative classroom management programs for the improvement of the class management.
