The purpose of this study is to deduce the problem of local government's administration for adolescence experimentally and suggest a plan for improvement so that provide qualified administrative service fit to this age as well as increase the efficiency of the policy for them. Even though our administration for adolescence has been implemented for more than sixty years since 1948 establishment, it does not yet have an epochal result nor suggest a clear direction and a goal for the future vision. When reviewing the past, however, the thing which can be recognized is that it produced many adolescent's guidances and counselors and recently got to build lots of training camps for them with incessant investment. And it is estimated as a good policy, at present. Beginning the participatory government, the function of government has changed 'from taking row to ruddle' so the administrative system got to take a direction forward cooperation and governance. And it got to unfold a supporting policy with entrusting governmental business to private groups or social associations by embracing many social associations. At that time, the administration for adolescence was not excluded. In the case of Chungnam province, over than 58 adolescence-related businesses are taken to private groups or social associations by direct way or through Si or Gun with the form of entrustment or support in 2007 but there are some problems. First, there are insufficient identity and interest in administration for adolescence in local government owing to weak guidance system and connection with Government youth commission, the main body of central government. Second, the division of works between central and local governments has not been set as Government youth commission includes even the work of execution. Third, the local government does not work sufficiently as their organization of adolescence has weak status with insufficient size and human power. Fourth, there is unbalanced budget of administration for adolescence that is under 1% of provincial total budget. Last, there is a problem of insufficient and bad training camps. Therefore, it is desirable for local government to take following plans so as to solve these problems and take aim at efficiency and effect of administration for adolescence. First, Government youth commission has to reorganize and divide the job with the ministry of education and human resources development and the ministry of gender equality and family, so that it can re-arrange the status of central government on the adolescence affair and establish linear command with local government. Second, they have to enlarge the section of adolescence in local government to at least department and newly establish a team-unit organization in Si and Gun. And also it needs to settle a suitable system for the related-public servants can work comfortably for the time by regulating limited transfer term, additional score in estimating work, and establishment of linear system. Third, they have to recruit experts and make them keep the work by establishing the basement rule for local government so that the experts of adolescence in private groups can enter the administrative organization and work. And also they have to establish hastily the third area of adolescent administration as non-profit foundation. Fourth, they have to enlarge the fund and budget related with adolescent administration as well as introduce the system of public announcement of closing account for clear business of private and social groups that the government supports. Fifth, it is urgent to establish and operate provincial training facility to take the role of leading center with control and operation for those scattered facilities in Si and Gun within the province. And also they have to attempt the remodeling of training camps fit to adolescent emotion and prepare a plan to share other public facilities in other areas of administration with activation. The above plan for improvement can not be done by local government with its own but implemented when there are active participation and cooperation of each ministry of government, basic local government, social groups, and adolescence.
