KESCO(Korea Electric Safety Corporation), which is a public corporation founded by the government and is responsible for electric safety, had established the new vision, mission and strategic goals and had completed management innovation projects with the assistance of an external consulting company and a wide range of surveys inside the corporation since 2004. The organizational structure had been restructured by reducing the number of organizational hierarchy levels so that the enterprise-wide seamless management is possible and it also had streamlined the business approval process where it utilized electronic approval, advanced information equipments and devices, and integrated information at the KESCO. As a result, KESCO has accomplished excellent performance ratings at the management evaluation of the public corporations for the last five consecutive years.
Although it achieved the targeted goal through the management innovation, the reward on the achievement was some extra bonuses which are eventually paid with KESCO's internal budget. In other words, it would have been much better if the KESCO could connect its innovations to new business areas which can become as a new growth engine for KESCO. But it was impossible mainly due to reduction of workforce to reduce cost and the government regulations on expansion of business areas for certain public corporations.
In this thesis, we examine the business innovation case study of KESCO by providing their methods, results, and some lessons learned. This real result will serve as one of the guides and a good example for many public corporations and some private corporations which would pursue the management innovation at their own company.
