Hence in this research, we performed fact-finding investigations about enterprises using thermal oxidizers focusing on preventing fire and explosion of thermal oxidizer such as RTO to understand the problems about installation and management of air pollution control system and derive improvement scheme. As for the subject of investigation, among all enterprises currently in use of thermal oxidation-type air pollution control system, PSM application enterprises were selected that have high dangerousness of extended damage in case of fire- or explosion-related accidents; the present conditions and controversial points were analyzed using standardized condition questionnaires centering around the personnel in charge of safety and environment affairs or thermal oxidizer management. Meanwhile, after examining a fire-/explosion-related accident that took place in a RTO-type thermal oxidation system for offensive odor treatment after a resin re-treatment process, which was previously known as danger-free process, through risk assessment of causal substances and factor analysis of the accidents, we were able to confirm the fact that there is in fact no potential danger of fire or explosion during ordinary operations, but accidents may occur in case the condensation substances evaporate due to internal fire or superheating of RTO. After fact-finding investigations performed on enterprises manufacturing/utilizing thermal oxidation system and factor analysis of the explosions, we were able to uncover the following controversial points 1. Poor security and management of technical data including analysis, assessment, design standard, and computation basis about potential risk of substances and composition of processed gas, 2. Poor execution of basic elements of process safety management including process risk assessment, safe operation guide, management of change, inspection before operation, establishment of emergency response plan, and educational training. 3. Poor countermeasures regarding prevention and removal of condensed matters of the body and RTO lead-in duct and installation of detonation arrestor or flame arrestor, explosive pressure radiation system, and combustible gas monitoring and control system of lead-in duct for the thermal oxidation system. accordingly, the manufacturers of thermal oxidation-type air pollution control system must establish and comply with safe design standards, and the users must institute safety management guides for a more practical safety management such as enforce higher-level process risk assessment, abide by safe operation procedures, and implement education and training about emergency response outlines.
