Among them, active resident-government governance has been run by the Don-Gu ward in Ulsan Metropolitan City. The model asks residents to share the budget-making authority with local governments within the given scope and locus, bringing out consultation and co-decision making between them. Therefore, this study suggests that the last model should be a priority for local governments that are willing to initiate the institution. But, there are a few thing not to miss for the model development of residents' participatory budget initiative. First, different governmental sizes need to be considered and, for example, metropolitan and small-and-midium sized governments, rural and urban governments, and each metropolitan and small-and-midium sized government are those to name a few. Moreover, most essential factor for a successive settlement is autonomous capacity of each local community. Those capacities are the progressiveness of local government, dynamics of local NGOs and participatory inclination of residents, namely drawing on the social capital within its jurisdiction.
