본 연구의 목적은 문화관광축제의 문화상품 현황과 구매실태 조사를 통해 지역 문화자원을 활용한 패션문화상품 디자인을 제시하고 고부가가치의 문화상품 개발 전략을 수립함으로써 문화관광축제 활성화 및 지역 이미지 제고에 기여하고자 하는데 있다. 연구 방법은 이론적 연구와 실증적 연구를 병행하였다. 이론적 연구에서는 문화관광축제와 패션문화상품에 관한 국내·외 관련 문헌과 선행 연구 탐색을 통해 문화상품현황 분석과 방문객 구매실태 조사 방법을 이론적으로 도출하였다. 실증적 연구에서는 연구 대상에 대한 자료 분석, 축제 관계자와의 심층인터뷰, 문화상품 점포 조사와 방문객 설문조사 등을 통해 문화상품의 문제점을 도출하고 그 해결방안의 하나로 지역문화자원을 활용해서 패션문화상품 디자인을 개발한 다음, 고부가가치 문화상품 개발 전략을 수립하였다. 연구 대상은 문화체육관광부가 2000년부터 2008년까지 문화관광축제로 선정한 축제 중 축제 유형별로 가장 많이, 높은 등급을 받은 축제에서 음식을 주제로 한 축제를 제외한 총 6개 축제인 안동국제탈춤페스티벌, 보령머드축제, 강진청자문화제, 진주남강유등축제, 충주세계무술축제, 무주반딧불축제로 한정하였다. 연구 결과는 다음과 같다. 첫째, 지역 브랜드를 보유하고 있는 지역은 보령, 강진, 충주, 무주가 있으나 보령과 충주만이 실제적으로 상품을 판매하는 상설 매장이나 온라인 쇼핑몰을 운영하고 있었고 두 곳 모두 지역 농·특산물 위주로 판매하고 있었다. 문화상품 개발은 축제 주최측 보다는 대부분 외주 또는 공모전을 통해 개발하고 있었고, 이러한 개발 방식은 문화상품 아이템의 다양화에는 긍정적인 영향을 미치지만 문화상품의 이미지를 통일시키거나 지역, 축제의 상징성을 충분히 드러내지 못하는 등의 문제점이 있었다. 특히, 공모전을 통해 문화상품을 개발하는 경우, 실제적으로 판매되는 경우가 드물어 우수한 문화상품을 개발하고 상품화시킨다는 공모전의 실효성이 적은 것을 알 수 있었다. 축제 기간 외에 문화관광축제 상품을 판매하는 상설 매장은 진주남강유등축제를 제외한 모든 지역에 있었다. 자치단체가 관리하는 매장이 있는 곳은 강진청자문화제와 무주반딧불축제이고 그 외 축제들은 주로 민간업체에서 운영하고 있으며, 보령머드축제만이 온라인상에서 문화상품을 주문, 판매하고 있는 것으로 조사되었다. 문화상품 개발 방향에 대해서는 관계자들 모두 지역과 축제의 이미지가 잘 드러나는 상품 개발의 필요성을 느끼고 있고, 개발 희망 아이템에 대해서는 대부분 티셔츠를 선호하고 있으며, 그 외에 축제 유형에 따라 탈, 탈춤복장, 모자, LED 소재의 액세서리류, 무술 인형 등이 있었다. 둘째, 문화관광축제 상품 현황을 분석하기 위해 점포 조사를 수행한 결과, 문화상품 종류는 액세서리류가 가장 많았고, 그 다음으로는 자기류, 의류 및 잡화, 인테리어 제품, 문구류 순이었다. 티셔츠는 모든 축제에서 판매하고 있는 것으로 나타났는데, 이는 티셔츠가 가장 대중적인 아이템 중 하나이면서 부담 없이 구매할 수 있기 때문인 것으로 판단된다. 상품의 종류가 가장 다양했던 축제는 안동국제탈춤페스티벌로, 탈, 목걸이, 핸드폰 줄, 티셔츠, 액자 등이 있었고, 진주남강유등축제와 강진청자문화제는 상품이 다양하게 개발되어있지 않은 것으로 나타났다. 문화상품에 활용된 디자인 모티프는 축제나 지역 이미지 둘 중 어떤 것도 활용하고 있지 않은 상품이 대부분 이었다. 축제를 상징하는 이미지 활용도가 높은 축제는 강진청자문화제, 지역 이미지 활용도가 높은 축제는 무주반딧불축제였고 안동국제탈춤페스티벌과 충주세계무술축제는 축제나 지역의 문화자원과 이미지보다는 어디에서나 구입할 수 있는 상품들이 많았다. 셋째, 문화관광축제 방문객의 구매 실태를 조사한 결과, 문화관광축제의 유형에 따라 방문객의 방문 목적과 동반자가 달라지는 것을 알 수 있었다. 그리고 이러한 방문객 유형은 축제에서 판매되는 문화상품 구입에 있어서도 아이템 선택에 영향을 미치는 것으로 나타났다. 문화상품 구매 실태에서는 응답자의 약 3분의 1에 해당하는 방문객만이 한 개 이상의 기념품을 구입하였는데, 대체적으로 문화상품의 아이템과 디자인이 다양하고 축제 또는 지역을 상징하는 문화상품을 많이 보유한 축제에서의 구매율이 높았다. 주요 구매 아이템은 핸드폰 줄, 열쇠고리, 인형, 그릇, 목걸이, 티셔츠 순이었고, 어린이를 동반한 가족단위의 방문객이 많은 안동국제탈춤페스티벌이나 진주남강유등축제에서 인형의 빈도가 높게 나타났다. 문화상품 구입에 소비한 금액은 1-3만원 미만이 가장 많았으며, 구입한 후 전반적으로 보통 수준을 약간 웃도는 정도의 만족도를 보였다. 문화상품을 구입하지 않은 이유에 대해서는 실용성, 독특성, 선물 가능성, 상징성, 가격적인 측면에서 만족하지 않았기 때문이라고 응답하였다. 문화상품 구매 시에 중요하게 생각하는 속성은 디자인, 상징성, 가격, 독특성, 혁신성, 선물 가능성 순으로 조사되었다. 선호도가 높게 나타난 상품군은 의류 및 잡화, 패션 액세서리류였는데, 특히, 티셔츠가 가장 높고, 그 다음으로는 모자, 인형, 그릇, 핸드폰 줄, 열쇠고리 순이었다. 이상의 조사결과를 토대로 문화관광축제 상품 디자인에 나타난 문제점을 도출한 결과, 축제 문화상품은 지역 또는 축제의 상징성을 충분히 나타내지 못하고 있고 문화관광축제의 방문객 특성이 반영된 아이템과 다양한 가격대의 문화상품이 부족한 것으로 나타났다. 이러한 문제점을 해결하기 위한 방안의 하나로써 지역문화자원을 활용한 패션문화상품 디자인을 개발하기 위해 문화관광축제 상품 디자인 개발 전략을 수립하고 관계자 인터뷰와 문화상품 현황을 반영하여 축제 유형별 패션문화상품 개발 방향과 컨셉을 설정하였다. 즉, 안동국제탈춤페스티벌은 'Tribal- Holic', 보령머드축제는 'Get away from it all', 강진청자문화제는 'Timeless Memories', 진주남강유등축제는 'Lighting up the River', 충주세계무술축제는 'Next ErgonomicsGym', 무주반딧불축제는 'Eco-Purity'를 컨셉으로 축제 개최측의 개발 희망 아이템과 문화상품 방문객 선호도 조사결과를 반영해서 축제 유형별로 4개의 아이템을 선정한 다음, 각 지역의 문화재에 나타난 전통 문양 및 특산물, 지역 또는 축제를 상징하는 로고나 캐릭터 등을 모티프로 활용하여 4종류씩, 총 96개의 디자인을 하였다. 문양의 정형화 작업과 텍스타일 개발, 아이템별 디자인 전개는 Adobe Photoshop 6.0과 Adobe Illustrator CS 프로그램을 이용하여 제시하였다.

The purpose of this study was to suggest fashion cultural products design using local cultural resources, to establish the development strategies of high value-added cultural products, and to contribute to promoting cultural tourism festival and heightening local images. In order to achieve this purpose, this study examined the situation and purchase conditions of cultural products in cultural tourism festival held successfully. For the methods of study, this study conducted theoretical and empirical researches simultaneously. In the theoretical research, the situation of cultural products was analyzed and the research methods of purchase conditions were derived theoretically through the review of related literature and previous research at home and abroad. In the empirical research, the problems of cultural products were derived from the data analysis of subjects, in-depth interview with people concerned, the investigation of cultural product