As those programs were conducted as one of primary national educational policies, the government should back up the programs on a full scale yet allow each school to manage them in a region-specific flexible manner in response to parents' needs. Second, elementary after-school programs were just implemented for form's sake in general without actually addressing the needs of educational clients, and there wasn't an adequate infrastructure for that. In terms of lecturers in charge of the programs, all the eligible and qualified local human resources available should be taken advantage of, but it's not actually possible to make it happen under the given circumstances, and school administrators weren't open-minded enough to do that, either. As to educational programs, a wide variety of programs were required to suit the needs of clients. Concerning teacher awareness, teachers should be allowed to be responsible for less workload so that they could be motivated to consider it worth doing to offer after-school programs. In relation to educational administration and facilities, more investment should be put into school facilities to prepare separate classrooms appropriate for different sorts of programs, and personnels who would take exclusive charge of the programs should be secured. Relevant administrative regulations should be eased and more specific, and the administration system should turn into a client-centered one to create new, better educational environments. Third, in association with the operating state and implications of after-schools programs in foreign nations, the government should provide a full-fledged support but empower each school to run the programs in consideration of parents' needs, local circumstances and their own situations.
