Examining the power and interest shift of each actors during each periods, I conclude about its status and its legal features of the Gender-Quota system law. So first, in order to understand the domestic political process about the enactment of the Gender-Quota system law. I observe the power and interest shift among actors through analysis of research papers, newspapers, magazines, and parliamentary steno graphic records and documents about it. I classify the meaning of the Women's political participation into 3 steps. The first is Women's participation in Parliament and Local Assembly. The second is Women's participation in Government, Parties, and public institutions. And the third is Women's participation in Women Groups and Civil groups. In order to examine it, Using documentary research, I studied some materials like election result from the Central Election Management Committee and data about women's political participation from the National Statistical Office. I made frame work based on liberal Feminism which claims to improve gender discrimination to find out the appearance of the expand of Women's political participation in Korea. For instance, the average rate of women's participation since the establishment the Constituent National Assembly was below 3%, but at 16th election in 2000, rose to 5.6%, and at 17th election in 2004 increased to 13%. And the rate of participation in the Local Assembly was 2.3% in 1998, but in 2002 it rose to 3.4% and drastically increased to 14.5% in 2006. And the Women's participation rate in government and public office higher than 5th level- high-ranking public officials in 1999 before the enactment the Gender-Quota system was 20%, but increased to 42.8% in 2005. And in case of government committee, the rates was 59.8% but rosed to 95.9% in 2004. At last in terms of Women's participation in Civic Groups, in 1999, It was 18.3%, but increased to 41.6% in 2004. The Gender-Quota system Law stated when each parties presents the electoral candidate application form to the Central Election Management Committee, it can't be accepted in case of not obey the law which describes that each party has to recommend women higher than 50% for proportional representation in Parliament and Local Assembly election and each party also tries to make and effort to recommend women at least 30% in the National and Local election of the Assemblymen, was in trouble to make smooth agreement among political actors about feature and Women's rate of the law because of the wide differences of opinion of actors at the first stage of argument. But owing to the external pressure of U.N. to establish the law and under the circumstances of Parliament and Local Assembly election in 2000, 2002 and 2004, like 'rejected movement' by solidarity among Women companies, intensified by a ballot of women, Women's struggle for power makes parties to enact the Gender-Quota system law in each periods. Also, parties expropriate requests which persist to enlarge the rate and to change the legal feature to coercive law of the Gender-Quota system law from women at each periods. Therefore the women's political participation is expanded now in Korea. Like this, to make consolidation of expanding women's political participation presented in Korea, such measures are required.
