English writing education, as suggested by many studies on English education (Rivers 1981, Brown 1994, etc.), plays a very important role in enhancing the effect of the whole English education. In each English classroom in Korean secondary schools, however, complicated and misguided situations prevent efficient and thorough English writing education from being employed. Therefore, in this study, I have designed and accomplished questionnaires for secondary-school English teachers which are to identify the state of English writing education as well as their understanding about the current situation of English writing education in Korea. The questionnaires consist mainly of two parts, each of which has about 20 questions. The first part with 18 questions is intended to analyze the current state of English writing education, and the second part with 22 questions is intended to project the reasonable future outcome of English writing education on the right conditions for lessons in English composition in secondary schools. Through the analysis of the results of the questionnaires, it has been identified that the present conditions of English writing education in Korea have been suffering not only insufficient educational interests but also poor investments in most areas of concern such as assigned class hours, educational circumstances of the class, appropriate standards for evaluation, and the college entrance examination in comparison to those of the other areas of English learning. It has also been identified that about 80 percent of English teachers who have participated in the survey believe that English writing activities play an important role in effective English learning. In addition, more than 88 percent of English teachers in the survey believe that it is necessary to give more attention to English writing education in Korea. In accordance with many other studies in this field, English writing education in Korea certainly needs more educational investments. It also requires a big change in the perceptions of English writing education to make the best use of its good points and to raise the overall effectiveness of English learning. In this thesis, I have tried to provide practical guidelines for the development of English writing education in Korea by identifying the current problems of English writing education in secondary schools and by collecting secondary-school English teachers' opinions about the current state of English writing education.
