The purpose of this study was to examine how parents whose children attended regular high school perceived private education in a bid to lay the foundation for formulating better educational policies. The research questions were posed as below: 1. Are the use of private education and its cause different according to student gender, student grade, parents' educational level and monthly mean income? 2. Are the types and forms of private education received by students different according to their gender, their grade, parents' educational level and monthly mean income? 3. Are private education expenses different according to their gender, their grade, parents' educational level and monthly mean income? 4. Does private education have a different effect according to their gender, their grade, parents' educational level and monthly mean income? 5. Are parents' opinions about private education and possible solutions different according to student gender, student grade, their educational level and monthly mean income? The subjects in this study were 450 randomly selected parents whose children were in their first, second and third years of elementary school in the city of Changweon. A survey was conducted to find out how they looked at private education, and the 20-item questionnaire used in this study covered their supply of private education to their children, the types and forms of private education their children were exposed to, private education spending, its effect, their view of private education and possible solutions. The collected data were analyzed with SPSS program. Statistical data on frequency and percentage were obtained, and x2 test was employed. The findings of the study were as follows: First, as for the application of private education, a lot of the parents investigated had their children received private education, which proved people's general perception that lots of students took private education. Second, most of the parents had their children take out-of-school lessons in a subject. Third, the largest group of the parents spent 100 to 200 thousand won a month for private education. And 76 percent found educational spending to put strain on their family economy. Fourth, among different private education types, private tutoring was considered more effective. Fifth, a majority of the respondents, 88.4 percent, thought that private education was overly prevailing in our country, which indicated it's urgently needed to improve both public and private education. Lots of them felt that private education was one of the indispensable phenomena in the age of keen competition, and that it made up for school education. And they pointed out that the college entrance system should change to reduce private education spending. The above-mentioned findings of the study suggested that private education is unavoidable in Korean society characterized by the poor educational function of families and keen competition, since it's widely believed that being admitted into prestige universities is one of the surest way to get ahead. Such social realities are likely to entail serious problems, and education sector must change to ensure the promising future of the nation and create more stable, affluent society. To make it happen, public education should be put on the right track, and how much private education is rampant should be identified exactly to remedy the situation. One of the first step to do so is normalizing school education by preparing good public education programs.
