With shifts now under way in the view of the disabled away from an absolute toward a relative view, shifts in the paradigm of the welfare of the disabled are also taking place away from the disabled as individuals toward a social environment such as the right to move about. Particularly, the ideal of the welfare for the disabled in the modern time is based on the creation of an atmosphere of social integration so that those members of the community who find it difficult to gain access to the community and move about may enjoy basic rights as safeguarded. This presupposes an objective that the right to move about is secured, on the basis of which normalization and integration are to be achieved. If such a presupposition and objective are to be met, a barrier-free space should be created complete with public amenities made available for the disabled. With this issue in mind, we sought to analyze the current status of the public amenities for the disabled annexed to public administrative facilities, and improve and expand those amenities so that they could be made much safer and more comfortable. To this end, we analyzed specific installation standards prescribed by the laws and regulations governing public amenities for the disabled, in terms of the scope of this study or the subject matter. Then we analyzed the rate of public amenities installed and the extent to which those facilities meet the standards for public amenities for the disabled including mediary facilities, interior facilities, hygienic facilities, information facilities and so forth. On the other hand, in terms of a spatial scope, we singled out for the purpose of this study public facilities including Seoul Metropolitan City, Wulsan City, certain offices of districts, townships, myeon or small townships and dong or a sectioned community in Kyonggi Province. To meet the objectives of this study, we adopted initially a descriptive approach by means of a study of literature, which enabled us to analyze theories on the amenities for the disabled and legal aspects, the standards of installation of the amenities for the disabled, and the current status of those amenities installed from theoretical perspectives and analysis of thereof, based on previous studies on this subject and publications published by public offices. On the other hand, through a review of legal institutions and current status of the amenities for the disabled in foreign lands we have adopted an approach of comparative analyses in an effort to derive suggestions for the direction in which institutions related to amenities are to move head. Our findings indicate that the domestic institutions related to the amenities are on a par with those in foreign lands, and that the selection of facilities for monitoring and the listing turned out better than their overseas counterparts. However, the regulations on the categories of the amenities and the specificity of related regulations ended up falling behind their overseas counterparts. Also indicated as problematic is that not only the rate of the amenities installed is low, but many of those installed failed to meet the standards for installation. Such a situation is attributable to a low level of awareness of the amenities for the disabled, revealing that an overall awareness still remains in its infancy as well as leaving much room for improvement in terms of legal institutions. Ultimately, if the ideal of the welfare of the disabled is to be realized, the right of the disabled to move around should be guaranteed by securing barrier-free spaces. To this end, it is to be recommended that specific practical guidelines in terms of legal institutions be mapped out, and that utilization inspection system be introduced where the disabled are invited to join on the day of facility inspection. At the same time, convenient facilities should be expanded with convenience while using them in mind and the standards should be complied with while the installation divide by facilities and categories should be abolished. Most important, a social atmosphere is to be created where integration is achieved from a cultural perspective in full appreciation of the issue on the part of all the members of the community.
