The gender quota system can be considered as a system which played a significant role in terms of the expansion of women's political representation. As a type of affirmative measure, the assembly established a gender quota system of recruiting fixed ratio of women to increase the percentage of women.
In Korea, the political representation of women has been increased with extensive revision of the Political Party Law of allocating 50% of the proportional representation of the National Assembly and large regional assembly with female candidates. As a result of the 19th General Election, elected female candidates were 15.7%(47 candidate) of total 300 candidates, and this was the result of increased female candidates by 3 times than the 16th General Election of 5.6%(16 candidate) before the Political Party Law revision. Also, compare to the preceding 17th General Election of 13.0%(39 candidates) and 18th General Election of 13.7%(41 candidates), the ratio has been increased to a certain degree, and this signifies the quantitative increase of women's political participation as well as the increased political leverage of Korean women.
This research‘s aim is to study the actual condition of women's political participation in Korea limited to the National Assembly. Also, this study intends to review the kinds of effort that are put in to expand women's political participation in Korea through the introduction course of gender quota system which is one way to secure representative nature of women.
For this, the chapter Ⅰ of introduction followed by chapter Ⅱ will research the concept and necessity of women's political participation through theoretical consideration on the women's political participation. Chapter Ⅲ will consist the cases of Sweden and France who positively encourage women's political participation. Chapter Ⅳ will research the actual condition of the government by women of Korea by categorizing women into female qualified voters and female elites, and will study the introduction process of the gender quota system limited to the National Assembly to review whether the application would be properly established. Lastly, chapter Ⅴ will include conclusion, point out problems of the gender quota system applied in Korea, and suggest point of improvement.
