Amid the wave of globalization today, individual nations' competitiveness is weakening, and as a supplementary countermeasure against such a trend, the importance of boosting regional competitiveness is being emphasized. Thus, local governments and municipalities are developing their regional unique cultural heritages and geographical characteristics, and therefore are strategically using festivals to contribute to regional economic activation. However, a lack of festival program arrangement and planning capabilities, and an insufficient preparation of laws and institutions with regard to festival support policies, and other diverse problems are caused, thereby adversely influencing regional economies in worst cases. With an awareness of such problems, this paper aims to study success factors for regional economies on the basis of an analysis of domestic and overseas festival cases, and to induce ideal festival images that can contribute to regional economic activation. As for the research method, the study focused on literature research, and we brought our hands-on experience in participating in and observing festivals to this paper. Cases of various festivals were analyzed, thereby inducing the conclusion that the economic effects generated by festivals vary according to characteristics of festivals. Festivals as a method of contribution to regional economic development were categorized into artistic festivals, traditional cultural festivals, regional native products festivals, and tourist experience festivals, and they then were explored. Also, various major festival cases were studied to analyze and compare the four festival factors influencing the regional economic effects, namely, tourism, regional activation, brand, and festival resources. The findings indicated that in case attractiveness and recognition of a festival, operation of a festival, linkage with tourism in neighboring regions, and infrastructure were all appropriately coupled together, the festival could successfully be held and contribute to regional economic development. Thus, to help regional economic activation, this study offered necessary planning and economic mindsets, strategies for festival operation, policies on attraction of and support for tourists, and problems of and improvement measures for development of tourist products and infrastructure. This can be outlined as follows. First, with introduction of and planning for unique themes, the attractiveness and recognition of a festival should be ensured. Second, a systematic operation and management of a festival should be ensured by utilizing professional personnel. Also, it is necessary to use diverse management skills with a view to expanding festival budgets and appropriately sharing roles among members of the relevant region. Third, a strategy should be formulated to link and combine a festival, regional traditional cultures and regional characteristics with a view to attracting viewers. Fourth, since the current policy for supporting cultural and tourist festivals involves budget allocation regardless of characteristics of a festival and a region, budget allocation support should be differentiated according to geographical situations of a festival, financial independence levels, and characteristics of a festival. Fifth, lodging facilities should be expanded, and infrastructure facilities should be streamlined and improved. Also, unique tourist products and souvenirs where regional images and symbolism well blend together should be developed with a view to contributing to regional economic activation. In conclusion, on the basis of an analysis of various major festivals, the study offered measures designed for making regional festivals successful, and regional economic activation measures through festivals.
