This study is intended to set forth quantitative criteria on the traffic island, which in turn is designed to improve traffic safety and to facilitate the channelization at intersections. Its structure and operation affect, to a considerable degree, the service level, the efficiency and the safety of the road system. Among others, the traffic island for channelization is set up to secure safe and orderly moves of the traffic and the pedestrians. It also serves as a divide between confronting traffic flows or as a space for clear marking of moving paths or for hovering pedestrians safely. A traffic island can reduce the crossing distance at an intersection and the accidents within it, and facilitate right-turn traffic flow. At the same time, it can pose hazards to the drivers by, for example, increasing collision occurrences against the fixed objects on the island, and the human fatality arising out of subsequent accidents. Looking over the domestic standards applicable to installation of traffic islands, only qualitative, not the quantitative, criteria exist. Aware of the problem, the data are to be reviewed on the traffic accidents at intersections that commands priority in building the islands for a period covering one year before and after improvement thereof. Then, the subject intersections are to be divided into two groups: significant locations where existence of an island reduces the accident rate, and insignificant locations where an island does not bring about any improvement. Based on the review and analysis, a model is to be proposed, which enables assessment of post-island effects, along with criteria for construction of a traffic island. Variables affecting construction of a traffic island at the Y-intersection or at the 4-way intersection are traffic volume, existence of the right-turn lane on the border between main and minor roads and the traffic volume over the lane, the difference in the number of lanes between bordering main and minor roads, and type of an intersection. The 3-way and the 4-way intersections do not show much difference. Still, in determining whether to construct a traffic island, the former is affected by the traffic volume over the right-turn lane on the main road, while the latter is more affected by the right-turn traffic volume on the minor road. Once assessment models are constructed, each model’s appraisal capacity is reviewed. The lab model test result (78.75%) is reduced by 15.4% to 63.35% in reality. In addition, concerning the 4-way intersection, the former (i.e. 78.75%) is reduced by 7.9% to 70.85%. The models proposed herein for determining whether to build traffic islands at 3-way and 4-way intersections help decide whether an intersection should be built or improved, and what, if any, and how much effects its construction may bring about.
