For the last several years, Korean newspapers have been struggling with a reliability crisis. In a nationwide annual consumer report in 2006, readers doubted the political impartiality of newspapers and cited political bias as the most detrimental factor to reliability.Faith in newspapers has withered along with their market share compared to other media. Korean newspapers have rapidly lost their traditional dominance over broadcast TV, cable networks, and Internet portals. Some researchers have suggested the crisis of the newspaper industry has its roots in the 'post-democratization phenomenon.'After the country was democratized in 1987, the face of government intervention in newspapers' editorial autonomy has changed. The pre-1987 regime suppressed newspapers through direct regulation, such as illegal censorship. In contrast, following administrations used economic and legal means under the facade of preserving the media's social responsibility. In particular, the current Roh administration enacted the Newspaper Act as an legal form of regulation in 2004.Newspaper companies' differing interests have resulted in conflicts among them. Some have fiercely resisted the new types of official intervention, claiming they infringe on the autonomy of the press, but others have endorsed the Newspaper Act. The conflict reflects a paper's relations with the government and has directed company policy.Such policies are usually evident in the way news is framed. The frame is built in the newsroom. As Warren Breed pointed out in 1955, the newsroom, or journalists, share an in-groupness. Whether writers oblige their publisher or admire their seniors in the skill hierarchy, the result is conformity in the newsroom, leading to a slant in coverage. Jurist Cass Sunstein explained this conformity through the concept of group polarization.But conformity isn't learned automatically. Not all reporters cleave to the company's views. Some find ways to bypass the rules and follow their own journalistic values, while others hide the agony that comes from doubting the company. So there is a gap between journalists' analytic frames of coverage and the eventually apparent news frame.This thesis focused on the gap between journalists' personal analytic frames and the companies' news frames. To explain how conformity is created, 14 reporters and assistants were interviewed in-depth. They worked for 3 national newspapers which take distinct political stances. The questions and answers of the in-depth interviews was mostly designed using Gamson's Signature Matrix form. By including questions about the core frame, core position, metaphors, and visual images, the Signature Matrix illustrates the unique analytical frame of the interviewee.The Signature Matrix in this thesis focuses on the Wartime Operational Control issue, one of the most controversial and divisive issues of 2006. Newspapers each took a pro or con stance and were criticized by readers who considered them biased.The findings of the study are as follows:The analytical frames of the interviewees resembled his organization's news frame. This consistency is perpetuated through newsroom hierarchy. Policy is maintained by omission, differential selection, and preferential placement, such as prominently featuring the pro-policy story while burying the anti-policy aspects, as Breed has found, and is a tacit agreement. Yet there were some noticeable differences. The journalists directly responsible for coverage of the Wartime Operational Control issue had stubborn conviction in their reporting and their companies' viewpoints. But those who participated indirectly were more skeptical about the paper's stance, which is explained as a third party's distance.The interviewees didn't have a good awareness of diversity of opinion. They would negatively accommodate opposing views in their stories, as their conviction in their own views led them to ignore differing arguments. Although some papers include terms of impartiality in their editorial guidelines, the rules don't affect the writers and executives either ethically or practically.The interviewees suggested that diversity of opinion is realized when all newspapers are taken into account as a whole. According to this logic, the co-existence of extremely different views is the ideal of freedom of speech. One newspaper can't encompass all opposing voices and doesn't need to. Such 'external diversity' is also appropriate from a business point of view in this multimedia society. A paper may be accused of bias, but that very partiality would be its selling point in the market of ideas, the respondents said.The journalists said the main factor guiding company policy is government intervention. Whether to defy or accept, company policy is a reaction to official actions.To conclude, newspapers must convince readers of their fairness to relieve the reliability crisis. The more skeptical the audience becomes, the worse the circumstances get for newspapers. Freedom of the press has been protected by the readers who believe it is the basic requirement for democracy.Freedom of the press is based on respect for different views. There is a serious need for Korean journalists to actively embrace and realize diversity of opinion.
