This study is intended to understand how peer counselors accept their experience as activists of anti-prostitution movement and service providers of sexual exploitation victims. Since Act on the Punishment for Procuring Prostitution and Associated Acts and the Act on the Prevention of Prostitution and Protection of Victims There of (hereafter refer to as Prostitution Prevention Act) was in force, activities for protection of victims and prevention of prostitution have increased and survivors get a chance to work as peer counselors as a part of programs for survivors' self-sufficiency. In fact, anti-prostitution activists have been criticized for failing to consider the importance of agents' subjectivity. In this context, peer counselor program is a very attempt to shift focus from object to subject. in understanding problems of prostitution. In addition to this, this program that is regarded as one of important methods to help survivors' independent living is a recovery and empowerment program and is highly recommended as an efficient way that increases the accessibility of women in prostitution. However, there is no preceeding study on this subject now. This study will explore what kinds of experience peer counselors have while working as anti-prostitution activists and service providers on the basis of their experience as women in prostitution. In ordre to meet such aim, this study relies on phenomenological research methodology because it is qualitative method that suits for understanding the meaning of their voices and experiences. The results of this study are as follow. Firstly, peer counselors experienced recovery process while receiving peer counselor training programs. Even though women decided to escape from prostitution, it is not easy to bring into practice because of distrust from society, lack of information and difficulties of finding a role model. Despite this, women got motivated to continue their plans with the support of facilities and compensation from the programs. Anxiety, obligation, confidence that women felt at the first stage of programs are evolved into an energy for women's recovery later. Secondly, negative and positive co-exists in the activities of peer counselors. Differences and similarity also exist. Peer counselors have different reason to choose working as counselors from other counselors. Without experience as women in prostitution, they would be hardly hired as counselors. The facilities firstly offer women to work and they accept it with thinking that it is a jab for living and it is good to help women who have a similar experience. Meanwhile, the effect of peer counselors make to clients is also either negative or positive. In terms of positive effect, it is easier for them to feel sympathy, have understanding, and deal with emergent situation. Besides, having a conversation with clients, peer counselors find themselves to learn the skills and being grown up further. On the contrary, their experience in prostitution sometimes hinders counsel because it plays as a bias for them. Also, it is often found that peer counselors have a hard time in keeping distance with client. Conflict between clients and counselors also occurs because of lack of or excess of authority that counselors exert. While working together with other counselors, peer counselors feel frustration after finding the limitation of other counselors and make conflicts with others. While carrying out work, women also suffer from lack of self esteem because duty assignment goes in a different way from what promised before and women's work is only limited into assistance and watch keeping. Such discriminatory assignment often contribute to burnout and exacerbate women's isolation, sense of inferiority, and feeling of self-accusation. Peer counselors work hard to form partnership with other counselors. To develop the differences into strength and not limiting others' potentials will give an alternative into the current programs. Experience as being women in prostitution is not particular accident but a just experience. Peer counselors are no longer women in prostitution. There are just counselors as others are. Workers who devote themselves to the protection of victims and anti-prostitution activities are burnt out and swamped with a heavy workload. Peer counselors are not the exception. Because of this, women suffer from stress and call for programs to prevent their exhaustion and help recovery. Even though support, education, administrative supervision play a positive role, it is nothing but a makeshift and don't present answer for this problem. Peer counselors have developed their capacity while carrying out their duty. Fighting against bias and brand against them, they are making a lot of effort to achieve social integration. For this, women have a plan to form network among survivors for communication, define prostitution with their own perspective, and conduct survivors' movement to produce policy recommendation. The survivors' movement comes from recognition that prostitution policies that don't take into account on the voice of women in prostitution is not policies for women in prostitution and places emphasis on women's experience and voices. Survivors are preparing this movement now. This study will begin with discussion about how to conceptualize peer counselors and their works. Peer counselors' experience are evaluated to have positive and negative effect to overall activities.