stores, and visitors' questionnaire survey. As one solution, this study developed fashion cultural product designs by using local cultural resources and established the development strategies of high value-added cultural products. The subjects of this study were local festivals which were selected as cultural tourism festival by the Ministry of Culture, Sports and Tourism from 2000 to 2008. Of them, six highest ranking festivals were finally selected but food festival was excluded: Andong Maskdance Festival, Boryeong Mud Festival, Gangjin Celadon Festival, Jinju Namgang Yudeung Festival, Chungju World Martial Arts Festival, and Muju Firefly Festival. Finally the following results were obtained. First, although Boryeong, Gangjin, Chungju, and Muju possessed a local brand, only Boryeong and Chungju operated a permanent store or an on-line shopping mall to sell products with their focus on farm products or special products. The development of cultural products were mainly conducted by an organizer, a vendor, or a cultural products contest winner, but a vendor or a contest winner undertook development in general. Although this method could have a positive effect on the diversity of cultural product items, it did not standardize cultural product image or show the symbolism of local festival sufficiently. Specifically, when cultural products were developed through the contest, it was rare to be connected to actual sale. It suggested little practical effect of contest which intended to develop and commercialize excellent cultural products. All festivals, except the Jinju Namgang Yudeung Festival, had permanent stores selling the products of cultural tourism festival. However, the Gangjin Celadon Festival and the Muju Firefly Festival only had the store managed by the local government and other festival stores were operated by private companies. The Boryeong Mud Festival only had an on-line shop selling cultural products. For the direction of development, people concerned expressed sympathy with the need to develop products which showed the image of a region and a festival. For desired development items, most of them preferred T-shirts and other suggestions included mask, maskdance costume, cap, LED accessories, and martial arts puppets. Second, the store survey was conduced to analyze the situation of the products of cultural tourism festival. As a result, the most frequent product was accessories, followed by ceramic products, clothing and miscellaneous goods, interior decoration products, and stationery. A T-shirt was found to be sold every festival probably because it was the most popular item and basic item which people could buy without burden. While the most diverse kinds of products were found in the Andong Maskdance Festival including a mask, a necklace, a mobile phone hanger, T-shirt, and a frame, the Jinju Namgang Yudeung Festival and the Gangjin Celadon Festival were found not to develop various products. In the design motif used for cultural products, most products did not use festival or local image. The highest use of the festival and local image was found in Gangjin Celadon Festival and Muju Firefly Festival respectively. The Andong Maskdance Festival and the Chungju World Martial Arts Festival were found to sell very common products buying anywhere rather than products using local cultural resources or image. Finally, the purchase conditions of cultural tourism festival visitors were examined. As a result, the visiting goal and companion of visitors was found to vary with the type of cultural tourism festival. The types of visitors were also found to have an effect on the choice of items in the purchase of cultural products sold in the festival. Only one third of respondents responded buying one and more cultural products. The purchase rate was found high in the festival where cultural product items and designs were various and there were many products symbolizing festival or region. The most purchased item was a mobile phone hanger, followed by a key holder, a puppet, vessels, a necklace, and a T-shirt. Family with children was found to purchase a puppet frequently in the Andong Maskdance