As the awareness on the significance of child abuse in our country has been relatively low, in recent years we could have established laws and systems for the prevention of child abuse. The issue of child abuse is very comprehensive because prevention, protection and medical treatment should be carried out simultaneously. Additionally the services provided to treat problems that arise from child abuse are so diverse including medical, judicial, educational, administrative, social welfare and use of various private resources. To understand the interactions, reciprocity and status of the network in these diversely related organizations, this study was performed at three levels of analysis. First, the basic function and role of the related organizations in the actual process of handling child abuse cases were analyzed. Then the status of interactions and mutual relationships between child abuse prevention center(CAPC) and related organizations were evaluated. Finally, a case-oriented study was performed to see the interaction of organizations and network in the process of intervention of child abuse cases. The analysis on the role of related organizations follows in the direction of Child Welfare Law, Performance Guidelines for Child Protective Services Workers by the Ministry of Health and Welfare, and relevant laws :"Guidelines for the Police Performance" "Special Law for Family Violence", "Special Enforcements and Protection Law on Sexual Abuse", "Law for Fundamental Education", "Educational Law for Primary, Middle and High School", "Law for Mental Health", "Comprehensive Guidelines for Operation of Social Welfare Center" in the context of basic functions of the relevant organizations on child abuse. In the Child Welfare Law, it is clearly stated about who are the mandatory reporters, and the responsibility of police on accompanying child protective services workers when they investigate the emergent cases. It is mandatory by the Special Enforcements and Protection Law on Sexual Abuse" that the court and prosecutor's office make video-taping the testimony of the abused children under the age of 13, and allow the presence of the person reliable to the abused child in the court prohibiting the court be open to the public. It is also possible that court orders perpetrator the obligatory attendance of social services or counseling by other law We can request toward educational organizations school registration when a child is in need of transfer, and the medical centers may give the child or perpetrator emergency admission for psychiatric treatment. Social Welfare Centers in the community can provide overall support for the family's welfare, and so we can refer follow-up service for case management after case closure. Thus, it is necessary to establish more organized systems to create formal network between the roles of the related organizations. To analyze the interactions and the status of the network between the Child Abuse Prevention Centers (CAPC's) and relevant organizations like law enforcement organizations, educational organizations, medical institutions, administrative departments, and the Social Welfare Centers(including private sectors) a survey was made with open type questionnaires toward 17 CAPC's which were opened around the nation as the end of 2000. The results of the survey showed that the network between CAPC's and relevant organizations was not established enough. The recognition level with the people in the district of CAPC's was low, mainly due to the short operation period, and there were difficulties in the formation of a network with relevant organizations especially for the private parts. However, in the case of official institution of Seoul CAPC, the network had been actively and efficiently established. In some areas, there had been many geographic differences in the network formation depending on the main operating body, facility and man-power. Case-oriented study on child abuse was carried out for the 30 randomly selected typical cases, which were dealt in Seoul and Eastern Seoul CAPC's. Overall analysis based on the type of cases along with a one case in depth were demonstrated in this study. In the results, first, we found there were differences in the degree of network formation depending on the stage of handling the cases. At the first step of reporting, the networks between the related organizations receiving the problems and the highly risky environments for child abuse had been frequently established, but few cases were reached to the reporting. At the intervention stage of the case, the mutual interrelationship was well established even with the people who didn't play the active role at the reporting stage. At follow-up stage, the network between the organizations related to the counseling, education, and treatment was low, because there were no regulatory rules for the perpetrator. The inability to recover proper family environment for the abused child due to the shortage of follow-up care was resulting in the long-term separation of the abused children into the institutional care. Second, different organizations were involved in the network depending on the abuse types. Medical institution and police department were frequently involved in the physical abuse and sexual abuse cases. Especially in the sexual abuse cases, the network formation to the relevant organizations was minimized due to the special issue of personnel privacy. For the cases of neglect and multiple abuse, as they were frequently associated with the poverty and disease, it was more likely to form mutually supportive networks between various organizations like administrative offices for the beneficiary decision or connecting resources in that district. From this study, we can draw following suggestions in policy making. First, in order to raise the people's awareness on child abuse in our society, systematic and continuous advertising and education should be carried out. It was found out from this study that even the mandatory reports were not aware of by