Festival and the Jinju Namgang Yudeung Festival. For the amount of purchasing cultural products, 10,000-30,000 Korean won was found highest and satisfaction after purchase was found to somewhat exceeded average. The reason not to purchase cultural products was dissatisfaction with utility, originality, possibility of a present, symbolism, and price. The most important attribute in the purchase of cultural products was design, followed by symbolism, price, originality, innovation, and possibility of a present. The highly preferred product group included clothing, miscellaneous goods, and accessories. Specifically, T-shirt was found highest, followed by a cap, a puppet, vessels, a mobile phone hanger, and a key holder. Based on these research results, the problems of the design of cultural tourism festival products were derived. As a result, it was found that the cultural products of festivals lacked in the symbolism of region or festival. Furthermore, items were not enough to reflect visitors' characteristics and the price zone was not various. As one solution to solve this problem, this study established the development direction and concept of fashion cultural products to develop fashion cultural products using local cultural resources. The concept of the Andong Maskdance Festival was 'Tribal-Holic'; the Boryeong Mud Festival, 'Get away form it all'; the Gangjin Celadon Festival, 'Timeless Memories'; the Jinju Namgang Yudeung Festival, 'Lighting up the River'; the Chungju World Martial Arts Festival, 'Next Ergonomics Gym'; and the Muju Firefly Festival, 'Eco-Purity'. Based on the desired items of festival organizers and the survey of visitor's preference for cultural products, 4 items were selected by festival type. Then a total of 96 designs of 4 kinds each were developed using logos or characters, traditional patterns, special products, symbolizing region, or festival as a motif. Adobe Photoshop 6.0, and Adobe Illustrator CS Program were used for the standardization of patterns, textile design and illustration.

The highest use of the festival and local image was found in Gangjin Celadon Festival and Muju Firefly Festival respectively. The Andong Maskdance Festival and the Chungju World Martial Arts Festival were found to sell very common products buying anywhere rather than products using local cultural resources or image. Finally, the purchase conditions of cultural tourism festival visitors were examined. As a result, the visiting goal and companion of visitors was found to vary with the type of cultural tourism festival. Only one third of respondents responded buying one and more cultural products. The purchase rate was found high in the festival where cultural product items and designs were various and there were many products symbolizing festival or region. The most purchased item was a mobile phone hanger, followed by a key holder, a puppet, vessels, a necklace, and a T-shirt. Family with children was found to purchase a puppet frequently in the Andong Maskdance Festival and the Jinju Namgang Yudeung Festival. For the amount of purchasing cultural products, 10,000-30,000 Korean won was found highest and satisfaction after purchase was found to somewhat exceeded average. The reason not to purchase cultural products was dissatisfaction with utility, originality, possibility of a present, symbolism, and price. The concept of the Andong Maskdance Festival was 'Tribal-Holic'; the Boryeong Mud Festival, 'Get away form it all'; the Gangjin Celadon Festival, 'Timeless Memories'; the Jinju Namgang Yudeung Festival, 'Lighting up the River'; the Chungju World Martial Arts Festival, 'Next Ergonomics Gym'; and the Muju Firefly Festival, 'Eco-Purity'. Based on the desired items of festival organizers and the survey of visitor's preference for cultural products, 4 items were selected by festival type. Then a total of 96 designs of 4 kinds each were developed using logos or characters, traditional patterns, special products, symbolizing region, or festival as a motif. Adobe Photoshop 6.0, and Adobe Illustrator CS Program were used for the standardization of patterns, textile design and illustration.