which law their reporting responsibility was defined, to whom and how to report the cases. Besides they did not know that they were protected by the law after reporting, and that how serious results would be caused to children if they neglected their responsibility. It is necessary that the government has to make continuous advertisement through mass media in order to improve the people's understanding. At the same time, interdepartmental communications at the government level should be proposed to set up the educational system for the people in each organization within the network. Then, more supportive interrelationships will be established as each relevant organization will understand it's own role more clearly and will find out common goals for the prevention of child abuse. Second, the structure and delivery system for more comprehensive implementation of child welfare policy should be established on the government basis. That will provide an official link for the multidisciplinary approach among the various child welfare organizations related. Third, it is necessary to revise the Child Welfare Law in order to make supplement in child welfare system. The creation of penalty toward those who neglect their reporting duty has to be done priority first as mandatory reporters are the major components in network system. Also it is necessary to define in the Law the investigation right of child protective services workers from the private sectors, and mandatory counseling orders for the perpetrators and mandatory treatment orders for those who have mental diseases and alcohol addict. Fourth, the government needs to take the initiative in building a systematic and official network. For this purpose, it is necessary to adopt the principle of "working together" that is a well-known guideline for network system in England. Family-centered child welfare will be achieved when the government takes the active roles as network builder and network manager to facilitate or mediate the interactions of relevant organizations.

Overall analysis based on the type of cases along with a one case in depth were demonstrated in this study. In the results, first, we found there were differences in the degree of network formation depending on the stage of handling the cases. At the first step of reporting, the networks between the related organizations receiving the problems and the highly risky environments for child abuse had been frequently established, but few cases were reached to the reporting. At the intervention stage of the case, the mutual interrelationship was well established even with the people who didn't play the active role at the reporting stage. At follow-up stage, the network between the organizations related to the counseling, education, and treatment was low, because there were no regulatory rules for the perpetrator. The inability to recover proper family environment for the abused child due to the shortage of follow-up care was resulting in the long-term separation of the abused children into the institutional care. Second, different organizations were involved in the network depending on the abuse types. Medical institution and police department were frequently involved in the physical abuse and sexual abuse cases. Especially in the sexual abuse cases, the network formation to the relevant organizations was minimized due to the special issue of personnel privacy. For the cases of neglect and multiple abuse, as they were frequently associated with the poverty and disease, it was more likely to form mutually supportive networks between various organizations like administrative offices for the beneficiary decision or connecting resources in that district. From this study, we can draw following suggestions in policy making. First, in order to raise the people's awareness on child abuse in our society, systematic and continuous advertising and education should be carried out. It was found out from this study that even the mandatory reports were not aware of by which law their reporting responsibility was defined, to whom and how to report the cases. Besides they did not know that they were protected by the law after reporting, and that how serious results would be caused to children if they neglected their responsibility. It is necessary that the government has to make continuous advertisement through mass media in order to improve the people's understanding. At the same time, interdepartmental communications at the government level should be proposed to set up the educational system for the people in each organization within the network. Then, more supportive interrelationships will be established as each relevant organization will understand it's own role more clearly and will find out common goals for the prevention of child abuse. Second, the structure and delivery system for more comprehensive implementation of child welfare policy should be established on the government basis. That will provide an official link for the multidisciplinary approach among the various child welfare organizations related. Third, it is necessary to revise the Child Welfare Law in order to make supplement in child welfare system. The creation of penalty toward those who neglect their reporting duty has to be done priority first as mandatory reporters are the major components in network system. Also it is necessary to define in the Law the investigation right of child protective services workers from the private sectors, and mandatory counseling orders for the perpetrators and mandatory treatment orders for those who have mental diseases and alcohol addict. Fourth, the government needs to take the initiative in building a systematic and official network. For this purpose, it is necessary to adopt the principle of "working together" that is a well-known guideline for network system in England. Family-centered child welfare will be achieved when the government takes the active roles as network builder and network manager to facilitate or mediate the interactions of relevant organizations.
